The West Kowloon Cultural District (Chinese: 西九文化區; Jyutping: sai1 gau2 man4 faa3 keoi1; abbreviated WKCD) is a development project that aims to form an international-grade arts and culture hub on an area of land in West Kowloon, Hong Kong that was originally reclaimed in the 1990s as part of the Airport Core Programme. WKCD will be developed in two phases with construction having already commenced.[2] Although the hardware has yet to be completed, the West Kowloon Cultural District Authority has started its software development. Its first culture event is the West Kowloon Bamboo Theatre at the future site of Xiqu Centre in 2012. “Mobile M+: Yau Ma Tei”, a contemporary art exhibition is the second program held by the Authority, which is the first in a series of pre-opening “nomadic” exhibition curated by M+ before the completion of the museum building in 2017.[3]

The early proposal of the project was overturned in 2006 due to doubts on financing models, criticism of property developer involvement, lack of planning, and criticism of the design by Foster and Partners that included an expensive canopy structure. Despite of pledge by Chief Executive Tung Chee-hwa to create a landmark cultural development project, the initial plan was criticized as too costly and lack of vision. The assessment panel, made up of senior civil servants only, was unrepresentative and unresponsive to the public.[4] As the project returned to track in 2006, the Hong Kong government established the Consultative Committees to formulate a Recommendation Report to decide what facilities to offer and how they would be managed in the WKCD. In 2007, a three-month public consultation were being carried out again and the early stages were completed in December 2007 to decide what facilities to offer and how they would be managed.[5] The project was first proposed to attract tourists to Hong Kong, but the focus of discussion thereafter has turned to the benefits for the local residents, both intellectually and economically.
In early 2011, it was expected that the first phase of the project will open from 2015, and the second phase from 2026.'

'Sai Kung Town (Chinese: 西貢市) or simply Sai Kung (Chinese: 西貢) is a town on Sai Kung Peninsula, facing Sai Kung Hoi (Inner Port Shelter), part of Sai Kung District in the New Territories, Hong Kong. Sai Kung is the centre of the surrounding villages, and hence the name may refer to the areas in its immediate surroundings.
The name “Sai Kung” dated back to the early days of the Ming Dynasty. The Ming court had sent officer Zheng He and his fleets to sail to the Western oceans seven times during 1405-1433. After these voyages, many boats from countries in East Asia, Middle East, and East Africa started paying tribute to and developing trade with the Ming court. At the time, Sai Kung was the port of the boats from the West. As time passed, it was called “Sai Kung” which means “tributes from the West” in Chinese.[1]
Sai Kung Hoi was a fishing harbour and fishermen still gather there. The harbour is now a typhoon shelter, where motorized junks used in the local tourist trade are moored. They are boats that can be hired for fishing and swimming trips.
Sai Kung town underwent significant expansion during the 1970s when the High Island Reservoir and associated water schemes required some villagers and fishermen to be rehoused in Sai Kung. This provided a core of government-funded new development, both housing and commercial, in the town centre. This was followed by the Tui Min Hoi (literally 'over the harbour') development under the government's market town programme.[citation needed]
Before the relocation of the airport of Hong Kong from Kai Tak to Chek Lap Kok, the town was a popular residential area for airport staff from all over the world.[citation needed].'

Hong Kong International Airport
Hong Kong International Airport (IATA: HKG, ICAO: VHHH) is the main airport in Hong Kong. It is located on the island of Chek Lap Kok, which largely comprises land reclaimed for the construction of the airport itself. The airport is also colloquially known as Chek Lap Kok Airport (赤鱲角機場), to distinguish it from its predecessor, the closed Kai Tak Airport (啟德機場).
The airport has been commercially operational since 1998, replacing the former Kai Tak Airport, and is an important regional trans-shipment centre, passenger hub and gateway for destinations in Mainland China (with 44 destinations) and the rest of Asia. The airport is the world's busiest cargo gateway and one of the world's busiest passenger airports.

West Kowloon Highway (Chinese: 西九龍公路; pinyin: Xī Jiǔlóng Gōnglù; Cantonese Yale: sai1 gau2 lung4 gung1 lou6) is a section of Route 3 in Hong Kong, built as part of the Airport Core Programme. This dual-3 lane highway runs for 4.2 km, connecting Western Harbour Crossing in the south with Tsing Kwai Highway in the north. While the southern section of the road is at grade, the northern part is on a viaduct in order to accommodate the MTR Tung Chung Line and the Airport Express. The road was opened on 19 February 1997.
It is not to be confused with the older West Kowloon Corridor (currently part of Route 5), which is partly parallel to the West Kowloon Highway.
This expressway originally had a speed limit of 80 km/h, but it was increased to 100 km/h because of the smooth shape of the road.

