UK Treasury chief warns Tory contenders on spending promises
LONDON (AP) — British Treasury chief Philip Hammond on Monday warned the two contenders to become the country’s next prime that their expensive spending promises will be impossible to deliver if the U.K. crashes out of the European Union without a deal. Jeremy Hunt and Boris Johnson, who are competing for the Conservative Party leadership, have both vowed to use a fiscal cushion built up by the government to soften the economic blow from a potentially disruptive Brexit. But Hammond said that unless Britain made an orderly exit from the EU, the government’s “fiscal firepower . will all be needed to plug the hole a ‘no-deal’ Brexit will make in the public finances.” Hunt and Johnson — Britain’s current foreign secretary and his immediate predecessor — are competing for the votes of about 160,000 Conservative Party members across Britain. The winner, to be announced July 23, will replace Theresa May as party leader and prime minister. Both are wooing the largely pro-Brexit Tory grassroots by promising to take Britain out of the EU — without a divorce deal if necessary — while also cutting taxes and boosting spending on public services and infrastructure projects. Three years on from Britain’s 52%-48% vote to leave the EU, Britain’s departure has been delayed twice after Parliament rejected on three occasions the divorce terms May’s government agreed with the bloc. Most economists say leaving without an agreement would severely disrupt trade between Britain and the EU, plunging the country into recession. Polls suggest a large majority of Britons oppose a no-deal Brexit — but most members of the Conservative Party support it, and shrug off the warnings of economic turmoil. Johnson is the front-runner, favored by many Conservatives for his popular appeal and his staunch support for Brexit. He says leaving the EU on the currently scheduled date of Oct. 31 is a “do or die” issue and has threatened to withhold an agreed 39 billion-pound ($50 billion) divorce payment unless the EU offers changes to the current withdrawal agreement. The EU says it will not renegotiate. Hunt, who campaigned to remain in the EU during Britain’s 2016 referendum battle, also says he’s prepared to leave without an agreement if he can’t secure a better deal from the 27 other EU nations. Hunt said the government had stored up “around 26 billion pounds ($33 billion) of headroom,” and he would use part of it to help farmers, the fishing industry and small businesses likely to be hit by the effects of a no-deal Brexit. “It is important that the EU knows that we will do what it takes to make a success of a ‘no-deal’ Brexit,” Hunt said in a speech on Monday. “We won’t blink as a country. Climate change activists spray red paint at UK Treasury building
Climate change activists sprayed red liquid on a UK government building to draw attention to what they say is the government's failure to act on climate change. At one point, they lost control of the hose they were using, spraying the red liquid on the building and streets. The activists said the liquid was beetroot juice.

The Treasury Main Building at 1 Horse Guards Road, often referred to as the Government Offices, Great George Street (GOGGS), was designed by John Brydon following a competition. Construction took place in two phases. The West end was completed in 1908 and the East end was completed in 1917. It was originally built as offices for Board of Education, the Local Government Board, and the Ministry of Works Office; HM Treasury did not move into the building until 1940. A major refurbishment of the building was completed under a PFI contract by Bovis Lend Lease in 2004.
The Foreign and Commonwealth Office occupies a building which originally provided premises for four separate government departments: the Foreign Office, the India Office, the Colonial Office, and the Home Office. Construction on the building began in 1861 and finished in 1868, and it was designed by the architect George Gilbert Scott. Its architecture is in the Italianate style; Scott had initially envisaged a Gothic design, but Lord Palmerston, then Prime Minister, insisted on a classical style. English sculptors Henry Hugh Armstead and John Birnie Philip produced a number of allegorical figures ('Art', 'Law', 'Commerce', etc.) for the exterior.
In 1925, the Foreign Office played host to the signing of the Locarno Treaties, aimed at reducing tension in Europe. The ceremony took place in a suite of rooms that had been designed for banqueting, which subsequently became known as the Locarno Suite. During the Second World War, the Locarno Suite's fine furnishings were removed or covered up, and it became home to a foreign office code-breaking department.
Due to increasing numbers of staff, the offices became increasingly cramped and much of the fine Victorian interior was covered over—especially after World War II. In the 1960s, demolition was proposed, as part of major redevelopment plan for the area drawn up by architect Sir Leslie Martin. A subsequent public outcry prevented these proposals from ever being implemented. Instead, the Foreign Office became a Grade 1 listed building in 1970. In 1978, the Home office moved to a new building, easing overcrowding.
With a new sense of the building's historical value, it underwent a 17-year, £100 million restoration process, completed in 1997. The Locarno Suite, used as offices and storage since the Second World War, was fully restored for use in international conferences. Climate Protestors Used A Fire Hose To Spray Fake Blood. It Didn't Go So Well.
Members of the climate change action group Extinction Rebellion attempted to spray 1,800 liters of fake blood over the U.K. Treasury building in central London on Thursday morning.
It didn't go so well.
Video of the stunt captured the moment the protesters began to spray the liquid from the top of a decommissioned fire engine towards HM Treasury building close to Downing Street.
However, within seconds the protesters lost control of the hose and the liquid mostly ended up hitting bystanders and collecting in large pools across the street. The protesters said the liquid was simply water with red food dye that can be washed off.
