One ailing industry under corporate restructuring efforts... the nation's shipbuilding industry.
As the government wrestles with restructuring, the local community surrounding shipbuilders struggles to stay afloat while trying to pick up the pieces in the face of a harsh reality.
Our Shin Semin is in the city of Geoje with a look at the drastic twist of fate for the once seemingly invincible industry.
The first of our two-part special.
Geoje is known as the base of two of Korea's big-three shipbuilders, Daewoo Shipbuilding and Marine Engineering and Samsung Heavy Industries,… which were part of a pack that once controlled nearly 70-percent of the world's market share.
But now,... the entire shipbuilding industry is faced with an inevitable fate of downsizing owing to slumping oil prices and slowing global demand.
The leading shipbuilders racked up collective losses of nearly seven-and-a-half billion U.S. dollars last year... and new orders slumped to their lowest level in eleven years in February. Making matters worse,... the spillover is starting to directly affect the local economy.
Neighboring shops and restaurants that largely cater to workers from the industry are starting to close shop,… due to a steep slide in business.
Sales have dropped by one-third in the first quarter this year compared to the previous quarter. I no longer see men and women in uniforms hanging out after work.
The property market is no different.
Contrary to a bump of nearly two percent seen in Korea's overall housing market,… prices in Geoje have gone down by one percent.
In the recent months,… the rental fees of studios near Daewoo Shipbuilding have dropped by 30-percent.
On the labor front,… the situation is much worse.
Shipbuilders in the city are expected to cut back as many as 20-thousand employees this year from their 90-thousand strong workforce.
Although restructuring is considered a much needed move to salvage the industry from its rut,... a former worker of one of the leading shipbuilding firms says things are not that simple from the eyes of employees.
Many of my former colleagues have already left their workplaces,... and it's not easy finding an alternative job... especially given the short amount of time we had and the fact that we were high-paid workers.
Experts worry that losing large groups of employees with high wages in the process of corporate restructuring will result in a drop in household spending,... thereby putting the health of the local economy at greater risk.

DSME (DAEWOO SHIPBUILDING MARINE ENGINEERING)
DSME has been operating the 'Total Quality Information Center', a system to monitor quality in real-time on the company-wide network. The product quality and test information of the projects is collected daily on a real-time basis through this system, and the individual worker's qualification management system is also being operated to remove any root causes of a defect. Also, the QM inspectors are dispatched from the affiliates to each site to ensure the highest level of quality is achieved.

Rescue plans for Daewoo Shipbuilding and Marine Engineering

The Korea Development Bank and the Export-Import Bank of Korea announced plans to save Daewoo Shipbuilding and Marine Engineering by injecting a vast amount of cash.
Lee Ji-won looks into whether it will be more than just a quick-fix.
Daewoo Shipbuilding and Marine Engineering Korea′s second-largest shipbuilder will be supported by a vast amount of money from its creditors.
The Korea Development Bank and the Export-Import Bank of Korea, also known as Korea Eximbank, will pump-in roughly 3-point-7-billion U.S. dollars to the company.
″The fund will be used for recapitalization and liquidity support...and the plan is to decrease the company′s debt ratio from 4,000% to 500% by the end of next year.″
The aid will come in exchange for the shipbuilder′s selling of non-core assets, cutting down wages of executives by 10 to 20 percent and downsizing some 300 manager-level officials.
The company will also be pushed for privatization.
After the two sides sign a Memorandum of Understanding by next month, the rescue funds will be gradually injected.
As costs from the delayed construction of offshore facilities increase and orders are cancelled, Korea′s shipbuilding industry has been suffering from a few years back.
The country′s second-largest shipbuilder recorded an operating loss of over 3-point-7 billion U.S. dollars in the first three quarters of this year.
However experts doubt these measures will be enough.
″Ship orders are expected to be more stagnated next year and such uncertainty is a negative factor.″
Creditors, on their part, believe they′ll see operating profit starting next year, putting Daewoo Shipbuilding and Marine Engineering′s bailout under close watch.

Korea's giant crane to be shipped off as the nation's shipbuilders continue restructuring efforts
Fourteen years ago, a ship-building company from Sweden was forced to sell its massive crane to a Korean shipbuilder for just one dollar.
History repeats itself, but this time Korea is the one desperate to resuscitate its once-mighty shipbuilding industry.

