Chinese Maritime Units Conduct Joint Drill at Pearl River Estuary
Maritime departments in south China's Guangdong Province, Hong Kong and Macao special administrative regions conducted a joint rescue drill on Tuesday morning, at waters of the Pearl River estuary.
More than 30 ships, four aircraft and over 600 maritime personnel took part in the drill, including rescue operations of searching and transporting the injured, putting out fire and clearing water pollution.
The Pearl River Estuary is one of the busiest water channels across the world, and the number of ships passing through the estuary every year is about 1.5 million.
For the first nine months of this year, the maritime departments in the three regions, Guangdong, Hong Kong and Macao, have rescued 2,824 people, with a success rate of 97 percent.

Cities in China limit car numbers
In order to ease traffic and curb gas emissions, a number of Chinese cities have taken measures to limit the number of cars on the roads. The capital Beijing introduced a monthly license plate lottery system in 2011 for car buyers. People have complained about the low chances of winning a plate: chances that reached 1 in 80 earlier this year. Shanghai was the first city in China to limit its number of cars. The third largest city in the country, Guangzhou, has a strict monthly quota of 10,000 new car plates, which are handed out via a lottery system

Chinese White Dolphin Appears in River in South China Foshan City
A Chinese white dolphin, a rare animal under the country's top-level protection, mistakenly entered a river in Foshan, south China's Guangdong Province, on Monday.
The dolphin is about two meters long, pinkish white and 20-30 years old, according to an expert.
It normally inhabits the Pearl River estuary where fresh water meets salt water, with experts ascribing its mistaken entrance into the river to the typhoon days ago.
We speculate that it may have some injuries on its body, or its self-navigation system went wrong so it entered this river by mistake. Any rescue effort may worsen its wounds, said Wang Ruohui, deputy head of the fishery brigade in Nanhai District.
Experts believe the dolphin is currently in stable condition. Local fishery law enforcement vessels have been tracking and watching over the dolphin, warning passing ships to slow down and not to catch it.

Walking Around Shenyang / 沈阳 (Mukden / 奉天)
Shenyang / 沈阳, formerly known by its Manchu name Mukden / 奉天 or Fengtian, is the provincial capital and the largest city of Liaoning Province as well as the largest city in Northeast China by urban population. According to the 2010 census, the city's urban area has 6.3 million inhabitants, while the total population of the Shenyang municipality is up to 8.1 million.
In the 17th century, Shenyang was conquered by the Manchu people and briefly used as the capital of the Qing dynasty. After the Boxer Rebellion in 1900, Russian forces used the anti-foreigner insurgency as a pretext to formally invade and occupied most of Manchuria, and Mukden became a Russian stronghold in the Far East with the building of the South Manchurian Railway.
During the Russo-Japanese War (1904—1905), Mukden was the site of the Battle of Mukden from February 19 to March 10, 1905. Involving more than 600,000 combat participants, it was the largest battle since the Battle of Leipzig in 1813, and also the largest modern-era battle ever fought in Asia before World War II. Following the Japanese victory, Mukden became one of the chief bases of Japanese presence and economic expansion into southern Manchuria.
In the 1920s, Mukden was the capital of the warlord Zhang Zuolin, who was later assassinated when his train was blown up on June 4, 1928 at a Japanese-guarded railway bridge.
At around 10:20 pm on September 18, 1931, a small quantity of dynamite was detonated close to a railway line near Mukden owned by the Japanese South Manchuria Railway Company by Kwantung Army Lt. Kawamoto Suemori. The Imperial Japanese Army, accusing Chinese dissidents of the act, then use the false flag explosion as pretext to launch a full attack on Mukden, and captured the city the following morning (September 19).
On 20 August 1945, Soviet troops captured Shenyang. British and US reports indicate that the Soviet troops that occupied Northeast China and Eastern Inner Mongolia region looted and terrorized the people of Shenyang, and were not discouraged by Soviet authorities from three days of rape and pillage. The Soviets were replaced by the Nationalist Chinese, who were flown in on U.S. transport planes. During the Chinese Civil War, Shenyang remained a Kuomintang stronghold from 1946 to 1948, although the Chinese communists controlled the surrounding countryside. It was captured by the communists on October 30, 1948
Along with its nearby cities, Shenyang has been an important industrial center in China since the 1930s.
Hubei
Hubei (Chinese: 湖北; pinyin: Húběi; Wade–Giles: Hu-pei; Postal map spelling: Hupeh) is a province of the People's Republic of China, located in the easternmost part of Central China. The name of the province means north of the lake, referring to its position north of Lake Dongting. The provincial capital is Wuhan, a major transportation thoroughfare and the political, cultural, and economic hub of Central China.
Hubei is officially abbreviated to 鄂 (È), an ancient name associated with the eastern part of the province since the Qin dynasty, while a popular name for Hubei is 楚 (Chǔ), after the powerful State of Chu that existed here during the Eastern Zhou dynasty. It borders Henan to the north, Anhui to the east, Jiangxi to the southeast, Hunan to the south, Chongqing to the west, and Shaanxi to the northwest. The high-profile Three Gorges Dam is located at Yichang, in the west of the province.

