Idyllic hill tribe village in northern Laos - Idyllisches Bergdorf in Laos
From Phonsaly, I've made 3-day-trip in the mountains of northern Laos. The first night, we made a homestay in this little village, situated about 8 hours from the next village. No water, no electricity, no infrastructure - but the people are happy.

Lao NEWS On LNTV: Laos & Vietnam launch a single stop single window inspection system.9/2/2015
VO Laos and Vietnam launch a single-stop and single window inspection system at the Lao Bao-Dansavanh border checkpoint
INTRO: Laos and Vietnam officially launched a single-stop and single window inspection system at the Lao Bao-Dansavanh border checkpoint to facilitate trade between the two countries and along the East-West Economic Corridor.
STORY: The launch took place after the two countries had piloted the system at the border of Laos' Savannakhet province and Vietnam's Quang Tri province.
Deputy Prime Minister in charge of economic affairs, specifically the production and circulation of goods, Somsavat Lengsavad, and his Vietnamese counterpart Nguyen Xuan Phuc and other officials cut a ribbon to inaugurate the system.
It is said that, the launch will encourage countries to expand the model to other international checkpoints along the East-West Economic Corridor, as part of the Cross-Border Transport Agreement in the Greater Mekong Subregion (GMS).
The 1,450-kilometre East-West Economic Corridor connects four countries in the GMS and is strategically significant to economic development and poverty reduction in both Laos and Vietnam.
A single window allows trading partners to declare imports and exports when transiting to and from their countries at only one service point.
Laos and Vietnam have set an ambitious target to increase Vietnamese investment in Laos to US$5.8 billion in 2015, an increase on the current total value of about US$5 billion.

Lao heritage sites awarded Mekong tourism prize
Laos' world heritage sites of Luang Prabang and Vat Phou Champassak have won the Mekong Tourism Award 2015, with the accolade made public in Tokyo, Japan, on March 8.
Personal Relations officer for the Asean-Japan Centre, Ms Junko Nukiyama, told Vientiane Times by telephone yesterday that the Centre and mem bers of a judging committee selected five tour products at destinations in Laos, Cambodia, Myanmar and Vietnam (known collectively as CLMV) as winners of the Mekong Tourism Award 2015.
The New Destination award went to Myanmar, Ecotourism and Unique Tour awards were won by Laos, the Exchange Programme award went to Cambodia, and the Jury's Special award was given to Vietnam.
Luang Prabang was cited for its World Heritage Site in the provincial capital and a Khmu village that is encouraging ecotourism, while Champassak was highlighted for the Vat Phou cruise and The River Resort.
The Mekong Tourism Award is an initiative of the Asean-Japan Centre and is supported by the Ministry of Foreign Affairs of Japan, the Japan Tourism Agency, the Japan Association of Travel Agents, and the Overseas Tour Operators Association of Japan.
The main objective of the award is to encourage the Japanese travel industry to identify unique and diversified quality tour products in the CLMV bloc and to entice outbound travellers from Japan to visit these destinations.
Ms Nukiyama said the ceremony in Tokyo to announce the awards was attended by travel agents including land operators and airline companies associated with the selected tour products.
Myanmar was given the New Destination Award for combining visits to destinations, exemplified by tours to the Kakku Pagodas and magnificent views seen at sunset at Bagan.
Cambodia won the Exchange Programme Award for teaching physical education to elementary school pupils and bringing tour participants to teach sports to pupils at schools in remote areas in Siem Reap. The programme provides two-way interaction among tour participants and school pupils and ideally promotes a win-win relationship.
Vietnam was the Jury's Special award for a tour that takes customers to six World Heritage Sites. It introduces the PhongNha-Ke Bang National Park, a new destination in recently popular central Vietnam, and provides an opportunity for customers to experience a variety of local cuisines and beers from different regions.
Tourism is flourishing in Laos and the country saw 4.3 million international tourist arrivals last year, up 4.88 percent from 4.1 million visitors in 2014.

Laos seeks Japan's advice on private investment in infrastructure
Laos is looking to Japan for advice on investment in infrastructure development that would not be a strain on the government's budget and would involve more private sector participation.
The matter was discussed on Monday by officials from Laos' Ministry of Public Works and Transport and Japan's Ministry of Land, Infrastructure, Transport and Tourism.
Speaking to Vientiane Times on the sidelines of the meeting, Director of the Lao ministry's Division of Cooperation and Investment, Mr Chanthaphone Phanvisouk, stressed the need for private participation in infrastructure development, especially road building.
“We want the Japanese to help us to improve the regulations so that more private groups can invest in infrastructure,” he said.
According to a document released at the meeting, more than 73.6 trillion kip (US$9.2 billion) will be needed for public works projects in the next five years. However, the government's budget for this sector is only 19.2 trillion kip (US$2.4 billion), which is about four times less than the amount required.
To undertake a construction project, an investor currently has to apply to the Ministry of Industry and Commerce to register the project, request a licence from the provincial Department of Public Works and Transport, and then bid for a contract after receiving the licence.
A ministry official said there was no comprehensive ruling on contract bidding but projects were considered on a case-by-case basis through Prime Ministerial Decisions.
To ensure closer oversight, the ministry's Department of Planning and Cooperation has been assigned to develop regulations and a streamlined system for the effective governance of infrastructure investment. Director of the Land Economy and Construction Industries Bureau's Overseas Business Promotion Office (under Japan's Ministry of Land, Infrastructure, Transport and Tourism), Ms Yuki Inui, explained the public works contract bidding system in Japan.
She stressed the importance of sound management of infrastructure development investment to ensure transparency and prevent corruption.
She said Japan had a committee that was responsible for each project, which was large or small depending on the size of the project.
Audits and inspections were carried out at every stage. They looked at whether a certain company deserved to tender a bid by evaluating its ability and right to win a contract.
Capacity in management and technical expertise, personnel structure, and company profiles were also subject to audits and inspections, Ms Inui said. She also said checks were carried out on sub-contractors at every level of the project.
Mr Chanthaphone said the management and governance of public-private partnership projects was a skill that Lao officials could learn from the Japanese. In this regard the government has decided to pilot a project that will build toll-ways between Vientiane and Phonhong district and between downtown Vientiane and Pakngum district.
He said the government would encourage private investors to implement Build, Operate, and Transfer model projects.
This model is already in use in the Nam Ngum Bridge project in Vientiane province, and a project that is building a road to link the Laos-Japan Mekong Bridge to historic sites in Champassak province.
