Crumbling Rural Water Infrastructure Threatens Health, Communities
08/21/2017 Washington, As NAFTA renegotiations heat up, lawmakers are focusing on things that effect us competitiveness here at home, especially infrastructure in rural communities. Sarah Mock has more on efforts to improve rural water quality from the nation’s capital.
As the story of lead-poisoned water in flint, michigan made headlines in 2015 and 2016, residents of rural communities across the country also suffered.
“In my part of the world, people drive hundreds of miles a day to haul water from a coin operated water machine to their homes, and if their water station is broke or there’s bad weather, you might go several days without water. […] we have single moms taking their children to haul water in buckets. One also worries about the quality of water being hauled. The water station has a sign that says ‘we can not ensure the quality of water.’ how awful is that?”
A stable wastewater system is vital for clean, safe water access- and after a recent trip to rural Alabama, lawmakers described the crumbling infrastructure they saw.
“I was stunned to see just raw sewage running behind people's homes. so in addition to damaging the water supply and hurting the local environment, […] you see parasites that we think of in the developing world like hookworm in the U.S in poor communities because of our lack of water infrastructure.”
The organizations tasked with building and maintaining these water systems say they’re doing what they can- but they have a lot working against them.
“In the city of chicago right now, we are replacing water mains that were installed when President Roosevelt was in office, that’s Theodore Roosevelt, and I have sections of wooden pipe in my office that have been taken out of the ground in the last couple of years.” “It’s not uncommon in our area to be losing 20, 30, 40% of your water through leaks in their pipe system.”
State revolving loan funds are the main source of funding for projects aimed at improving rural water infrastructure, but experts say srf programs must be improved.
“The SRF program, at least in Illinois, is very slow and cumbersome to use, it’s very different from using a bond or a loan, application times are very long and it can screw up construction schedules if you’re a low income community and you have to retain a private engineering firm for 18-20 months over multiple construction schedules because you’re not getting a response. That drives up costs and can delay projects.”
Experts say simply increasing funding to SRF programs won’t be enough. they say lawmakers must address how the programs work, and ensure that small, low-income communities have both the resources and the know-how to access them. For RFDTV, Sarah Mock, Washington.
As the white house and congress move forward with their infrastructure plans, rural water system advocates will likely have to compete with bigger projects for funding- including programs like rural broadband expansion or inland waterway improvements.

Kiley Fellow Lecture: Danielle Choi
Danielle Choi is an Assistant Professor of Landscape Architecture at the Harvard Graduate School of Design. She teaches in the Masters of Landscape Architecture core studio sequence and leads design research seminars.
Choi’s research concerns the role of landscape architecture in the political ecology of the built environment. At the turn of the 20th century, large-scale infrastructure and public parks in American cities co-authored multiple narratives of environmental control, crisis management, and regional boundaries. Currently, her research on these issues concerns civil waterworks, aquatic ecology and the public realm in Chicago, and the politics of contemporary landscape preservation in these living environments.
Choi is a licensed landscape architect in New York State and founder of LILAC. She was the 2016-2017 Daniel Urban Kiley Fellow in Landscape Architecture at the GSD. Prior to joining the GSD, she taught studio in urban design at Columbia University GSAPP and was a senior associate at Michael Van Valkenburgh Associates in New York City, where she led strategy and design of complex urban landscapes and managed large, multi-disciplinary teams. Choi also worked as a designer at Topotek in Berlin and SCAPE in New York City. She holds a Bachelor of Arts in art history from the University of Chicago and a Masters in Landscape Architecture from the GSD, where she received the Jacob Weidenmann graduation award for excellence in design.

The Science Centre Singapore (SCS, previously known as Singapore Science Centre) is a scientific institution in Jurong East, Singapore, specialising in the promotion of scientific and technological education for the general public. With over 850 exhibits spread over eight exhibition galleries, it sees over a million visitors a year, and over 25 million visitors up to the year 2003 when it celebrated its silver jubilee.
Singapore, officially the Republic of Singapore, is a sovereign city-state and island country in Southeast Asia. It lies one degree (137 kilometres or 85 miles) north of the equator, at the southern tip of the Malay Peninsula, with Indonesia's Riau Islands to the south and Peninsular Malaysia to the north. Singapore's territory consists of one main island along with 62 other islets. Since independence, extensive land reclamation has increased its total size by 23% (130 square kilometres or 50 square miles).
Stamford Raffles founded colonial Singapore in 1819 as a trading post of the British East India Company; after the latter's collapse in 1858, the islands were ceded to the British Raj as a crown colony. During the Second World War, Singapore was occupied by Japan. It gained independence from the UK in 1963 by federating with other former British territories to form Malaysia, but separated two years later over ideological differences, becoming a sovereign nation in 1965. After early years of turbulence and despite lacking natural resources and a hinterland, the nation developed rapidly as an Asian Tiger economy, based on external trade and its workforce.
Singapore is a global commerce, finance and transport hub. Its standings include: the most technology-ready nation (WEF), top International-meetings city (UIA), city with best investment potential (BERI), third-most competitive country, third-largest foreign exchange market, third-largest financial centre, third-largest oil refining and trading centre and the second-busiest container port. The country has also been identified as a tax haven.
Singapore ranks 5th on the UN Human Development Index and the 3rd highest GDP per capita. It is ranked highly in education, healthcare, life expectancy, quality of life, personal safety and housing. Although income inequality is high, 90% of homes are owner-occupied. 38% of Singapore's 5.6 million residents are permanent residents and other foreign nationals. There are four official languages: English (common and first language), Malay, Mandarin and Tamil; almost all Singaporeans are bilingual.
Singapore is a unitary multiparty parliamentary republic, with a Westminster system of unicameral parliamentary government. The People's Action Party has won every election since self-government in 1959. The dominance of the PAP, coupled with a low level of press freedom and restrictions on civil liberties and political rights, has led to Singapore being classified by some as a flawed democracy. One of the five founding members of ASEAN, Singapore is also the host of the Asia-Pacific Economic Cooperation (APEC) Secretariat and a member of the East Asia Summit, Non-Aligned Movement and the Commonwealth of Nations.
