Mr. Kennedy Stewart (Burnaby—Douglas, NDP):
Mr. Speaker, Keystone XL will send thousands of Canadian jobs across the U.S. border and substantially increase oil sands emissions. It will lock us into the export of bitumen for decades. Yet, the government only listens to its oil lobbyist friends.
President Obama decided this pipeline needs more public input and study. When will the Conservatives stop blindly backing risky pipelines and instead commit to an energy strategy that puts Canadian jobs and the environment first?
Hon. Joe Oliver (Minister of Natural Resources, CPC):
Mr. Speaker, I was appalled to hear that NDP members are actually going to the U.S. to advocate against Keystone. They are flying to our largest trading partner to denigrate a project that employs hundreds of thousands of Canadians, generates billions of dollars of economic activity, and funds social services like education for our children and health care for our elderly. It is a disgrace.
Ms. Laurin Liu (Rivière-des-Mille-Îles, NDP):
Mr. Speaker, the U.S. State Department has good cause to delay the decision on the Keystone XL project. There are concerns about climate change. It is obvious that the rest of the world gives little credence to this government's public relations efforts concerning the oil sands. Without regulations, our environment is being polluted and our trade relations are suffering.
When will this government realize that it takes more than an ethical oil label to hide its failure to protect our environment?
Hon. Joe Oliver (Minister of Natural Resources, CPC):
Mr. Speaker, since being appointed as Minister of Natural Resources, I have travelled to Europe, Asia and the United States to defend our interests and to support Canada's jobs and economy.
When the NDP travels abroad, its agenda is to campaign against Canadian industry, which employs hundreds of thousands of Canadians. It is probably the most bizarre international relations strategy I have ever seen, and it proves that the NDP is not fit to govern the country.
Ms. Kirsty Duncan (Etobicoke North, Lib.):
Mr. Speaker, the National Round Table on the Environment and the Economy predicts that climate change will cost Canadians up to $43 billion by 2050. The government's own advisory panel found that catastrophic climate change could wipe out up to 25% of Canada's GDP.
Right now, the government has no plan to meet 75% of its greenhouse gas reduction targets. As we lead up to the world conference in Durban, when will Canadians get a real plan?
Hon. Peter Kent (Minister of the Environment, CPC):
Mr. Speaker, our government is indeed balancing the need for a cleaner and healthier environment with protecting jobs and economic growth.
The Kyoto protocol does not include major emitters such as China, India or even the United States and therefore does not work. Canada will not sign on to any new agreement that does not include all major emitters.
We remain committed to reducing Canada's greenhouse gas emissions by 17% below 2005 levels and we are achieving that goal.
Ms. Joyce Murray (Vancouver Quadra, Lib.):
Mr. Speaker, the international community has been working for 15 years to find practical solutions to combat climate change, which is the greatest challenge of our day. Protecting forests, green technologies, financial mechanisms for the less wealthy countries and accountability for outcomes are central to the UN process.
Why is this government going to sabotage 15 years of work by egotistically refusing to live up to its responsibilities?
Hon. Peter Kent (Minister of the Environment, CPC):
Mr. Speaker, the reality is, our Canadian delegation has been preparing for the 17th conference of the parties in Durban all year.
In pre-Durban meetings in Mexico City, Washington and Cape Town, I have assured other national delegations that, despite some significant challenges, I believe we can move our common climate change cause forward in terms of both mitigation and adaptation.
At the same time, I have reiterated our government's decision to not make a second Kyoto protocol commitment but to work to create a new post-Kyoto agreement--

In which John Green teaches you about relations between the early English colonists and the native people the encountered in the New World. In short, these relations were poor. As soon as they arrived, the English were in conflict with the native people. At Jamestown, Captain John Smith briefly managed to get the colony on pretty solid footing with the local tribes, but it didn't last, and a long series of wars with the natives ensued. This pattern would continue in US history, with settlers pushing into native lands and pushing the inhabitants further west. In this episode, you'll learn about Wahunsunacawh (who the English called Powhatan), his daughter Pocahontas, King Philip's (aka Metacom) War, and the Mystic Massacre. This film series explores many aspects of our society. To rethink what is possible in our world, we need to consider what kind of world we want to live in. Although we refer to it as a civilization, it is anything but civilized. Visions of global unity & fellowship have long inspired humanity, yet the social arrangements up to the present have largely failed to produce a peaceful and productive world. While we appear to be technically advanced, our values and behaviors are not. The possibility of an optimistic future is in stark contrast to our current social, economic, and environmental dilemmas. The Choice Is Ours includes interviews with notable scientists, media professionals, authors, and other thinkers exploring the difficulties we face.
Part I provides an introduction and overview of cultural & environmental conditions that are untenable for a sustainable world civilization. It explores the determinants of behavior to dispel the myth of “human nature” while demonstrating how the environment shapes behavior. The science of behavior is an important - yet largely missing - ingredient in our culture.
Part II questions the values, behaviors, and consequences of our social structures, and illustrates how our global monetary system is obsolete and increasingly insufficient to meet the needs of most people. Critical consideration of the banking, media, and criminal justice systems reveals these institutions for what they really are: tools of social control managed by the established political and economic elite. If we stay the present course, the familiar cycles of crime, economic booms & busts, war, and further environmental destruction are inevitable.
Part III explains the methods and potential of science. It proposes solutions that we can apply at present to eliminate the use of non-renewable sources of energy. It depicts the vision of The Venus Project to build an entirely new world from the ground up, a “redesign of the culture,” where all enjoy a high standard of living, free of servitude and debt, while also protecting the environment.
Part IV explains how it is not just architecture and a social structure that is in desperate need of change, but our values which have been handed down from centuries ago. They too need to be updated to our technological age, which has the potential to eliminate our scarcity-driven societies of today. Our problems are mostly of our own making, but we can still turn things around before the point of no return. It’s not too late for an optimistic outlook on the fantastic possibilities that lie before us.

The Venus Project proposes an alternative vision of what the future can be if we apply what we already know in order to achieve a sustainable new world civilization. It calls for a straightforward redesign of our culture in which the age-old inadequacies of war, poverty, hunger, debt, and unnecessary human suffering are viewed not only as avoidable but as totally unacceptable. Anything less will result in a continuation of the same catalog of problems inherent in today's world.