Dredging: Conference - From birth to boom: Asian Maritime Megastructures
90 percent of world trade is done by sea
So declared Robert D. Kaplan, keynote speaker at IADC’s Conference, “From Birth to Boom: Asian Maritime Megastructures,” held at the Island Shangri-La hotel, Hong Kong on October 23, 2015. Mr Kaplan is the author of 15 books on foreign affairs and has been named by Foreign Policy magazine as one of the world’s “Top 100 Global Thinkers”.
The event was one of several celebrating the IADC’s 50th anniversary. Hong Kong was chosen as the location to commemorate the turning point of today’s dredging and maritime infrastructure sector which is rooted in the city’s Airport Core Projects – especially the Chek Lap Kok land reclamation in the 1990s.
Other speakers on the programme were Kevin Poole, Acting Executive Director of Hong Kong’s Third Runway Airport Authority, Elvis Au Wai Kwong of the Hong Kong Environmental Protection Department, Tyrrell Duncan, Technical Advisor Transport at the Asian Development Bank and Peter Scott Caldwell, a Chartered Arbitrator and Director of Caldwell Limited, Hong Kong. Each of them shared insights from his own viewpoint as to the planning, environmental, financial and legal requirements, respectively, of working with maritime infrastructure development in Asia.
With nearly 150 top-level executives and sponsors attending, the atmosphere at the pre-meeting networking event and during the conference was electric. Sponsors included ABB, ABN-AMRO Bank, Ben Line Agencies, CGNMB LLP., DAMEN, Royal IHC, ING Commercial Banking, Offshore Independents bv and Royal HaskoningDHV.
After a lunch pause, the conference resumed with a panel comprised of the speakers and moderated by Julius Sen of the London School of Economics. The ensuing question-and-answer session was dynamic: Attendees seized the opportunity to probe more deeply into the proposals for the construction of the third runway at Hong Kong airport, as well as investment information on financing infrastructure for developing nations and the global need and search for energy, which continue to shape the policies of China and the Russian Far East.
Whilst geopolitically the world may sometimes seem unstable, Mr Kaplan emphasised that “technology has made the world smaller… The increase in the number of ports has created an interconnected world….This is a great age in history to be a civil engineer”.

China, officially the People's Republic of China (PRC), is a country in East Asia and the world's most populous country, with a population of around 1.404 billion. Covering approximately 9,600,000 square kilometers (3,700,000 sq mi), it is the third- or fourth-largest country by total area. Governed by the Communist Party of China, the state exercises jurisdiction over 22 (de jure 23) provinces, five autonomous regions, four direct-controlled municipalities (Beijing, Tianjin, Shanghai, and Chongqing), and the special administrative regions of Hong Kong and Macau.
China emerged as one of the world's earliest civilizations, in the fertile basin of the Yellow River in the North China Plain. For millennia, China's political system was based on hereditary monarchies, or dynasties, beginning with the semi-legendary Xia dynasty in 21st century BCE. Since then, China has expanded, fractured, and re-unified numerous times. In the 3rd century BCE, the Qin reunited core China and established the first Chinese empire. The succeeding Han dynasty, which ruled from 206 BC until 220 AD, saw some of the most advanced technology at that time, including papermaking and the compass, along with agricultural and medical improvements. The invention of gunpowder and movable type in the Tang dynasty (618–907) and Northern Song (960–1127) completed the Four Great Inventions. Tang culture spread widely in Asia, as the new Silk Route brought traders to as far as Mesopotamia and Horn of Africa. Dynastic rule ended in 1912 with the Xinhai Revolution, when a republic replaced the Qing dynasty. The Chinese Civil War resulted in a division of territory in 1949, when the Communist Party of China established the People's Republic of China, a unitary one-party sovereign state on Mainland China, while the Kuomintang-led government retreated to the island of Taiwan. The political status of Taiwan remains disputed.
Since the introduction of economic reforms in 1978, China's economy has been one of the world's fastest-growing with annual growth rates consistently above 6 percent. According to the World Bank, China's GDP grew from $150 billion in 1978 to $12.24 trillion by 2017. Since 2010, China has been the world's second-largest economy by nominal GDP and, since 2014, the largest economy in the world by purchasing power parity (PPP). China, officially the People's Republic of China (PRC), is a country in East Asia and the world's most populous country, with a population of around 1.404 billion. Covering approximately 9,600,000 square kilometers (3,700,000 sq mi), it is the third- or fourth-largest country by total area, depending on the source consulted. Governed by the Communist Party of China, the state exercises jurisdiction over 22 provinces, five autonomous regions, four direct-controlled municipalities (Beijing, Tianjin, Shanghai, and Chongqing), and the special administrative regions of Hong Kong and Macau.
China emerged as one of the world's earliest civilizations, in the fertile basin of the Yellow River in the North China Plain. For millennia, China's political system was based on hereditary monarchies, or dynasties, beginning with the semi-legendary Xia dynasty in 21st century BCE. Since then, China has expanded, fractured, and re-unified numerous times. In the 3rd century BCE, the Qin unified core China and established the first Chinese empire. The succeeding Han dynasty, which ruled from 206 BC until 220 AD, saw some of the most advanced technology at that time, including papermaking and the compass, along with agricultural and medical improvements. The invention of gunpowder and movable type in the Tang dynasty (618–907) and Northern Song (960–1127) completed the Four Great Inventions. Tang culture spread widely in Asia, as the new maritime Silk Route brought traders to as far as Mesopotamia and Horn of Africa. Dynastic rule ended in 1912 with the Xinhai Revolution, when a republic replaced the Qing dynasty. The Chinese Civil War resulted in a division of territory in 1949, when the Communist Party of China established the People's Republic of China, a unitary one-party sovereign state on Mainland China, while the Kuomintang-led government retreated to the island of Taiwan. The political status of Taiwan remains disputed.
Since the introduction of economic reforms in 1978, China's economy has been one of the world's fastest-growing with annual growth rates consistently above 6 percent. As of 2016, it is the world's second-largest economy by nominal GDP and largest by purchasing power parity (PPP). China is also the world's largest exporter and second-largest importer of goods. China is a recognized nuclear weapons state and has the world's largest standing army and second-largest defense budget. The PRC is a permanent member of the United Nations Security Council as it replaced the ROC in 1971, as well as an active global partner of ASEAN Plus mechanism. China is also a leading member of numerous formal and informal multilateral organizations, including the Shanghai Cooperation Organization (SCO), WTO, APEC, BRICS, the BCIM, and the G20. China is a great power and a major regional power within Asia, and has been characterized as a potential superpower.

