Four Ideas to Improve U.S. Tax System
Vanderbilt tax expert suggests looking to our roots
NASHVILLE, Tenn. – The United States tax system could be improved by going back to its constitutional roots as a tax on upper classes that doesn’t apply to working class families, says a tax expert from Vanderbilt Law School.
“When our income tax system started, it was meant to be a tax on success,” said Beverly Moran, a professor of law and sociology and a leading tax scholar. “Only 2 percent of people in the country were ever supposed to file, and only 1 percent were supposed to pay.”
CLASS TAX TO MASS TAX
That theory died with World War II, “when the income tax went from being a class tax to a mass tax,” Moran says.
Decades later during the Reagan administration, tax rates on the highest incomes were reduced shifting more of the burden on the less wealthy.
FOUR IDEAS TO IMPROVE THE TAX SYSTEM
Acknowledging that it’s unlikely that the tax code will be reversed back to its pre-World War II status any time soon, Moran suggests four ideas that would make the tax code fairer for everybody.
1. Integrate the taxes on gifts, estates, income, corporations and shareholder-level income into one overall tax, in the process eliminating loopholes used by wealthy people to avoid paying taxes.
2. Equalize the tax rates between ordinary income and capital gains income, instead of taxing capital gains at a lower rate.
3. Remove the cap on social security taxes, so that high-income people continue to pay the tax on all their income.
4. Decrease pressure on the IRS to audit poor people.
“If the largest tax payers would be audited with the same enthusiasm as the poorest tax payers, that would be a way to make things easier and at least have people be less scared,” Moran said.

13 year old girl charged with murder after stabbing friend during sleepover
Police have charged a 13-year-old suspect with murder for the stabbing death of a Fort Worth teenager.
Nylah Lightfoot, 14. was stabbed Tuesday morning at an apartment complex on Peyton Lane in South Fort Worth.
Family members say Nylah was spending the night at the suspect's house and they got into an argument. The female suspect pulled out a knife and stabbed Nylah several times, police said.
Nylah was taken to the hospital but did not survive. The medical examiner said she died from a stab wound to her neck and chest.
Fort Worth police are not identifying the suspect since she is a minor. She only wore handcuffs when she made her initial appearance before a judge on Thursday. They were attached to a belt that was secured around her waist.
The judge ruled the 13-year-old would not be released to her parents or anyone else and she will stay in juvenile detention.
Anntoinette Carter says her daughter and the 13-year-old murder suspect were on and off friends. She says the 13-year-old wanted to spend the night with Nylah. When Carter said no, the friend insisted Nylah come over and get clothes she'd left at the suspect's apartment.
“My baby was the sweetest little girl here. She didn't bother nobody,” Carter said. “ She made straight As. She was friends with everybody.
Carter became emotional as she described a confrontation that turned into a physical fight between the two teenage girls.
“She whooped you. You should have accepted it,” the mother said. “No, you had to go back in the house and get a knife and stab and kill my baby. Now, I'm daughterless. My heart feels like it's been ripped out and stomped on.
The parents of the 13-year-old were at the detention hearing but didn't want to talk.
Trent Loftin is a juvenile court attorney not associated with this case. He says because the girl is 13, she cannot be certified as an adult.
“At the age of 13 years old, you're within the parameters you can definitely be sentenced to prison for a long time,” he explained.
Nylah’s grandfather, Dwight Roberts, says this has devastated his family.
“Tore it up,” he said. “But it brings you together. Know what we need to do. This is a wakeup call for everybody.
“She didn't give me no problems. She was my backbone,” Carter said. “She helped me with everything. For her to do this to her, it's just wrong.
The attorney for the 13-year-old isn't ready to comment on camera but says eventually this case will have to go to a grand jury as part of the legal process.
According to the Crowley Independent School District, Nylah had just finished her eighth-grade year at H.F. Stevens Middle School. Classes ended Friday for summer vacation.

This documentary details Lee Trevino's victory in the 1971 U.S. Open Championship at Merion Golf Club in Ardmore, Pa., and his unusual journey to the top of the game. Trevino, a fan favorite, defeated Jack Nicklaus in an 18-hole playoff to win his second U.S. Open title. Trevino overcame a four-stroke deficit entering the final round to force the playoff, which is famously remembered for Trevino breaking the ice beforehand with a rubber snake.

