This lovely old building, Rizal Memorial Library and Museum caught my eye with its buttery yellow paintwork, then I saw an old-style bus was parked up so took a few pics an video of it. This library as of this year became a 24 hour service!
The building itself, I didn't go in but wish I had.. was exhausted and the thought of hotel room comfort became too much. There was a painting of this building hanging in hotel room I first stayed at, so had to find the real thing! Thanks for watching, enjoy!

Cebu City library starts 24-hour operations
The Cebu City Public Library and Information Center has started its 24-hour operations of Friday upon the directive of Mayor Tomas Osmeña. Osmeña made the announcement through his Facebook account, after replying to a request by a certain Mitch Roldan. Posting a comment on Osmeña's FB page, Roldan had asked the local chief executive if the public library can be kept open 24 hours so students could have a safe place to study. Osmeña posted his decision on the same page, saying that Mitch Roldan, per your request, the Rizal Public Library is being outfitted for 24 hour use. The air conditioners are being upgraded, additional staff and guards being hired, CCTV installed, and WiFi routers are on their way. The Basadours Inc., a story-telling group, welcome Osmeña's move. We are happy to learn of this recent development coming from the Cebu City Government, through City Mayor Tomas Osmena, concerning our very own Cebu City Public Library and Information Center, the group said. We look forward to this development with excitement as we further our cause to help spread the love for reading through our storytelling and literacy development activities, which are primarily held in the Cebu City Public Library and Information Center, they added. Cris Evert Lato-Ruffolo, Basadours vice chairperson, said the library is the group's birthplace. The public library is a venue for learning and discussion. Hence, the recent move to open the library for 24 hours, 7 days a week is an inclusive move of the Cebu City Government to provide a venue for students to study. I hope students will take advantage of this opportunity, she told GMA News Online. I hope they will treat the library as a sacred place for study. I hope that they will keep in mind that having the library as a venue to study is a privilege that is given to them, she added. Casa Gorordo Museum was originally a private home. Later it was purchased by the Gorordos, one of Cebu's leading families, and served as the residence of the archbishop of Cebu. The lower part of the house has walls of Mactan coral stone and the upper-storey living quarters are pure Philippine hardwood, held together with wooden pegs. Inside the renovated building there's fine antique furniture plus paintings.

Subsequent to the creation of the Human Rights Violations’ Victims Memorial Commission (HRVVMC) that has a primary role of establishing, restoring, preserving and conserving a museum in honor of the victims of human rights violations during the Marcos regime, President Benigno S. Aquino III led the launching of the Freedom Memorial Museum that will be built inside the compound of the Ninoy Aquino Parks and Wildlife Center in Quezon City.
One of the highlights of the event was the presentation of materials for inclusion in the virtual time capsule. The first material, “Freedom is Ingrained in Every Filipino,” an infographic from the time of Lapu-Lapu, was presented by Philip Suzara who was a human rights victim during martial law.
The second material was presented by Doris Nuval, a freedom fighter and a political prisoner during the dictatorship. “The Cost of Freedom under a Repressive Regime” shows still photos from the protest period.
The last material, with the title “What Freedom Means Today and for the Future,” and a combined artwork from a group of children, was presented by Aika Robredo together with two students who participated in the artwork making activity, Yanna Santos and Veronica Crisanto.
In his speech, President Aquino stressed the negative effects of martial law in the lives of its victims and in the country’s economy. He said that the museum would serve as a reminder of the “dark chapter” that the country experienced under martial rule, as well as the heroism of the Filipino people who fought for the nation’s freedom. Through the museum, he added, the lessons from this period can be imparted to the youth so that this chapter will never happen again.
The President said, “Hawak ninyong mga kabataan ang inyong kinabukasan. Patuloy sana kayong mamulat, makilahok at makiambag sa pagsisikap naming itaguyod ang mas magandang bukas para sa inyo at sa ating lahat. Sa Daang Matuwid, may gobyerno nang tunay na kakampi at nagmamalasakit sa taumbayan; may gobyerno nang isinusulong ang katarungan at ang kapakanan ng mas nakararami. Ang hamon sa bawat isa: ituloy ang labang nasimulan sa EDSA. Ipaglaban natin ang kalayaang kay tagal nating minithi at ang katuparan ng ating pangarap.”
After his speech, President Aquino led the locking of the virtual time capsule that signaled the launching of the Freedom Memorial Museum and indicated that the digital vault has already been locked for the next ten years. He was joined in the ceremony by Environment and Natural Resources (DENR) Secretary Ramon Paje, National Historical Commission of the Philippines (NHCP) Chairperson Maria Serena Diokno, Commission on Higher Education (CHED) Chairperson Patricia Licuanan, Commission on Human Rights (CHR) Commissioner Karen Lucia Gomez-Dumpit, National Commission on the Culture and the Arts (NCCA) Chairman Felipe De Leon, Education (DepEd) Undersecretary Mario Deriquito, and University of the Philippines (UP)-Diliman Librarian Professor Chito Angeles.
The establishment of the HRVVMC is stated in the Human Rights Victims Reparation and Recognition Act of 2013 (RA 10368) that recognizes the heroism and sacrifices of the victims of human rights violations during the Marcos regime, and acknowledges the government’s obligation to provide reparation to them and to their families.
The soon-to-be-built museum will have facilities such as an auditorium or theater with a seating capacity of more or less a thousand, smaller function rooms for meetings and workshops, an outdoor performance area, an art gallery, a serenity garden, a dining area and a souvenir shop.

