But are you saying that there are chances that the President not only could be above the law passed by Congress but could immunise others and put them above the law?

Senator, as I said the President has to follow the Constitution and the laws.
11. SOUNDBITE: (English) Senator Ted Kennedy, Democrat of Massachusetts:
I believe there is a larger pattern in your writings and speeches and cases which show an almost single-minded deference to executive power without showing a balanced consideration for the individual rights of people.

STORYLINE:
Democrats confirmed they will make a last-ditch attempt to slow the momentum of Supreme Court nominee Samuel Alito, by delaying the
first vote on his candidacy.
That vote would have been Republicans' first chance to officially endorse U.S. President George W. Bush's pick to replace retiring Justice Sandra Day O'Connor.
Samuel Alito, is the latest Supreme Court candidate to be nominated by George W. Bush.
Contentious hearings in the US Senate, on approval of Samuel Alito for the Supreme Court, wrapped up on Friday after hours of gruelling cross questioning.
Alito himself stayed away from the hearing room on Friday as outside observers had the opportunity to comment, but Democrats grilled him hard throughout the week on the key issues of abortion and on Presidential powers.
Democratic Sen. Patrick Leahy said in the waning minutes of Alito's confirmation hearing that unnamed Democrats will exercise their rights to put off next week's scheduled Alito vote in the Senate Judiciary Committee.
Sen. Orrin Hatch, Republican of Utah, told the hearing Alito had his support.

Mayor Bowser Announces Final Soccer Stadium Agreement, 6/9/15
Mayor Muriel Bowser announces a final agreement between the District government and DC United that clears the way for DC United to build a new soccer stadium in the District of Columbia.
The signed agreements include improved deal terms which will result in better financial protections for District of Columbia residents, clarify the size and timeline of the stadium, and strengthen community engagement. The Bowser Administration will submit legislation to the Council of the District of Columbia for final review.
“Thanks to the hard work of the District government and DC United staff, a world-class soccer stadium will call Buzzard Point home – for good,” said Mayor Muriel Bowser. “This agreement will add vibrancy to a neighborhood on the banks of the Anacostia River and generate jobs for District residents as my Administration creates pathways to the middle class. With this agreement, Washington, DC, remains the #SportsCapital, and Washingtonians stand together to declare: Vamos United!”
“This is a significant step forward for DC United and the District of Columbia,” said DC United Managing General Partner Jason Levien. “We commend the tireless efforts of Mayor Bowser, Deputy Mayor Kenner and the administration. More than anything, we thank our fans and supporters for their dedication and commitment to the club.”
“I am pleased we finally have the soccer stadium locked down,” said DC Council Chairman Phil Mendelson. “The Council cleared the way last December, approving the deal and providing the funding. The District has been ready to go for months, and this agreement ensures the team stays located with its fan base.”
Through negotiations with DC United, the Bowser Administration was able to ensure that the stadium provides robust community benefits for District residents and secured and executed a No Relocation Agreement.