Back Up Gun Nationals, the Peacemaker & New Colts | Shooting USA
It’s the match limited to the guns people actually carry. Competitors shoot small autoloaders and five-shot revolvers throughout scenario-based courses of fire at the Smith & Wesson Indoor Ranges in Massachusetts. The Smith & Wesson IDPA Back Up Gun National Championship is the best possible practice for a real-life emergency.
Plus, Colt re-launches the company with new guns now focused on serving civilian customers. Shooting USA heads to Arizona’s legendary ranges at Gunsite to see how Colt is about to recover lost ground in the market.
And, we take a look back at the revolver for soldiers and civilians made famous by Hollywood. The 1873 Single Action Army, an icon of America’s frontier, is one of History’s Guns. Tune in to Outdoor Channel for more.

Thomas Woltz, “Threatened Landscapes: Designed Countermeasures of N. B. W. Landscape Architects”
Public parks are a source of civic identity for the communities they serve – inclusivity and authenticity are crucial. Similarly, memorials are bastions of democratic exchange and act as repositories of our cultural past and evolution. Thomas Woltz will present projects from the portfolio of Nelson Byrd Woltz Landscape Architects (NBW) that demonstrate the power of the firm’s research-based design to reframe our relationship with civic, ecological, and cultural systems within the public realm. Lastly, Thomas will present NBW projects that prioritize the ecological health and resilience in agriculturally productive landscapes and reveal surprising connections between these typologies.
Over the past two decades of practice, landscape architect Thomas Woltz has forged a body of work that integrates the beauty and function of built forms with an understanding of complex biological systems and restoration ecology. As principal of Nelson Byrd Woltz Landscape Architects (NBW), a 45-person firm based in Charlottesville, Virginia and New York City, Woltz has infused narratives of the land into the places where people live, work and play, deepening the public’s enjoyment of the natural world and inspiring environmental stewardship. NBW projects create models of biodiversity and sustainable agriculture within areas of damaged ecological infrastructure and working farmland, yielding hundreds of acres of reconstructed wetlands, reforested land, and flourishing wildlife habitat.
Presently, Thomas and NBW are entrusted with the design of major public parks across the United States, Canada and New Zealand, they include Memorial Park in Houston, Hudson Yards in New York City, NoMA Green in Washington DC, Cornwall Park in Auckland, the Aga Khan Garden in Alberta, Canada, and three parks in Nashville, including Centennial Park.
In 2013 was named Design Innovator of the Year by the Wall Street Journal magazine and in 2017 Fast Company named Woltz one of the most creative people in business.

SUMMARY
=======
John Bell Hood (June 1 or June 29, 1831 – August 30, 1879) was a Confederate general during the American Civil War. Hood had a reputation for bravery and aggressiveness that sometimes bordered on recklessness. Arguably one of the best brigade and division commanders in the Confederate States Army, Hood gradually became increasingly ineffective as he was promoted to lead larger, independent commands late in the war; his career and reputation were marred by his decisive defeats leading an army in the Atlanta Campaign and the Franklin–Nashville Campaign.
Hood's education at the United States Military Academy led to a career as a junior officer in both the infantry and cavalry of the antebellum U.S. Army in California and Texas. At the start of the Civil War, he offered his services to his adopted state of Texas. He achieved his reputation for aggressive leadership as a brigade commander in the army of Robert E. Lee during the Seven Days Battles in 1862, after which he was promoted to division command. He led a division under James Longstreet in the campaigns of 1862–63. At the Battle of Gettysburg, he was severely wounded, rendering his left arm useless for the rest of his life. Transferred with many of Longstreet's troops to the Western Theater, Hood led a massive assault into a gap in the Union line at the Battle of Chickamauga, but was wounded again, requiring the amputation of his right leg.
Hood returned to field service during the Atlanta Campaign of 1864, and at the age of 33 was promoted to temporary full general and command of the Army of Tennessee at the outskirts of Atlanta, making him the youngest soldier on either side of the war to be given command of an army. There, he dissipated his army in a series of bold, calculated, but unfortunate assaults, and was forced to evacuate the besieged city. Leading his men through Alabama and into Tennessee, his army was severely damaged in a massive frontal assault at the Battle of Franklin and he was decisively defeated at the Battle of Nashville by his former West Point instructor, Maj. Gen. George H. Thomas, after which he was relieved of command.
After the war, Hood moved to Louisiana and worked as a cotton broker and in the insurance business. His business was ruined by a yellow fever epidemic in New Orleans during the winter of 1878–79 and he succumbed to the disease himself, dying just days after his wife and oldest child, leaving ten destitute orphans.
