Hello. Thanks for joining us in congratulating Chelsea Manning on winning the Sam Adams Award for Integrity in Intelligence.
The Sam Adams Associates tonight will be discussing the merits of Chelsea Manning's revelations and how she came to be selected for the award.
Unfortunately, I couldn't be there tonight.
I am going to comment generally on an issue that she raised of public prominence that is very important but less well acknowledged. That issue is over-classification.
Over-classification, where the government uses the state secrets privilege to withhold information from the public that is not related to national security and is otherwise unjustified, has become a serious problem.
Just a few days ago, we saw the Prime Minister of Australia argue that the price of shrimp and clove cigarettes in Indonesia is a matter of national security -- a security matter in the Australian state.
In the last year, the White House told us that 95 million records had been created, classified, and withheld from the public in the year 2012. That is more than any other year on record, and shows a trend where the government is withholding more secrets than ever -- and this is not unique to the United States -- many other Western governments are on the same trajectory.
Now, this is a concern because documents that we received from Manning showed us that some of this information is unambiguously necessary for public ends. For example, how can we vote without evidence of the true costs of the wars in which we are involved; instances of public corruption, official corruption in nations that we support and ally ourselves with; or even national participation in torture programs and rendition programs, and unambiguous war crimes? All of these were represented in the Manning leaks.
The foundation of democracy is the consent of the governed. After all, we can't consent to programs and policies about which we were never informed. When we follow this to its logical conclusion, we see a corollary, which is that the decline of an open government, the decline of democracy, begins when the domain of government expands beyond the borders of its public's knowledge. Because, when a public is no longer aware of the actions of its officials, is no longer aware of what is going on behind closed doors, it can no longer hold the most senior members in society to necessary account for serious wrongdoing -- because the evidence of that wrongdoing is itself a secret from them.
Now, I believe we have to remember that the distinguishing strength of a democracy is self-correction. That, no matter how bad things get, the public in partnership with a free press can detect and correct the mistakes of policy by well-intentioned but misguided officials. It is this self-correcting, self-determined form of unapologetically American government in which Chelsea Manning so valuably participated. And, it is for this extraordinary act of public service, at an unbelievable personal cost, for which we grant this award and our moral sanction to Chelsea Manning.

Leaks by Edward Snowden, the fugitive U.S. intelligence contractor, have damaged Britain's national security. The data he gave journalists includes information that might expose the identities of British spies, a government official told the High Court in London.

This episode of the popular 1950s TV show NAVY LOG tells the story of the USS Barb and its famous 11th patrol mission. USS Barb (SS-220), a Gato-class submarine, was the first ship of the United States Navy to be named for the barbus. The craft compiled one of the most outstanding US-submarine records of World War II. Under Commander Eugene B. Fluckey, her 11th patrol (as shown in this episode) lasted from 19 December 1944 – 15 February 1945, in the Formosa Straits and East China Sea off the east coast of China, from Shanghai to Kam Kit. During this patrol, Barb sank four Japanese merchant ships and numerous enemy small craft. On 22–23 January Barb penetrated Namkwan Harbor on the China coast, opposite the Matsu Islands, and wrought havoc upon a convoy of some 30 enemy ships at anchor. Maneuvering in dangerously shallow waters, Barb launched her torpedoes into the enemy group and then retired at high speed on the surface in a full hour’s run through uncharted, heavily mined, and rock-obstructed waters. In recognition of this outstanding patrol, Commander Fluckey was awarded the Medal of Honor and Barb received the Presidential Unit Citation.
As the episode shows, Barb was given to the Italian Navy in 1954 under the mutual assistance program. The submarine was renamed Enrico Tazzoli (S511) by the Italian Navy, after Enrico Tazzoli. It was eventually sold for scrap in 1972 for approximately $100,000 (currently $573,000). Admiral Fluckey once sadly noted that, had the crew known of the sub's availability, they would have bought the sub and brought her back to the United States to serve as a museum ship.
The episode was directed by Jean Yarbrough, produced by Sam Gallu, and had its screenplay written by famed submarine Capt. Edward L. Beach (Run Silent, Run Deep). This episode stars Paul Richards, Edward Kemmer, Bing Russel, Peter Walker and Robert Chapman.