This 105-meter-tall crane was once a symbol of Korea's prosperous shipbuilding industry. But it's now being dismantled to be shipped off to Romania in a fire sale.
The crane was once valued at over 22 million U.S. dollars but that's since plunged to two million.
It's illustrative of the ongoing slump in the shipbuilding industry, which has forced small and mid-sized Korean shipbuilding companies to close up shop and sell off their assets.
This shipyard used to be bustling with workers. But now it's all gone. Two-thousand people have lost jobs. It's heartbreaking.
A bit further south in the city of Geoje, home to the world's two leading shipbuilders, the effects of the industry's demise are even more stark.
This government employment support center that opened last August is visited by over 150 people a day.
I've worked at Daewoo Shipbuilding for 34 years. I left last October. I don't know what I can do other than building ships, so I came here to get job training, and will hopefully find a new job soon.
Over 10-thousand people in Geoje have lost their jobs this year alone.
But with the volume of orders for new ships expected to remain at a third of normal levels in the coming year, according to Clarksons Research, people with jobs still feel insecure.
We don't have as much work as in the past. No more nightshifts. Our wages have been frozen since last year and the situation is pretty bad. We rarely come out to have dinner together like today.
As workers tighten their belts, restaurants and retail stores in the area are also feeling the strain.

This street used to be full of workers who would hang out late until midnight. But now, you rarely see people eating in restaurants after ten p.m. Our sales have dropped by over half compared to the same period last year.
For the last four decades, the shipbuilding industry has played a critical role in Korea's economic development.
But due to plunging global oil prices and overcapacity, even the nation's top three shipbuilders have struggled to stay afloat in recent years.
And on top of that, they're in the process of working through an aggressive government-led corporate restructuring drive to pull themselves back from the brink.
Korea's shipbuilding industry has never been hit this hard. But still, it is a cyclical industry. The boom will come in a year or two. Though the current restructuring process is painful, Korea needs to prepare itself and keep its competitiveness.
As the corporate restructuring drive continues, many people are leaving Geoje -- streets and apartments are empty and stores are closed.
Here, this winter feels colder and harsher than ever, and many are holding out hope for an early spring.

Rebound in oil prices
After trading as low as US$27 a barrel in mid-February, the price of West Texas Intermediate is now closing in near 50 dollars a barrel. And thanks to the rebound in prices, U.S. manufacturing production rose in April for the first time in three months, while consumer prices also rose at the fastest pace in more than three years. Will the recovery provide some light at the end of the tunnel for the sluggish global economy? We sit down with an expert to take a closer look.

Chinese shipbuilder knocks Korean rival out of top 3

There was a time when it seemed Korean shipbuilders would forever stay on top in any category related to the business.
The stark reality is the industry has been experiencing severe downturns,... and the country's three biggest shipbuilders are struggling.
Hyundai, Daewoo and Samsung Heavy Industries used to hold a combined 70 percent of the market.
But Chinese rivals have taken 40 percent out of that pie, with Yangzijiang Shipbuilding, the only Chinese shipbuilder that's not state-owned... spearheading the charge.
Japanese shipbuilders were struggling to maintain a ten-percent share ten-years ago, but they, too, are recovering at an alarming rate.
Japan's Imabari Shipbuilding has even managed to dethrone Samsung, which struggled last month with an order backlog of 5-point-oh-8 million tons.

Korean shipbuilders expected to post losses of over US$8.8 bil. this year

Korea′s top three shipbuilders are expected to suffer combined losses of over ten trillion won,... that′s roughly eight-point-eight billion U.S. dollars.
The losses come mainly from delays in construction of offshore facilities as well as order cancellations.
According to industry sources,... Hyundai Heavy Industries, Samsung Heavy Industries and Daewoo Shipbuilding and Marine Engineering... have suffered a combined loss of seven-point-eight billion dollars since 2010... from facility projects.
In the first half of the year alone,... the three shipbuilders posted a combined net loss of three-point-three billion.
Korean shipbuilders applying for patents
The number of patents applied by Korea's major shipbuilders surged last year, implying a rosy prospect for Korea's shipbuilding industry.
According to the Korean Intellectual Property Office's analysis on patent applications of 2011, the number of patents applied by big Korean shipbuilders rose 65 percent from a year ago to 4,315 cases.
Patent experts of the Korean shipbuilding companies said that the surge was attributed to the heightened competition by Chinese shipbuilders, who are fast catching up with the Korean rivals.
The Korean Intellectual Property Office forecasts that the technological development of the Korean firms would have a positive impact on beefing up the competitiveness of South Korea's shipbuilding and marine industries.

Samsung Electronics leaves Federation of Korean Industries
삼성전자 전경련 탈퇴, 계열사에서는 첫 사례
Samsung Electronics calls it quits to the Federation of Korean Industries.
The FKI is the country's largest business lobby group... made up of more than 600 of Korea's largest corporations... is suspected of ties to the ongoing nationwide influence-peddling scandal.
Shin Se-min explains why this wasn't a hard decision for the world's leading smartphone maker.
Samsung Electronics is pulling out from the country's largest business lobby group, the Federation of Korean Industries.
It's the first time a Samsung Group affiliate has declared it is withdrawing from the federation... and the second major company to give up its FKI membership after LG Group last December.
Other large conglomerates like Hyundai Motor and SK Group are reportedly reviewing their memberships.
The four major conglomerates represent roughly 70-percent of the federation's annual membership fees, or 43-million U.S. dollars.
Samsung has 14 other affiliates, including Samsung C&T and Samsung Securities,... and all are still part of the 600-member federation.
Before Monday's announcement, Samsung Group's 15 affiliates were believed to have paid some 11-million dollars to the F-K-I in annual membership dues in 2016.
The decision comes after Samsung Electronics Vice Chairman Lee Jae-yong said that he would withdraw the company from the F-K-I at a parliamentary hearing in December.
Lawmakers were investigating the corruption scandal that resulted in the impeachment motion against President Park Geun-hye.
The F-K-I, the country's largest business lobby group,.... is suspected of having pressed member companies to make large donations to two government-linked foundations controlled by the president's confidante Choi Soon-sil.
An F-K-I representative testified in court last month.... that the presidential office had instructed it to solicit the donations.