LYON, France – INTERPOL has opened its annual conference for National Central Bureaus (NCB) to discuss ways to strengthen the crucial role of NCBs in global security.
INTERPOL’s 15th Annual Heads of NCB meeting brings together 315 senior police officials from 150 countries who will work to develop collective strategies to ensure NCBs are an effective gateway between INTERPOL and police on the frontlines.
During the three day conference (9 – 11 April), delegates will be briefed on a range of initiatives aimed at supporting and modernizing NCBs in all regions, from operational and investigative support to enhancing database usage to expanding INTERPOL’s communications network to national police agencies and border control.
Opening the conference, INTERPOL President Kim Jong Yang called on the law enforcement leaders in attendance to ‘be wise and build bridges’ in order to forge strong ties to combat all forms of transnational crime.
“True global security can only be achieved when police officers worldwide work hand-in-hand with one another. INTERPOL’s bridges are its Heads of NCBs, who are at the heart of INTERPOL’s global police network,” said the INTERPOL President.
Developing a cohesive global response to transnational organized crime, cybercrime and terrorism is high on the agenda, with regional tables tailoring discussions to both local and global issues.
With last week’s meeting of Ministers of Interior of the G7 again highlighting the important role of INTERPOL in addressing global crime issues, Secretary General Jürgen Stock said NCBs were integral to these efforts.
“What I heard in Paris and at other summits, is a huge demand for clear-cut, tangible law enforcement results on the ground.
“NCBs are the essential nodes of our global early warning system, our foundation for operational impact and the stepping stones for INTERPOL's response to the world’s security challenges,” concluded the INTERPOL Chief.
Preparing the world’s police to face the crime challenges of tomorrow, topics on the agenda include:
The deployment to NCBs of an INTERPOL criminal analysis platform;
Research, development and implementation of leading-edge solutions to global policing challenges;
Policing capabilities and best practices to combat crimes involving the Darknet and cryptocurrencies.
Updates on I-Core, a key project which will impact how INTERPOL delivers future services to NCBs, will also be presented. I-Core is an ongoing review of current services with a view to future policing needs, to ensure that new INTERPOL services are produced, integrated, managed and delivered coherently and in keeping with the needs of the global law enforcement community.
At the end of the meeting, delegates will endorse a number of conclusions aimed at advancing efforts to improve NCB performance, particularly in the area of forensics and the increased use of INTERPOL’s forensic tools and databases.
