The Nightmare World of Gang Stalking
More than 10,000 people worldwide claim they're the victims of a vast organized surveillance effort designed to ruin their lives, a phenomenon known as gang stalking. Mental health experts see gang stalking as a symptom of paranoia, but the self-identified victims who insist what they're experiencing is real have come together online and in support groups to share their stories.
VICE met up with a handful of Americans who claim their lives have been derailed by gang stalking to understand what serious consequences the phenomenon presents. Then we hear from Dr. Josh Bazell, one of many physicians who believes the victims of gang stalking are experiencing dangerous delusions that could be treated by mental health professionals.

DigiPres Open Plenary: Digital Preservation Opening Plenary
Please join us for our opening plenary. A brief introduction to the event will be followed by updates to NDSA’s Strategic Plans and then the 2019 Innovation Awards.
We will kick off the conference with a keynote from Alison Langmead entitled, Sustainability Is Not Preservation.
The ongoing sustainability of digital projects is of critical concern to both project creators and stewards alike, and while much of the conversation in and around digital sustainability practices takes place in arenas adjacent to, or connected with, digital preservation, it is increasingly important to be purposeful about identifying the appropriate use cases for each of these approaches. In this talk, Alison Langmead will discuss her experiences co-creating and working with the Socio-Technical Sustainability Roadmap (STSR). Having now presented a two-day version of this sustainability workshop with over 100 people in six locations across the United States, the STSR team has become even firmer in their conviction that, for sustainability practices to be successful, project leaders must keep the changing, socially-contingent nature of both their project and their working environment(s) consistently in mind as they initiate, maintain, and support their own work. We feel that this approach constitutes a break from traditional preservation practices and standards that assume, and in some cases require, unchanging fixity from preserved digital products for an indefinite period into the future. Sustainability planning, by contrast, flourishes best when the fluid, changing nature of contemporary digital practices and products are accepted, and the possibility of a project retirement date is assumed. This rupture can mean that, for users to take up digital preservation practices, they must significantly modify workflows and (even) goals, but it can also mean that these users do not take up preservation practices at all, finding them impractical for their purposes.

Lincoln's Ghost Train | Behind the Haunting #007
In this live video we will dive deep into the paranormal claims and reports about the ghostly apparition of the entire train that was used to transport President Abraham Lincoln from Washington D.C. back to Springfield, Ill. a.k.a. Lincolns Ghost Train (1865).
There are varying accounts of spectral funeral train sightings (Lincolns Ghost Train) of the old Union silently traveling through the night. Those who have seen the vision report that they have seen a train car draped in black housing a casket surrounded by mourners guarded by skeletal remains dressed in blue uniforms. The smoke stacks billow and bells clang but not of this time and place. A popular version of this story is one that has been retold many times stemming from a quote in the Albany Evening Times. This version is taken from The Pittsburgh Press (1978).
The train (Lincolns Ghost Train) always appeared in Albany on April 27th, the anniversary of its first passing. Track walkers and section hands would sit along the railroad tracks in the early evening of the fateful day and wait for the ghost train to come into view. At midnight—always at midnight—the engine would emerge from the darkness, moving silently down the track with black crepe flowing from its sides and emitting faintly audible sounds of funeral music.
The phantom train (Lincolns Ghost Train) would glide over a black carpet that appeared to cover the tracks, while spectral solders in blue uniforms, of the Union army trotted along side it. As the apparition moved down the tracks, it would fade from view over some phantom horizon

Meet the 2018 Loeb Fellows: Matthew Mazzotta
Matthew Mazzotta is a public artist who works at the intersection of art, activism, architecture, design, and urban planning as well as ethnography, community building, and local government. In his public art and design-build projects he focuses on the power of the built environment to shape our relationships and experiences. His community-specific public projects integrate new forms of civic participation and social engagement into their planning processes and reveal how the spaces we travel through and live within have the potential to become distinct sites for intimate, radical, and meaningful exchanges.
Mazzotta launches his projects with temporary public spaces for listening or Outdoor Living Rooms as a way to capture voices from local residents. Stemming from this approach are participatory places that involve people from a range of backgrounds coming together to create new models of living that contribute to local culture beyond the economic realm. These efforts have resulted in over a dozen community-specific public art and projects in the US, Europe, Asia and the Middle East. Matthew received his Bachelor in Fine Arts from the School of the Art Institute of Chicago and his Master of Science in Visual Studies from the Massachusetts Institute of Technology’s program in Art, Culture and Technology.
During his Loeb year he will develop a Social Practice Research Lab that can analyze precedents and strategies in creating community-specific public works, as well as ethical issues related to gentrification, equity, changes in social dynamics, cultural erasure, and loss of authenticity.