This year, the Chinese regime announced several cases
involving military leaks.
Chinese President Xi Jinping also ordered intensive management
and control to military information.
What does this mean? Let’s take a look.
Recently, approved by the Chinese President Xi Jinping,
the Chinese Communist Party (CCP) Central Military
Commission issued suggestions to:
Further Strengthen Military Information Security;
He demanded the speedy centralization of security information
and the acceleration of the construction of a military information
security protection system.
People’s Liberation Army Daily claimed that it’s a reaction to
the threat from cyber space
and major leaks of military information security from the
CCP at the time of this news report.
US Chinese magazine China Affairs editor Wu Fan believes:
the CCP military information security has serious problems
because the CCP President, Xi Jinping personally issued
this order.
And most leak cases involve CCP senior officials.
Wu Fan: I heard there is one group of Japanolatries in the
CCP Foreign Ministry and China State Council separately to
speak to the Japanese.
Because the Communist Party itself is a traitor! These people
are Communist Party senior officials, including their children.
This year, Chinese officials announced several espionage and
leak cases.
May 4, an Internet military leak case was announced in
Guangdong with allegedly 40 people involved in the
subversion.
August 4, CCP claimed that a Canadian couple is under
investigation on suspicion of stealing national military
information and defense research secrets.
Mainland media also checked out the CCP officials and scholars
who leaked before when reporting the news.
August 5, a graduate student at a university in Harbin was
arrested on suspicious of leaking.
It’s rare for so many spy and leak cases to hit the news all
together.
Wu Fan: There are leaks in all aspects, including political,
economic, military, and diplomatic.
The CCP senior level has a lot of foreign spies.
So the CCP can not hold any secrets.
The CCP have taken a series of measures to strengthen
and seal up the leaks.
In February, the CCP network security and information
technology team was set up in Beijing, headed personally by
Xi Jinping.
Li Keqiang and Liu Yunshan are deputy heads.
The composition showed network security and information
technology have been raised to unprecedented importance.
March 1, the CCP Regulations for the implementation of the
law on Guarding State Secrets took effect.
Then, the CCP banned central offices from purchasing and
installing Windows 8 operating system, Symantec and Kaspersky
antivirus software by using IBM high-end servers;
They also banned Apple mobile phone.
So, will these measures effectively monitor internet security?
Chinese independent commentator Li Shanjian:
from a professional point of view, a ban on Windows 8 and
iphone are not a proper measure and can not solve all problems.
All systems they use, are designed by US or a software
development company.
They are unable to design their own system.
Based on current standards, if they design their own system, it
might have more bugs.
However, the system development is an ulterior reason for
promoters to make money.
In 2006, the CCP also issued a decree to ban the Microsoft
system.
However, the high-profile project Red Flag Linux, funded by
the CCP, eventually ended up in liquidation and the employees collectively asked for a salary.
In this regard, the US Harvard University Berkman Center
Internet and Society researcher Isaac Mao commented:
slogan experts and national operating system enterprises are
nourished because of national system tangle.
They have no cards but to peddle national industry design under
the name of national design.
Li Shanjian believes that the CCP’s problem is not a technical
issue or solved by law and regulations.
Li Shanjian: Chinese people have a lot of dissatisfaction
with it. Who will devote their whole heart to serve them?
Without believe, how can you count on these people to keep
secrets for you?
Commitment will weaken when someone else gives
them money.
US Diplomacy magazine website previously analyzed, that in
addition to external threat concerns, the CCP also still worry
about whether they can control internal Internet effectively.

Zhongshan
Zhongshan is a prefecture-level city in the south of the Pearl River Delta in Guangdong province, China, with a population of over 3 million. The city used to be called Xiangshan.
Zhongshan is one of a very few cities in China named after a person. It is named after Dr. Sun Yat-sen, who is known in Mandarin as Sun Zhongshan. Sun, the founding father of the Republic of China who is also regarded positively by the People's Republic, was born in Cuiheng village in Nanlang Township of what was then Xiangshan County. In 1925, the year after his death, Xiangshan was renamed Zhongshan in his honor.

