1950s deactivated Elmhurst Illinois Atomic fallout/blast bunker.
Information for this video was compiled from a number of anecdotal accounts. So far there is only one secondary source which is the book, Elmhurst Parks And Recreation 1920-1990. This Elmhurst Park District Publication states, in Apendix C on pp 81; abandoned reservoir used as Civil Defense headquarters which serves as a small sledding hill. The book is at the Elmhurst Public Library ( H 352.73 JOH Non-Circulating ).
In the 1950s Elmhurst had a Civil Defense orginazation which was formed around city government. In April of 1953 the City Council passed a CD ordinance based upon the State model. The Council payed for city employees to travel to CD seminars and at one point the council even had a geiger counter demonstrated in/near the old city building (Glos Mansion).
Other area CD preperations included a 100 man emergency hospital located in the basement of York High School (the old basement track). The Chicago metropolitan area even had Nike Surface to Air (SAM) missiles located in over a dozen sites around the region. One of the radar/launch sites was in Addison (RT 53 & Army Trail RD).
We are trying to get as much information on this as possible. The site is indeed an old concrete water tank but close examination reveals that the entrance was rebuilt for a purpose other than storing water. In fact this modification would prevent water storage. It is possible that it was meant to be converted into a storage unit but one must wonder why the entrance was rebuilt with so much concrete?
In terms of a blast shelter it might protect you in the event of a Hiroshima size device being dropped on the Loop. However if a thermonuclear bomb/missile (Hydrogen H-Bomb) detonated anywhere within ten miles it is very doubtful that this reconditioned water tank would be much protection. Additionally the resulting firestorm would suck all the air out the shelter smothering anyone inside (who might have lived through the blast). In terms of a Fallout Shelter this place would have good protection, from the Gamma Wave radiation, with something like 12 concrete all around and dirt banked up against the walls.

SoHo, sometimes written Soho, is a neighborhood in Lower Manhattan, New York City, which in recent history came to the public's attention for being the location of many artists' lofts and art galleries, but is now better known for its variety of shops ranging from trendy upscale boutiques to national and international chain store outlets. The area's history is an archetypal example of inner-city regeneration and gentrification, encompassing socioeconomic, cultural, political, and architectural developments.
The name SoHo refers to the area being South of Houston Street, a name coined in 1962 by Chester Rapkin, an urban planner and author of The South Houston Industrial Area study, also known as the Rapkin Report. The name also recalls Soho, an area in London's West End.
Almost all of SoHo is included in the SoHo–Cast Iron Historic District, which was designated by the New York City Landmarks Preservation Commission in 1973, extended in 2010, and was listed on the National Register of Historic Places and declared a National Historic Landmark in 1978. It consists of 26 blocks and approximately 500 buildings, many of them incorporating cast-iron architectural elements. Many side streets in the district are paved with Belgian blocks.
SoHo is part of Manhattan Community District 2 and its primary ZIP Codes are 10012 and 10013. It is patrolled by the 1st Precinct of the New York City Police Department.

According to Wikipedia, Jefferson City is one of the Most Beautiful Small Town in America. The city is dominated by the domed Capitol, which rises from the Missouri River, and it was chosen as the new capital in 1821 when Thomas Jefferson was still living.

SUMMARY
This film was photographed from a boat heading south along the eastern shore of Blackwell's Island (known today as Roosevelt Island). The island lies in the East River, between Manhattan (which can be seen in the background) and Long Island City, Queens. It is approximately one and three-quarters of a mile long, extending from 51st Street to 88th, and at the time of the filming was the location for a number of New York City's charitable and penal institutions. The film opens showing the lighthouse at the north end of the island (Hallet's Cove) [Frame: 0186]. As the boat enters the east channel of the river, the stacks of a large brewery on Manhattan are visible in the distance [0542]. The camera pans along the island's granite seawall (built by inmates of the Penitentiary and Workhouse) and the following buildings, in order of appearance, are shown: the New York City Lunatic Asylum [0956]; the Workhouse [1274]; the Almshouse [1524]; piers for the Queensborough (or 59th Street) Bridge, which upon completion in 1908 will span 135 feet above the island [2388]; the Almshouse Keeper's House (originally the home of the Blackwell family, who had once owned the island) [2730]; the Penitentiary [3646]; Charity Hospital [4140]. The film ends before reaching the southern tip of the island.

Allan McCollum is a contemporary American artist who was born in Los Angeles, California in 1944, and now lives and works in New York City. In 1975, his work was included in the Whitney Biennial, and he moved to New York City that same year. In the late seventies he became especially well known for his series, Surrogate Paintings.
He has spent over forty-five years exploring how objects achieve public and personal meaning in a world constituted in mass production, focusing most recently on collaborations with small community historical society museums in different parts of the world. His first solo exhibition was in 1970, and his first New York showing was in an exhibition at the Sidney Janis Gallery in 1972.

Contemporary art galleries are often established together in urban centers such as the Chelsea district of New York, widely considered to be the center of the American contemporary art world. Most large urban areas have several art galleries, and most towns will be home to at least one. However, they may also be found in small communities, and remote areas where artists congregate, e.g. the Taos art colony in New Mexico and St Ives, Cornwall; Hill End, Braidwood and Byron Bay in New South Wales Contemporary art galleries are usually free and open to the public, however some are semi-private, more exclusive, and by appointment only.

Queens is a borough of New York City, coterminous with Queens County, in the U.S. state of New York. It is the largest borough geographically and is adjacent to the borough of Brooklyn at the southwestern end of Long Island. To its east is Nassau County. Queens also shares water borders with the boroughs of Manhattan and the Bronx. The borough of Queens is the second largest in population (after Brooklyn), with an estimated 2,358,582 residents in 2017, approximately 48 percent of them foreign-born. Queens County also is the second most populous county in the U.S. state of New York, behind Brooklyn, which is coterminous with Kings County. Queens is the fourth most densely populated county among New York City's boroughs, as well as in the United States. If each of New York City's boroughs were an independent city, Queens would be the nation's fourth most populous, after Los Angeles, Chicago, and Brooklyn. Queens is the most ethnically diverse urban area in the world.Queens was established in 1683 as one of the original 12 counties of New York. The settlement was presumably named for the English queen Catherine of Braganza (1638–1705). Queens became a borough during the consolidation of New York City in 1898, and from 1683 until 1899, the County of Queens included what is now Nassau County.
Queens has the most diversified economy of the five boroughs of New York City. It is home to John F. Kennedy International Airport and LaGuardia Airport, both among the world's busiest, which in turn makes the airspace above Queens among the busiest in the United States. Landmarks in Queens include Flushing Meadows–Corona Park; Citi Field, home to the New York Mets baseball team; the USTA Billie Jean King National Tennis Center, site of the US Open tennis tournament; Kaufman Astoria Studios; Silvercup Studios; and Aqueduct Racetrack. The borough has diverse housing, ranging from high-rise apartment buildings in the urban areas of western and central Queens, such as Ozone Park, Jackson Heights, Flushing, Astoria, and Long Island City, to somewhat more suburban neighborhoods in the eastern part of the borough, including Douglaston–Little Neck and Bayside. The Queens Night Market in Flushing Meadows-Corona Park attracts over 10,000 people nightly to sample food from over 85 countries.
