140TH Anniversary of Tomsk State University(День рождения ТГУ - 140 лет)
TSU ( Томский государственный университет; full official name: Tomsk State University) is a public research university located in Siberia, Russia. On May 28, 1878, Emperor Alexander II signed a decree on the establishment of the first and only higher education institution in the vast expanses from the Russian Urals to the Pacific Ocean – the Siberian Imperial University in Tomsk, Russia.
TSU was opened in 1888. The first classes for the first 72 students began on September 1, 1888 at the single, Medical Faculty. Classes were given by eight professors, aided by seven assistants and laboratory technicians. Professor Nikolai Gezekhus was appointed the first rector of the University.
At present, there are 23 Faculties and Institutes with 151 Departments and about 23,000 students (among them are about 2,000 international students).
The University's pride is its Scientific Library (4 million copies, the rare book museum) and the Siberian Botanical Garden.
In TSU, 3 Nobel Prize laureates (Ivan Pavlov, Henry Dunant, Nikolay Semyonov) studied and worked.

This is the Department of Philosophy, South Ural State University.
We are almost in the middle, metaphorically speaking in the heart of Russia.
Hi! My name is Regina Penner. And I am the associate professor here.
We live in and work at very interesting place. South Ural is a multinational region. Russians, Tatars, Bashkirs, Germans, Kazakhs and other people created a unique multicultural space. Moreover, around thousand of students from China, Iran, India, and Africa are studying in our university. They speak not just Russian, but also English, Arabic, Chinese and many other languages.
The main question for us is how to teach people with different backgrounds and even different languages.
That is why me and my colleagues from the Department started to implement the methods and formats of philosophical practice in real educational process.
We do not just teach our students, we try to speak the same language with them. In dialogue with them we show, how it is to reflect on yourself and on the world around you, why it is important to care for the self in the contemporary world.
The challenge we are addressing is not just our challenge. Today folk cannot understand each other. Philosophical practice has real instruments to overcome this challenge.

Tom Carpenter's Interview
Tom Carpenter is a lawyer and the executive director of Hanford Challenge, a nonprofit watchdog and advocacy organization focused on the Hanford Nuclear Site. In this interview, Carpenter discusses founding the Hanford Challenge, and the struggle to enforce safety and environmental protocols at reprocessing plants in Cincinnati and Hanford. He describes the challenges of the cleanup effort at Hanford, including the waste tanks and the problems that have plagued the construction of the Vitrification Plant. Carpenter also shares his experiences of visiting contaminated areas in Russia between the late 1990s and 2005.

The Gaidar Forum 2018. Innovation clusters as world-class leaders in investment attractiveness
In 2016, the Russian Ministry of Economic Development held a competition, following which
the Presidium of the Council under the President of the Russian Federation for Economic
Modernization and Innovative Development of Russia approved a list of 12 clusters
participating in the priority project of the Ministry called Development of Innovative Clusters
– World-Class Leaders in Investment Attractiveness.
Clusters are characterized by a combination of world-class competitiveness of enterprises
located in their territory, demonstrating high dynamics of production volume growth with
high scientific and technical potential of their research and educational organizations. They
specialize in the most important fields of scientific and technological development, including
nuclear and radiation technologies, aircraft and spacecraft manufacture, pharmaceuticals,
biotechnology, new materials, petrochemistry, and information technology.
The Team of the Ministry of Economic Development of Russia is sure that within the clusters
we will be able to significantly increase the production of innovative products at the junction
of various sectors, to create new added value chains based on unique combinations of
competences, and thus lay the foundation for lasting and sustainable specific advantages in
the global market. They have already formed attractive conditions for foreign partners and accumulated successful experience in the implementation of large-scale investment projects.
During a pitch session to potential foreign investors engaged in the Foreign Investment
Advisory Council, heads of executive authorities of constituent entities of the Russian
Federation, where innovation clusters participating in the priority project of the Ministry of
Economic Development to support leading innovative clusters are located, will give short
presentations (up to 7 minutes). Time will be provided for a Q&A session in each
presentation.

There was systematic political abuse of psychiatry in the Soviet Union, based on the interpretation of political opposition or dissent as a psychiatric problem. It was called psychopathological mechanisms of dissent.During the leadership of General Secretary Leonid Brezhnev, psychiatry was used to disable and remove from society political opponents (dissidents) who openly expressed beliefs that contradicted the official dogma. The term philosophical intoxication, for instance, was widely applied to the mental disorders diagnosed when people disagreed with the country's Communist leaders and, by referring to the writings of the Founding Fathers of Marxism–Leninism—Karl Marx, Friedrich Engels, and Vladimir Lenin—made them the target of criticism.Article 58-10 of the Stalin-era Criminal Code, Anti-Soviet agitation, was to a considerable degree preserved in the new 1958 RSFSR Criminal Code as Article 70 Anti-Soviet agitation and propaganda. In 1967, a weaker law, Article 190-1 Dissemination of fabrications known to be false, which defame the Soviet political and social system, was added to the RSFSR Criminal Code. These laws were frequently applied in conjunction with the system of diagnosis for mental illness, developed by Academician Andrei Snezhnevsky. Together they established a framework within which non-standard beliefs could easily be defined as a criminal offence and the basis, subsequently, for a psychiatric diagnosis.
