Serbia's President Milan Milutinovic officially dissolved the Serb parliament on Wednesday, one day after the parliament ratified an agreement by Slobodan Milosevic's party to share power with democracy forces in the dominant Yugoslav republic.
The parliamentary speaker, Dragan Tomic, formally proclaimed December 23rd as the date for the new elections.
Under the constitution, these steps follow Tuesday's decision by the Serbian parliament to approve a transition government to administer Yugoslavia's main republic until the elections.
Those elections, which will be held nearly a year ahead of schedule, offer President Vojislav Kostunica's forces a chance to win control of the legislature, which had been dominated by Milosevic's allies.
Kostunica assumed the federal presidency on October 7th, after defeating Milosevic in the September 24th election.
A popular uprising forced the Yugoslav strongman to concede defeat.
Yugoslavia is made up of two republics: Serbia and Montenegro.
However, the key to real power in Yugoslavia lies in controlling Serbia, which accounts for 90 percent of the country's population and virtually all of the economy.
Kostunica and his allies in the 18-party Democratic Opposition of Serbia have been struggling to consolidate their authority, jump-start the economy and enable Yugoslavia to rejoin major international organisations.
On the federal level, he has been forced to negotiate with some of Milosevic's allies, notably the Montenegro-based Socialist People's Party, to try to form a national government.
SOUNDBITE: (Serbian)
The main goal of this government in the short term will be to stabilize political, social and economic life in our republic and to create conditions after the elections for long term stabilization, for the benefit of all citizens of Serbia. I want to inform you that I signed a decision today to dissolve the Parliament of Serbia.

With this agreement on the early parliamentary elections, we declared civil peace in Serbia. That is a huge result. The agreement as a whole should enable civil peace in our country and all political subjects that are forming this government now will do their best to secure that peace.

I know that there is still political tension in our country. But, the Democratic Opposition of Serbia have promised, with all other subjects in this government, to create conditions for early democratic elections on December 23rd.

Over 4000 protesters took to the streets of Belgrade on Thursday, marching to the National Assembly building to strike against the proposal of two new labour laws, which multiple trade unions have declared as an attack on working, disability, pension and insurance rights.
The Alliance of Independent Unions of Serbia (SSSS), and the United Branch Trade Unions (UGS), say the reforms are a cut to public spending, which will see pensions reduced by 20 per cent, public sector wage cuts at 15 per cent, an electricity price hike of 30 per cent and 700,000 public sector redundancies.
Serbian Finance Minister Lazar Krstic resigned on Saturday in response to the reforms, declaring them as radical, with the Serbian government claiming the changes are necessary to boost the economy and reduce the budget deficit.

Belgrade (Serbian: Београд, Beograd) — meaning 'White City' — is the capital of the Republic of Serbia. Various styles of architecture dominate the city while its recent resurgence as the leading hub in south-eastern Europe makes it a must-see destination.
Kalemegdan - Belgrade Fortress. Once an important military fortification, it now serves as the central park of Belgrade. Accessible from the end of the Knez Mihailova street, it offers beautiful views, especially during sunset. The largest part of is a park, along with the fortress walls, with several cafes, tennis and basketball courts, museums and an observatory. Don't forget to take a look at the confluence of the Sava and Danube rivers, and the statue of Pobednik (Winner), one of the symbols of Belgrade.Take tram number 2 from the railway station and disembark at the 4th stop (Kalemdag)to avoid the walking uphill.
Republic Square (Main Square). Main meeting point in the city (also called kod konja - by the horse), right next to the statue of Mihailo Obrenovic (riding a horse), National Theater, National Museum and Knez Mihailova Street. Best place to arrange a meeting.
The National Assembly of Serbia (Serbian Cyrillic: Народна Скупштина Србије), located across from the Old Royal Palace, at Nikola Pasic Sqaure.
St. Mark's Church (Serbian Cyrillic: Црква Св. Марка) built from 1931 to 1940 is located in Tašmajdan park in Belgrade, near the Parliament of Serbia. It was designed as a copy of the famous Gračanica monastery near Priština. Behind the church, there is the Russian Orthodox Church of the Holy Trinity, built by White Russian immigrants who came to Serbia after the Russian Revolution of 1917-1922.