(34 mins - start is missing) When The Guardian and Washington Post published the first stories exposing the National Security Agency's surveillance operations based on revelations from the whistleblower Edward Snowden, the world learned that U.S. government officials told a series of misleading half-truths and outright lies to conceal what has become a U.S. surveillance industrial complex. The revelations revealed massive waste, fraud, abuse, illegality, and an equally massive loss of valuable intelligence. In response to the understandable public outrage about their mass surveillance, the NSA chose not to investigate the officials who needlessly and in secret sacrificed the privacy of hundreds of millions of innocent people. Rather, the intelligence community has spent untold resources investigating and attempting to discredit Snowden. It is a predicable response for an institution to focus on the messenger rather than the message. It can be an effective distraction to focus the media and public attention on one individual rather on exposing systematic, widespread illegality in a powerful government agency. Whistleblowers in all corporate and government spheres risk choosing their conscience over their careers, but under the Obama administration, national security and intelligence whistleblowers face choosing their conscience over their very freedom. The Obama administration has prosecuted more people under the Espionage Act for alleged mishandling of classified information than all past presidential administrations combined. The Espionage Act is an arcane, vague, and overbroad World War I-era law intended to go after spies, not whistleblowers. NSA whistleblower Thomas Drake objected to mass surveillance using internal channels and was charged under the Espionage Act. Central Intelligence Agency whistleblower John Kiriakou objected to torture and was charged under the Espionage Act. He is now serving 30 months in prison. Army Private Chelsea Manning helped expose war crimes and is serving 35 years after facing Espionage Act charges. Because of this pattern of persecution, Edward Snowden was forced to leave the United States and seek asylum in Russia after the U.S. government left him stranded in the Moscow airport last year. From Washington, this is VOA news. The U.N. and Syrian opposition officials hold informal meetings. In northwest Pakistan, a bomb kills at least 40. I'm Vincent Bruce reporting from Washington.
Leaders of Syria's main opposition coalition have told the United Nations Security Council they are dedicated to democracy and oppose extremism.

British Ambassador Mark Lyall Grant, who convened Friday's meeting, says a key focus of the talks was finding ways to end Syria's brutal civil war and to help its victims.
We heard a very positive message from President al-Jarba, who made a very strong statement of commitment to the unity of Syria. He condemned extremism and he rejected terrorism.
Ahmad al-Jarba, the newly elected National Coalition of Syria president, led the Syrian opposition delegation to the meeting.
For months, the international community, and most recently the United States and Russia, have been working to get representatives from Syrian President Bashar al-Assad's government, and the opposition, to meet in Geneva.

At least 40 people were killed and many others wounded by twin explosions in northwest Pakistan on Friday.
Officials say the blasts occurred in a busy market and a town near the border with Afghanistan.

The case of U.S. soldier Bradley Manning, charged with leaking thousands of classified government documents, is in the hands of a military judge.
Manning attorney David Coombs summed up his defense Friday by calling his client a wistleblower who wanted the public to know about what he saw as U.S. misdeeds in Iraq.
The leaked material included video of U.S. soldiers on a helicopter shooting Iraqi civilians. Twelve people were killed, including two Reuters journalists. The U.S. military says the soldiers thought the Iraqis were carrying weapons.
Tunisia's government says a leading opposition figure assassinated Thursday and another political leader killed earlier this year were killed by bullets from the same gun. Waves of anti-government protesters took to the streets of the capital and other cities Friday, while supporters of the ruling party staged counter-protests.

Thousands of protesters gathered on the streets of Tunis and other cities following the murder of Mohamed Brahmi. Many accused the ruling Ennahda party of involvement in the killing--a claim the party has strenuously denied.
Interior Minister Lotfi Ben Jeddou contends a radical Islamist group of Salafists carried out the killings.
Demonstrators waved Egyptian flags as a sign of solidarity with the protests that prompted Egypt's military to oust Muslim Brotherhood President Mohammed Morsi earlier this month.
The violence comes as Tunisia's lawmakers are finalizing work on a new constitution, due to be put to a public vote in the coming weeks, before presidential elections later in the year.

Wikileaks has obtained and decrypted this previously unreleased video footage from a US Apache helicopter in 2007. It shows Reuters journalist Namir Noor-Eldeen, driver Saeed Chmagh, and several others as the Apache shoots and kills them in a public square in Eastern Baghdad. They are apparently assumed to be insurgents. After the initial shooting, an unarmed group of adults and children in a minivan arrives on the scene and attempts to transport the wounded. They are fired upon as well. The official statement on this incident initially listed all adults as insurgents and claimed the US military did not know how the deaths ocurred.
