EWA BEACH, Hawaii- The State’s monthly test of the Statewide Outdoor Warning Siren System, coordinated with the test of the Live Audio Broadcast segment of the Emergency Alert System, is scheduled for Thursday, February 1, 2018 at 11:45 a.m.
The warning sirens are used to alert the public to emergencies. During this monthly test, all warning sirens will sound a one-minute Attention Alert Signal (Steady Tone) followed by a one-minute Attack Warning Signal (Wailing Tone). There will be no exercise or drill accompanying the test.
The Attention Alert Signal informs residents to turn on a radio or television for information and instruction for an impending emergency, or if in a coastal inundation area, evacuate to higher ground. The Attack Warning Signal directs residents to seek immediate shelter and remain sheltered in place until an all-clear message is broadcast over radio or television.
Oahu residents in areas surrounding Campbell Industrial Park may also hear a “whooping” tone following the siren test. These areas include portions of Kalaeloa, Makakilo, Nanakuli, Kapolei, & Ewa Beach. The “whooping” tone is a test of the Hazardous Materials (HAZMAT) siren warning group that will be activated in the event of a HAZMAT incident requiring emergency notification of businesses, schools and residents within the vicinity of Campbell Industrial Park. Contact the City and County of Honolulu Department of Emergency Management at (808) 723-8960 for more information on the HAZMAT warning group siren test.
The outdoor warning sirens are one part of a three-component emergency notification system. A simultaneous test of the Emergency Alert System is conducted with the siren system, in cooperation with Hawaii’s broadcast industry. In the event of a real emergency, warning sirens and Emergency Alert Broadcasts would be joined by alerts via the Wireless Emergency Alert system, which delivers sound-and-text warnings to mobile telephones and compatible devices.

KAUMAKANI, HAWAII (KAUAI COUNTY)— The Hawaii Emergency Management Agency (HI-EMA), together with Kauai Emergency Management Agency, conducted siren testing at Kaumakani Park on Thursday April 18, 2019 at about 1115 AM. This replaces a EOWS 612.
Residents nearby may hear the siren sound for 30-seconds to 3-minute intervals during the identified timeframe. Testing will include short blasts known as “burps”. During the tests, Emergency Management Officials and Technicians will be checking the functionality of the sirens.
These sirens were installed as part of HI-EMA’s ongoing Outdoor Warning Siren Program. Other sirens will be updated, and new sirens installed, at various locations across the state under this Program.
The Outdoor Siren Warning System for Public Safety is one part of Hawaii’s Statewide Alert & Warning System used to notify the public during pending emergencies.
HI-EMA encourages the public to make use of other supplemental methods of warning including, but not limited to, signing up for the County of Kauai “Blackboard Connect 5” mass notification system and utilizing NOAA Weather Radio.

Residents nearby may hear the siren sound six to eight times for 30-second to one-minute intervals during the identified timeframe. Testing will include short blasts known as “burps.” During the tests, technicians will check that installation work on this siren has been completed properly.
Residents may call HI-EMA at (808) 733-4300 if they have any questions or concerns regarding modernization of the Statewide Outdoor Siren Warning System. Contact the City and County of Honolulu Department of Emergency Management at (808) 723-8960 to report routine siren operational issues.