Manchukuo (traditional Chinese: 滿洲國; pinyin: Mǎnzhōuguó; Japanese: 満州国; rōmaji: Manshūkoku; State of Manchuria; in other Axis languages: Italian: Manciukuò and German: Mandschukuo) was a puppet state of the Empire of Japan in Northeast China and Inner Mongolia from 1932 until 1945. It was founded as a republic, but in 1934 it became a constitutional monarchy. It had limited international recognition and was under the de facto control of Japan.
The area, collectively known as Manchuria, was the homeland of the Manchus, including the emperors of the Qing dynasty. In 1931, the region was seized by Japan following the Mukden Incident and a pro-Japanese government was installed one year later with Puyi, the last Qing emperor, as the nominal regent and later emperor. Manchukuo's government was dissolved in 1945 after the surrender of Imperial Japan at the end of World War II. The territories formally claimed by the puppet state were first seized in the Soviet invasion of Manchuria in August 1945, and then formally transferred to Chinese administration in the following year.Manchus formed a minority in Manchukuo, whose largest ethnic group were Han Chinese. The population of Koreans increased during the Manchukuo period, and there were also Japanese, Mongols, White Army Russians and other minorities. The Mongol regions of western Manchukuo were ruled under a slightly different system in acknowledgement of the Mongolian traditions there. The southern part of the Liaodong Peninsula was ruled by Japan as the Kwantung Leased Territory.

Wuhan ([ù.xân] (listen); simplified Chinese: 武汉; traditional Chinese: 武漢) is the capital and largest city of the Chinese province of Hubei. It is the most populous city in Central China, with a population of over 10 million, the seventh-most populated Chinese city, and one of the nine National Central Cities of China. It lies in the eastern Jianghan Plain, on the middle reaches of the Yangtze River's intersection with the Han river. Arising out of the conglomeration of three cities, Wuchang, Hankou, and Hanyang, Wuhan is known as China's Thoroughfare (九省通衢), and holds sub-provincial status.
Wuhan's history dates 3500 years. It was the location of the Wuchang Uprising, which led to the downfall of the Qing dynasty and the establishment of the Republic of China. Wuhan was briefly the capital of China in 1927 under the left wing of the Kuomintang (KMT) government led by Wang Jingwei. The city later served as the wartime capital of China in 1937 for 10 months during the Second Sino-Japanese War. During the Chinese Cultural Revolution, an armed conflict between two hostile groups who were fighting for control over the city became known as the Wuhan incident.
Wuhan today is considered the political, economic, financial, commercial, cultural and educational centre of Central China. It is a major transportation hub, with dozens of railways, roads and expressways passing through the city and connecting to other major cities. Because of its key role in domestic transportation, Wuhan is sometimes referred to as the Chicago of China by foreign sources. The Golden Waterway of the Yangtze River and its largest tributary, the Han River, traverse the urban area and divides Wuhan into the three districts of Wuchang, Hankou and Hanyang. The Wuhan Yangtze River Bridge crosses the Yangtze in the city. The Three Gorges Dam, the world's largest power station in terms of installed capacity, is located nearby.
While Wuhan has for decades been a traditional base for manufacturing, it has also become one of the areas promoting modern industrial change. Wuhan consists of three national development zones, four scientific and technologic development parks, over 350 research institutes, 1,656 hi-tech enterprises, numerous enterprise incubators, and investments from 230 Fortune Global 500 firms. Macau
Macau (/məˈkaʊ/; traditional Chinese: 澳門; simplified Chinese: 澳门; Jyutping: ou3mun4*2; pinyin: Àomén), also spelled Macao, is one of the two Special Administrative Regions of the People's Republic of China, the other being Hong Kong. Macau lies on the western side of the Pearl River Delta across from Hong Kong to the east, which is about 64 kilometers, also bordered by Guangdong Province to the north and facing the South China Sea to the east and south. The territory's economy is heavily dependent on gambling and tourism, but also includes manufacturing. The Cantonese people from Hong Kong and Guangdong, especially recent mainland tourism from Mandarin-speaking regions, have boosted the economy of Macau significantly.
A former Portuguese colony, Macau was administered by Portugal from the mid-16th century until late 1999, when it was the last remaining European colony in Asia. Portuguese traders first settled in Macau in the 1550s. In 1557, Macau was rented to Portugal by the Chinese empire as a trading port. The Portuguese administered the city under Chinese authority and sovereignty until 1887, when Macau became a colony of the Portuguese empire. Sovereignty over Macau was transferred back to China on 20 December 1999. The Sino-Portuguese Joint Declaration and the Basic Law of Macau stipulate that Macau operate with a high degree of autonomy until at least 2049, fifty years after the transfer. Harbin (Manchu: Harbin; Chinese: 哈尔滨 Hā'ěrbīn) is the capital of Heilongjiang province, and largest city in the northeastern region of the People's Republic of China. Holding sub-provincial administrative status, Harbin has direct jurisdiction over nine metropolitan districts, two county-level cities and seven counties. Harbin is the eighth most populous Chinese city according to the 2010 census, the built-up area (which consists of all districts except Shuangcheng and Acheng) had 5,282,093 inhabitants, while the total population of the sub-provincial city was up to 10,635,971. Harbin serves as a key political, economic, scientific, cultural, and communications hub in Northeast China, as well as an important industrial base of the nation.Harbin, whose name was originally a Manchu word meaning a place for drying fishing nets, grew from a small rural settlement on the Songhua River to become one of the largest cities in Northeast China. Founded in 1898 with the coming of the Chinese Eastern Railway, the city first prospered as a region inhabited by an overwhelming majority of the immigrants from the Russian Empire.Having the most bitterly cold winters among major Chinese cities, Harbin is heralded as the Ice City for its well-known winter tourism and recreations. Harbin is notable for its beautiful ice sculpture festival in the winter. Besides being well known for its historical Russian legacy, the city serves as an important gateway in Sino-Russian trade today, containing a sizable population of Russian diaspora. In the 1920s, the city was considered China's fashion capital since new designs from Paris and Moscow reached here first before arriving in Shanghai. The city was voted China Top Tourist City by the China National Tourism Administration in 2004. On 22 June 2010, Harbin was appointed a City of Music by the UN.