Doctor Suga Sotto-Yuvienco, the first woman surgeon of Cebu and lone female councilor in the pre-EDSA City Council authored the ordinance instituting the Cultural Historical Affairs Commission more known as CHAC. The office is housed at the second floor of the Rizal Memorial Building. The first floor houses the city library. City Ordinance No. 1098 was enacted on March 30, 1981.
Another legislation of Dr. Suga, who was a member of the city council from Mach 1980 to March 1986, was the “Ordinance providing funds for the Home Development Mutual Fund to provide housing for qualified government employees of the City of Cebu otherwise known as Pag-Ibig Fund.” She also authored the ordinance regulating and controlling the discharge of industrial and other wastes into the atmospheric air or body of water within the territorial limits of the City of Cebu.
On April 16, 1984 she sponsored the approval of the ordinance establishing a residency training program at the Cebu City Hospital. It was also Dr. Suga who renamed the Rizal Memorial Library to the Rizal Memorial Library and Museum with City Ordinance No. 1172, which was enacted on July 16, 1984.
She also authored numerous ordinances strengthening and improving the Cebu City Hospital. Doctor Suga also authored the following street-naming ordinances: Abuno Street to Filemon Zapanta Street, Tambis Street to Anunciation B. Aznar Street, Marcelo V. Regner Street and Cesar Filoteo Street.
Doctor Suga was born on February 21, 1919 and died on May 29, 2017. She is the youngest daughter of Don Vicente Yap Sotto of Cebu City and Maria Ojeda of Dumanjug, Cebu. Her siblings were Galileo, Voltaire, Tagakotta, Britania, Marcelino (nicknamed Nonong, father of Valmar, Vicente “Tito,” presently the Senate President, Marcelino “Maru,” and Marvic “Vic”).
Doctor Suga married Merito who was also a surgeon, their children were Minerva, Merito, Eugene, Christopher, and Jose Mari. Doctor Suga is the also the founding president of the Zonta Club of Cebu 1 and the Cebu Chapter of the Philippine Obstetrical and Gynecological Society. She spearheaded the establishment of the “Pink Room,” the women and children’s crisis center within the compound of the Vicente Sotto Memorial Medical Center, the only center of its kind outside of Manila.

José Protasio Rizal Mercado y Realonda, widely known as José Rizal
(Spanish pronunciation: [xoˈse riˈsal]; June 19, 1861 – December 30, 1896), was a Filipino nationalist and polymath during the tail end of the Spanish colonial period of the Philippines. An ophthalmologist by profession, Rizal became a writer and a key member of the Filipino Propaganda Movement which advocated political reforms for the colony under Spain.
He was executed by the Spanish colonial government for the crime of rebellion after the Philippine Revolution, inspired in part by his writings, broke out. Though he was not actively involved in its planning or conduct, he ultimately approved of its goals which eventually led to Philippine independence.
He is widely considered one of the greatest heroes of the Philippines and has been recommended to be so honored by an officially empaneled National Heroes Committee. However, no law, executive order or proclamation has been enacted or issued officially proclaiming any Filipino historical figure as a national hero. He was the author of the novels Noli Me Tángere and El filibusterismo, and a number of poems and essays.