Pueo & Friends Need Quiet
An example of what can transpire on one evening at sunset near two of the Honolulu Rail Transit Stations- one at East Kapolei and the other at Ho'opili -
At these two stations and along the HART Rail Project Corridor itself and within the Transit Oriented Development plans surrounding each station, it is evident that such said property failed to take into account nor quantify in any environmental review process many endangered birds.
Endangered birds as listed within Hawaii State Statute are to be harmed by the rail and the development of open space in and along and through the Ewa Plain/ East Kapolei and Honouliuli Region.
That such said property contains endangered bird species including endemic to the Hawaiian Islands, the Pueo (Hawaiian Owl), Coot, Duck, Stilt, Hoary Bat, and migratory birds such as the Herons and Ibis and other birds.
No mitigation has taken place by government to address the noise from the steel wheels on steel rails operations and the intrusion upon the migratory pathways of various bird species - for the very structure itself when constructed, will have resulted in zero mitigation measures for the loss of habitat to replace the various endangered species' thoroughfare to be impacted and the prime critical foraging, nesting, courting, mating, sleeping habitat left remaining on such said properties.
This area contains waterways vital to wildlife and is where the golf courses of Barbers Point, Kapolei, Ewa Villages, West Loch, Coral Creek, Hawaii Prince, and Ewa Beach Golf Club disperse and dispense and retain and release the convergence of these waterways identified as Kaloi Stream to the west and Honouliuli Stream to the east as is contained within the Honouliuli Ahupua'a.
Native Hawaiian Cultural Practices carried on by Hawaiian Cultural Practitioner Michael Kumukauoha Lee- a direct lineal descendent of the Ewa Honouliuli area before the times of western contact, are negatively being impacted by the Honolulu Rail Project and its abutting, adjacent properties for development where the Pueo depend upon such open grassland for survival-
This pathway is utilized and identified by flight patterns of the birds to access the rotating farm plots left fallow. These fallow ag lands and the undeveloped parcels of land, its waterway streams, and the cache drainage basins at various times of the seasons, have and do permit the Pueo to exist there.
This video was recorded in its entirety on March 21, 2017, during sunset at the West Kaloi Stream at a field left fallow located within the University of Hawaii West Oahu (UHWO) campus.
At certain times of the year, the places where the Barn Owls reside at UHWO, where it forages as you see in the video, becomes a temporary home to the Pueo- for the Pueo does not stay in any one place so as to not deplete its food stuffs/supply.
The Pueo can be seen hunting these same fields on different days of the seasons pending the influx of insects to forage upon.
Today, the Barn Owls use the plot to carry on their existence and the Pueo comes in stealth, unbeknownst to most and its presence silent.

KAILUA Oahu, Hawaii- Hawaii Emergency Management Agency (Hawaii EMA), together with the City and County of Honolulu Department of Emergency Management conducted siren testing at Kailua District Park; Thursday April 28, 2016 at about 9:05 AM.
These new sirens are part of the Statewide Siren Modernization Project. Residents nearby may hear the siren sound six to eight times for 30-second to one-minute intervals during the identified timeframe. Testing will include short blasts known as “burps.” During the tests, emergency management officials and technicians will check that installation work on this siren has been completed properly.

HONOLULU — The Hawaii Emergency Management Agency (Hawaii-EMA), together with the City and County of Honolulu Department of Emergency Management, conducted siren test (Modulator 6024B) at Lagoon Drive (near Castle & Cooke Aviation 155 Kapalulu Place Honolulu, HI 96819; Honolulu Airport area.) on Wednesday June 13, 2018; testing began at about 1240 PM and ended about 105 PM. This replaces a 2T22 at the HNL Maintenance Baseyard.
The siren was installed as part of the Statewide Siren Modernization Project. Other sirens will be updated, and new sirens installed, at various locations across the state over the coming months. Residents nearby may hear the siren sound six to eight times for 30-second to 3-minute intervals during the identified timeframe. HONOLULU- The City Department of Emergency Management in conjunction with Hawaii State Civil Defense tested an outdoor warning siren on Thursday, May 24, 2012 from 8:30 a.m. to noon. (It was tested at about 8:40 a.m. and concluded at about 9:00 a.m.) The siren is located at: Waialae Beach Park.
The test is being conducted to ensure that the siren is operating at full power and providing optimal audible range.
Residents and businesses in the surrounding communities may hear the steady tone during the test and should not be alarmed.
Hawaii State Civil Defense funds the purchase and installation of these sirens. Once they are installed, they are released to the City for monthly testing and emergency activation.