It's the most populous city in Central China, and one of the nine National Central Cities of China. It lies in the eastern Jianghan Plain on the middle reaches of the Yangtze River's intersection with the Han river. Shenyang ([ʂə̀n.jǎŋ]; Chinese: 沈阳), formerly known by its Manchu name Mukden or Fengtian (Chinese: 奉天; pinyin: Fèngtiān), is the provincial capital and the largest city of Liaoning Province, People's Republic of China, as well as the largest city in Northeast China by urban population. According to the 2010 census, the city's urban area has 6.3 million inhabitants, while the total population of the Shenyang municipality, which holds the administrative status of a sub-provincial city, is up to 8.1 million. Shenyang is also the center city of one of the major metropolitan areas in China, the Greater Shenyang Metro Area, with a total population over 23 million. The city’s region includes the ten metropolitan districts of Shenyang proper, the county-level city of Xinmin, and two counties of Kangping and Faku.
In the 17th century, Shenyang was conquered by the Manchu people and briefly used as the capital of the Qing dynasty. The Battle of Mukden took place in 1905 as part of the Russo-Japanese War. Japan's subsequent victory allowed them to increase their influence on Shenyang; the Mukden Incident led the Japanese to further invade and occupy the rest of Northeast China, creating the puppet state of Manchukuo. Shenyang remained a Kuomintang stronghold after Japan's defeat, but was captured by the communists in 1948.
Along with its nearby cities, Shenyang is an important industrial center in China, and serves as the transportation and commercial hub of China's northeast—particularly with Japan, Russia and Korea. A center of heavy industry in China since the 1930s, and the spearhead of the Chinese central government's Northeast Area Revitalization Plan, the city has been diversifying its industry, including expanding into the service sector. Growing industries include software, automotive and electronics.

Hubei (湖北; formerly Hupeh) is a landlocked province in Central China. The name of the province means north of the lake, referring to its position north of Dongting Lake. The provincial capital is Wuhan, a major transportation thoroughfare and the political, cultural, and economic hub of Central China.
Hubei is officially abbreviated to 鄂 (È), an ancient name associated with the eastern part of the province since the State of E of the Western Zhou dynasty, while a popular name for Hubei is 楚 (Chǔ), after the powerful State of Chu that existed in the area during the Eastern Zhou dynasty. It borders Henan to the north, Anhui to the east, Jiangxi to the southeast, Hunan to the south, Chongqing to the west, and Shaanxi to the northwest. The high-profile Three Gorges Dam is located at Yichang, in the west of the province.
