Russian scientists were hard at work in the Moscow region, Monday, developing enormous voltage impulse generators that could potentially protect planes from lightning storms. The one of a kind facility is also reported to have the capacity to equal Russia's entire electricity output.
The structure dubbed the 'High Voltage Marx and Tesla Generators Research Facility' is made up of 300 tonnes of capacitors and can be seen to produce huge lightning bolts, with each bolt capable of powering a city the size of Moscow twice over.
In fact, the generators' power is equal to that of all power generation facilities in Russia, including nuclear, thermoelectric, hydroelectric, solar and wind power stations - but only for a reported 100 microseconds.
The testing range, a branch of the Russian Electrical Engineering Institute is located near the town of Istra, some 40 kilometres (25 miles) from Moscow. The site has been used to test the protection of aircrafts, vehicles, and electronic equipment against lightning since the late 1970s. Its last project focused on lightning protection tests for Russia's Sukhoi Superjet aircraft.
In using the Marx and Tesla generators to test an aircraft's protective capabilities against lightning, the device or material being tested is placed upon a heavily isolated platform which discharges lightning of a desired capacity onto the object. Sensors on the platform show how the electrical charge alters the object.
The Istra facility consists of a 3 Megawatt capacity transformer cascade; a 2.25 Megawatt constant voltage unit; and a 9 Megawatt Pulsed Voltage Generator (PVG), measuring 39.3 metres high (123 ft) believed to be largest in the world.
Although the generators were never intended to modulate weather, the innovators behind the project could potentially use it to influence strong electrical fields that produce thunderbolts when a plane is passing through a lightning storm cloud. According to Vladimir Sysoyev of the All-Russian Electro-technical Institute, planes are hit by around one to two lightning bolts a year.
As the generators are massively expensive to power, they are only in use on specific occasions, but the possibilities of the Istra facility abound.

These are High-Voltage Pulse Generators (marx generators) that belong to the All-Russian ElectroTechnical Institute's high-voltage scientific research center
A bit different than Tesla Coils, but based on the same principal only built up in series to achieve much higher voltages.
Generators this large certainly produce enough power to effect local weather and possibly enough to electrically charge the upper atmosphere, similar to harp except that haarp can pin-point locations using specific ELF frequencies unlike these Tesla coils which produce incredibly high (electro-static) voltages.
The purpose and outcomes of this, rather odd science projekt, is still not quite clear. (k added for emphasis)
One possible explanation is that they are used to study the behavior of equipment under powerful electromagnetic radiation comparable to that of a nuclear explosion.
Another theory is that the All-Russian ElectroTechnical Institute's high-voltage scientific research center is creating their own version of HAARP

Russian Scientists revive Nikola Tesla's Wardenclyffe Tower
Could the global demand for electricity be satisfied with a single power generation and distribution system? A team of scientists from Russia believes this may be possible, using technology now a century old.
At the start of the 20th century, famed inventor Nikola Tesla designed and built the first Tesla Tower. This futuristic spire was intended as a test of a system to deliver electricity worldwide.
Construction of the Wardenclyffe Tower was completed in 1917. Despite several tests, the 187-foot tower, constructed of wood and copper, could not transmit electricity as needed. It was soon torn down.
Now, a group of engineers has re-designed the tower, using modern materials and electronic components. After five years of research, they believe their version of the Tesla Tower could provide electricity to locations around the globe.
Leonid and Sergey Plekhanov, a pair of brothers who graduated from the Moscow Institute of Physics and Technology, are behind the plan. The pair examined Tesla's original plan, and the design of the original tower. They believe their team has found a way to make the idea work, using modern technology and construction techniques. Tesla's original tower weighed more than 60 tons. The new design will weigh just two tons.
The project will cost around $800,000. To raise these funds, the Plekhanovs have started a crowdfunding campaign on Indygogo.
The brothers wrote, We will be able to get the first results in a few months after the completion of the tower and we are really in need for substantial financial support due to the large scale of this research program.
According to designers, the generation of electrical current could be generated by a single solar panel 200 miles on a side. This would be or 40,000 square miles in area, and located in a desert, near the equator. This facility could prove to be a major stumbling block to development. At current costs, the construction of such a panel would cost over 20 trillion dollars.
Construction of the tower itself could begin this fall.

NIAR Direct Effect of Lightning Generator at 370,000 frames/sec
The NIAR Direct Effect of Lightning Generator is designed to replicate a 99th percentile lightning strike. When charged to the full capacity, the 24 capacitors (charged to more than 60,000 Volts) and 72 car batteries produce more than 200,000 Amps.
This generator is used to test airplane skins under the harsh conditions posed by lightning striking the aircraft.”
This video shows a discharge of almost 200,000 Amps obtained by charging 20 capacitors to more than 60,000 Volts. This was then recorded at 370,000 frames/sec. If you look at the first frame of recorded light, you can see the arc curling around the jet diverting electrode used for the discharge.
