Fountain Creek Flooding in Green Mountain Falls, Colorado: One Year Later
The flooding of Fountain Creek through Green Mountain Falls on Aug. 23, 2013 never really stopped. The creek continues to flood over its bank and homeowners get put on voluntary evacuation every time it rains hard in Woodland Park 5 miles upstream. One year after the first major flood swept through the community, the cost and engineering of flood control now falls on the homeowners to save their properties.
Flood mitigation at a public office level has turned into a hair ball of stagnation from Woodland Park down through Cascade, Green Mtn. Falls, and Chipeta Park. The OTHER flooding of Fountain Creek downstream from this community is the result of the Waldo Canyon Fire (towns affected include Cascade and Manitou Springs). In that portion of Fountain Creek, flood mitigation has been efficiently implemented by many levels of government because the flood water from the burn area originates from USFS land. In that case, run-off from Federal lands adversely affects private homeowners.
Unfortunately for Green Mountain Falls, Crystola, and Chipeta Park, flooding from Fountain Creek every time it rains in WP has become a recurring and regular event that seems to be the result of recent expansion of build-out, parking lots, and development of commercial properties permitted by the City of Woodland Park without drain mitigation. Adverse effects of the subsequent flooding cross multiple municipality and county boundaries, further complicating any action from public sources. It is a mystery why the state or federal offices have not provided a solution, though the strain on those levels of government to address Colorado flooding obviously includes the Waldo Canyon Fire burn area and the catastrophic flooding of Colorado's Front Range last year.
Now, a year later, the burden of flood control along Fountain Creek in Green Mountain Falls is falling on the individual home owners who are trying to re-route the creek or fortify their properties against episodic flooding at their own cost.
Take a look at this humble man: Dale White, in his own trench in his front yard with a shovel taking on the flooding creek mano-y-mano a year later to save his home before it's too late to save anything at all.