With the murky conditions clouding Korean shipyards' futures... and a lack of new orders,... the nation's three biggest shipbuilders are expected to cut production, and soon.
Kim Min-ji has more.
Korea's ailing shipbuilding industry can't seem to catch a break, with its woes likely to continue into the foreseeable future.
According to a report by a research institute of the Export and Import Bank of Korea,... the volume of new orders worldwide amounted to 2-point-3 million compensated gross tons,... or the amount of work that is necessary to build a given ship,... as of the first quarter.
That's down over 70 percent from the same period last year.
For Korea, the figure stood at 170-thousand CGT,... down 94 percent from the year before.
The figure for the whole year is expected to come to 1-point-6 million CGT,... down 85 percent from last year.
In a reflection of the dire situation,... the nation's three biggest shipbuilders are set to cut production capacity as part of a larger restructuring effort.
According to industry sources,... Hyundai Heavy Industries has decided to tentatively close its dockyards,... while both Daewoo Shipbuilding & Marine Engineering and Samsung Heavy Industries are expected to follow suit.
Although the dockyards are all fully operational at the moment, the closures are expected to take place once existing orders are complete,... starting with the yards deemed the most inefficient.
In fact, the restructuring effort for the big three is expected to kick off in full this week.
Hyundai Heavy Industries submitted its restructuring plan to its creditors last week.
It's also accepting voluntary resignations from staff... and pushing to sell the assets of smaller subsidiaries.
Daewoo Shipbuilding & Marine Engineering is expected to draw up a rescue plan that includes a cut in workers, wages and facilities,... and could submit it to creditors by the end of May.
Samsung Heavy is also slated to hand in a similar rescue plan later this month.

S. Korea-stationed U.S. forces' relocation in full swing

U.S. Forces Korea has started relocating its main base from Seoul to Camp Humphreys in Pyeongtaek, Gyeonggi-do province,... 70 kilometers southeast of the capital.
South Korea's defense ministry said Thursday that nearly 90 percent of construction on the new base is complete.
The U.S. has so far moved a military police battalion and a communications company to Pyeongtaek.
The entire 28-thousand-strong Eighth Army,... which holds the command for USFK, will move down in the first half of next year.

Economy of South Korea
South Korea is one of the world's wealthiest nations, and is a member of the Organization for Economic Co-operation and Development (OECD) and the G-20 major economies. South Korea has a market economy that ranks 15th in the world by nominal GDP and 12th by purchasing power parity (PPP). It is a developed country, with a developed market and high-income economy. South Korea is the only developed country so far to have been included in the group of Next Eleven countries. South Korea had one of the world's fastest growing economies from the early 1960s to the late 1990s, and South Korea is still one of the fastest growing developed countries in the 2000s. South Koreans refer to this growth as the Miracle on the Han River of Heavy-Chemical Industry Drive, and top four chaebol generate 90% of South Korean conglomerate profits.
Having almost no natural resources and always suffering from overpopulation in its small territory, which deterred continued population growth and the formation of a large internal consumer market, South Korea adapted an export-oriented economic strategy to fuel its economy, and in 2012, South Korea was the seventh largest exporter and seventh largest importer in the world. Bank of Korea and Korea Development Institute periodically release major economic indicators and economic trends of the economy of South Korea.

Seoul to demolish National Tax Service annex
일제자재 국세청 별관 87년 만에 철거된다
The city of Seoul is planning to tear down the 87-year-old annex to the National Tax Service.. to remove a symbol of Japanese colonial rule.
The building, located near Namdaemun market, was built by the Japanese in 1937 to block the view of Deoksugung Palace.
The demolition is part of a series of 25 municipal projects being carried out to commemorate the 70th anniversary of Korea′s liberation from Japan.
The annex has been empty since December, when the National Tax Service moved to a new location in Sejong City.
Once the building is gone, Seoul plans to fill the space with a public square.

Samsung was founded by Lee Byung-chul in 1938 as a trading company. Over the next three decades, the group diversified into areas including food processing, textiles, insurance, securities, and retail. Samsung entered the electronics industry in the late 1960s and the construction and shipbuilding industries in the mid-1970s; these areas would drive its subsequent growth.
