Reforming the New York Legislature
Albany, N.Y., June 4State Senator George Winner (R-C-I, Elmira), a member of the state Senates newly created Committee on Rules and Administration, called again today for the approval of a series of actions he and his colleagues first offered earlier this year to change the way the Senate does business.
While the state Senate Democratic majority has been quick to praise a set of rules changes it recommended for full Senate consideration several weeks ago, Winner cautioned that those changes dont go far enough.
The number one goal this session was for the Senate to show the way in building a new house of cooperative action in Albany. The new majority proudly offered itself as Albanys number one agent of change, but it's been far from it, said Winner, who remains especially critical, along with many good government advocates, of the process that led to the adoption of the 2009-2010 state budget.
The budget adoption process was a disgrace to open government. It was a dead-end process for too many, mostly upstate New York taxpayers, workers, employers, families, and communities, Winner said. So there's plenty of work left to do to open up the legislative process to greater public scrutiny, accountability and effectiveness, but the sand's just about run out of the hourglass this session.

Elmira Prison Camp | Path Through History | WSKG
ELMIRA PRISON CAMP | Chemung County
After the election of Abraham Lincoln in 1861, the country erupted into Civil War and Elmira became an integral part of the North’s war effort. At first, railroad lines that crisscrossed the area brought raw recruits to train at Camp Rathbun located within the city.
As the war raged on, Camp Rathbun fell into disuse and in July 1864, a part of its 30 acres was converted into a prison to house the increasing numbers of Confederate prisoners of war. Between the summer of 1864 and the fall of 1865, Elmira Prison Camp housed more than 12,000 southern prisoners. Conditions were atrocious, and about one out of every four prisoners would perish from a variety of causes.
Many of the Confederate dead are buried in nearby Woodlawn National Cemetery. After the war, the camp was closed and dismantled, and while much of the camp has disappeared from the landscape, its importance continues to make it part of New York’s Path Through History.

Historic Elmira, Inc. and Near Westside Neighborhood Association Announce Grant Award
Secures NYS funding for former Ritz Carriage House stabilization
Historic Elmira, Inc. and Near Westside Neighborhood Association (NWNA) of Elmira are pleased to acknowledge that they were successful in obtaining a $333,910 grant from the Southern Tier Regional Economic Development Council and New York State Office of Parks, Recreation and Historic Preservation that will facilitate the stabilization of the Richardson-Kennedy House at 359 West Church Street, Elmira. This is a vital step in preparing the property to make it marketable to a developer.
Although NWNA is the property owner and direct grant recipient, the grant request and making the case for the project was a shared task involving both organizations. Historic Elmira also committed to provide the required 25% match for the grant through fundraising.
“A great big thank you goes out from us to all of those who sent letters of support for this project; Preservation League of New York State, City of Elmira Community Development, City of Elmira Historic Preservation Commission, Southern Tier Economic Growth, Chemung County Department of Aging, residents and businesses in the Near Westside Historic District,” states Kaye Newbury, President of Historic Elmira. “It's a truly collaborative project that benefits Elmira's economy, increases neighborhood safety, and is totally in keeping with the historic architectural character of the Near Westside. We've been steadfast in our efforts and I'm delighted that we've succeeded in bringing this grant money to our community.”
“I think the collaborative nature of this grant and its benefit to the Near Westside neighborhood and larger community clearly shows the benefits of persistence and partnering with the right team,” states Beth Farr, Executive Director of NWNA. “We are looking forward to receiving follow up from the state regarding a timeline.”
The badly damaged Richardson-Kennedy House has history dating back to the late 1800’s and was owned over the years by many well-known people in Elmira. In 2010 the Elmira City Council voted to hand over the building at 359 West Church Street to the NWNA. Historic Elmira shares responsibility for its care and redevelopment.
At a ceremony last Thursday in Albany, Gov. Andrew Cuomo and state lawmakers announced more than $709 million in state funding to the 10 regions for round four. For the third consecutive year, the Southern Tier was named a top performer in the 10-region battle for state grants, tax credits and bonds.
The Southern Tier Regional Economic Development Council’s award of nearly $81 million includes $38 million for 91 projects, $35 million in economic development financing and almost $8 million in Excelsior Jobs Program tax credits. Each region has a panel of college presidents, lawmakers, and business and labor leaders that come up with a development plan and highlight priority projects, battling for funding with the other councils.

There is no storm footage, this is just a drive through of damaged areas, some streets had trees ripped out and others were spared, I showed many hit hard and some not so hard. This is long and made mostly for people who know the area. I will make a shorter film for those who just want to see the damage. I also know compared to the storms in the Mid Western states we got off easy, out there towns are wipped off the map and people are killed, but this kind of thing does'nt happen here so for us this is a big deal. Mayday For Marriage in Elmira, NY
Elmira, N.Y. - Their message is simple, keep same-sex marriage out of New York State. Reverend Jason McGuire, of the New Yorker's Family Research Foundation, said, In same-sex marriage relationships we're intentionally denying children a mom or a dad. That's just not right and just not good public policy. We want to encourage marriage between a man and a women.
Barry Keller, of Wellsburg, said, I've always been a student of history and the marriage is at the very core of civilization. Anytime through history when that institution has failed or lost strength, literally, civilization has collapsed.
The New Yorker's Family Research Foundation kicked-off their Mayday For Marriage Tour, here in Elmira. The group travels around the state preaching marriage should only be between a man and a woman.
John McConnell is a local pastor. He said, I think same-sex marriage, that they could raise a child same as a single mother, single dad. It'll be very difficult and hard. I don't think they'll have the same balance but I believe the best is for a mother and a father.
The group says they're spreading their message now because of Governor Cuomo's pro-gay marriage stance.
Elmira City Mayor John Tonello said, I recognize there are other issues regarding sanctifying a marriage but that's different. Under the law of the United States of America, in states like New York, you have special rights granted to you. I'm hopeful it passes the state legislators this year and gay marriage is approved.
Many southern tier neighbors agree. Dozens of fans posted on our Facebook wall about the issue, like Amanda, who posted Full 100% support. We are all equal.
Robert posted Let them marry. We have bigger issues in New York State to worry about.
Mayday For Marriage will continue their tour through the end of the month, with their last stop at the New York State Capitol.

This is the new elevator located at the entrance of Forbes Library in Northampton, MA. There used to be a wheelchair lift for the last 20 years and it was outdated so they replaced it with a small elevator.
