The Future of School Funding in Australia: The Hon Peter Garrett
This seminar was presented by the John Curtin Institute of Public Policy (JCIPP), Curtin University on Thursday 19th April 2012.
Chapter markers:
0:00 - Chapter 1 - Introduction - Prof John Phillimore, Executive Director, JCIPP
0:57 - Chapter 2 - Prof Jeanette Hacket, Vice-Chancellor, Curtin University
6:08 - Chapter 3 - The Hon Peter Garrett AM, MP
29:23 - Chapter 4 - Question and Answer session
Well educated children are critical to Australia's future prosperity. Access to a high quality education, regardless of school or a student's personal circumstances must be the goal of future education reforms. The most comprehensive independent review of school funding in almost 40 years -- the Gonski Review -- has told us that the current approach doesn't work. Minister Garrett is leading the Gillard Government's response by pursuing a new approach to school funding that is fairer, more transparent and better focussed on improving educational outcomes. Minister Garrett will outline the key opportunities and challenges from this reform and discuss why the advice in the Gonski Review cannot be ignored.
About the Speaker: Peter Garrett was elected as the Labor Member for Kingsford Smith at the 2004 federal election. In 2007, he was appointed Minister for the Environment, Heritage and the Arts following the election of a Federal Labor Government on 24 November. On 8 March 2010, following a restructure of the Department of the Environment, Peter was sworn in as Minister for Environment Protection, Heritage and the Arts.
Following the 2010 federal election, Peter was sworn in as the Minister for School Education, Early Childhood and Youth on 14 September 2010.

MATIN & COLLE SINGING DONT YOU BLAME IT ON THE MOON
FAIRBRIDGE FESTIVAL 2018
Martin & Coole are a contemporary folk swing blues duo from Beaconsfield in Western Australia featuring the songs of Jonathan Cope and Emma Birkett.
Their debut album titled ‘The Roaring Gimlet’ was launched in March 2017 with two sold out shows at the Kidogo Arthouse at Bather’s Beach in Fremantle.
The album was recorded live and acoustic at Shanghai Twang studio on 14 & 15 January 2017 and features ten original tracks blending acoustic folk, swing, country, blues, and bluegrass music influences.
The Martin & Coole sound of Jon and Emma’s close vocal harmonies, guitar, ukulele and mandolin is embellished with diverse acoustic instrumentation including dobro, banjo, violin, harmonica, double bass, plus the yangqin, the traditional Chinese hammer dulcimer.
The songs are generally set in a local West Australian context sharing modern and old stories; like the true tale about a friend that spent a night in a maximum-security prison for not wearing his bicycle helmet; a FIFO (Fly-in Fly-out) widow’s lament; or the trad style folk ballad about Goongarrie, a Goldfields ghost town out near Lake Ballard in central Western Australia.
Martin & Coole are a contemporary folk swing blues duo from Beaconsfield in Western Australia featuring the songs of Jonathan Cope and Emma Birkett.
The duo has played music together for many years; mostly in their backyard studio, their kitchen, the local café, folk clubs and some local music festivals, and their comfortably diverse repertoire is essentially the ‘house music’ of their musical home.
The Martin & Coole sound is influenced by a blend of acoustic music genres including contemporary and traditional folk, classic swing, jazz, Celtic, soul, country, blues, bluegrass and specific world music styles.
Jonathan Cope is a singer/songwriter that plays guitar, mandolin, cittern and harmonica. He has been a founding member of innovative West Australian bands including ‘Fling’ (WAM’s Best World Music Act 1997), Blue Celts, Fo’c’s’le Firkins, Car Thieves and The Last Supper Club, with whom he has recorded various albums and toured extensively throughout Australia, Europe and Asia.
His professional background is working in multicultural arts, community arts and cultural development, including independent arts organisations; Kulcha Multicultural Arts of Western Australia, the Film & Television Institute WA Inc and Deckchair Theatre, plus government cultural development roles. He is the founder of the specialist arts agency Kaleidoscope Multicultural Arts Management that promotes culturally diverse artists and musicians in Western Australia.
Emma Birkett is a singer and musician with a love for classic swing, folk and blues. She plays ukulele and percussion and has worked with several Fremantle and Margaret River-based bands including the Trio Alegra band and Billboards in Space. She also has a flair for making wearable art including creative felt hats and handmade glass bikinis.
As Martin and Coole, they recorded their debut album ‘The Roaring Gimlet’ in January 2017 at Shanghai Twang studio with top acoustic musicians; Ian Simpson (dobro, banjo, guitar), John Perry (double bass), Rob Zielinski (violin), Xiao Xuan (yangqin) and Malcolm Mah (double bass).

Craig Sinclair playing his ellis left handed electric acoustic guitar
Craig Sinclair (acoustic and lap steel guitars, vocals) combines crisp fingerstyle slide guitar playing with soulful vocals and contemporary original folk-blues songwriting. Based in Fremantle, Western Australia, the rootsy and distinctly Australian angle on these songs is always at the forefront. Craigs playing style has been likened to blues players like Kelly Joe Phelps and Jeff Lang. This is timeless folk-blues music, which draws on many rich traditions, but in the end answers to itself. Craig began gigging on the Fremantle pub scene in 2003, playing folk and delta blues music. Some chance encounters with various musicians (including stumbling into a life changing Kelly Joe Phelps concert during the 2004 International Guitar Festival in Bath, England) ignited a passion for the country blues guitar style. This was the catalyst for a large volume of original blues songwriting, and Craig returned to Perth in late 2004 with a fresh sound and inspiration. A solo act began to emerge, and from the teeth cutting process at small pubs and cafes, Craig progressed to gigging regularly at major venues and events including Mojos, Kulcha, Fremantle Arts Centre, Perth Blues Club, Mundaring Folk Club, The Brookton Music Festival, EarthDance Festival and Fairbridge Folk Festival. These shows have seen him support established touring acts including Hat Fitz, Mike Elrington and Simon Phillips Trio. He has appeared on stage with many of Perth's local musicians as a lap slide guitarist, including Khin Myint, Simon Nield and Blue Shaddy, as well as an impromptu open mike performance with international superstar Jeff Martin (The Tea Party) during his time in Fremantle in 2005. Craigs debut solo album, Stones Beneath The Surface, was released in May 2006 and launched in front of his home crowd in Fremantle to a packed house at Mojo's Music Bar. Since then it has been featured on RTR FM as well as receiving extensive airplay on community radio stations around Australia.
This release was followed up with a live album of new original material entitled Barefoot Ballads in December 2007. Recorded in an art gallery just a stones throw from the Indian Ocean in Fremantle, this album captures an artist in his element as a solo performer. The song Rusting Armour was a finalist in the 2007 WAM Song of the Year (folk/world category) while the song Lara Clare was awarded first prize in the 2007 WAM Song of the Year (blues/roots category) (click here to listen). This album has already been picked up by the ABC and early press reviews have been glowing in their praise: a quite exceptional recording by a wonderful artist (Drum Media Perth).
an impressive debut album (The Fremantle Herald)
a talented local singer and guitarist with some fascinating lyrics and wonderful melodies... returns to popular acclaim (Mundaring Folk & Blues Club)
Stones Beneath the Surface, Craig Sinclairs debut solo album, is a left-handed, bluesy tour through the mind of a very talented guitarist and songsmith. It opens with some beautiful guitar picking, which sets the mood for the whole album and describes Craigs art perfectly; modest, restrained and soulful. (Cran Herlihy, KCR 102.5 FM)
This is an artist who capably attracts music lovers to his well-structured songs, talented guitar-playing and smooth vocals. Our lives become all the richer by hearing the Craig Sinclairs of the world. Time for you to seek him out. (Derek Cromb, TWIN CITIES 89.7 FM)
a guitar virtuoso (Eric Bogle)
it's refreshing to see something this honest and individual in the modern day blues and roots genre (Mike Elrington)
