The winning proposal was a cocoon-like structure designed by Tange Associates. According to Tange, the building's cocoon shape symbolizes a building that nurtures the students inside.
White aluminum and dark blue glass exterior form the structure's curved shell, which is criss-crossed by a web of white diagonal lines earning it the name Cocoon Tower.
A Tange Associates spokesperson stated that their aim was to use the building to revitalize the surrounding area and to create a gateway between Shinjuku Station and the Shinjuku central business district.
The building's design earned the firm the Emporis.com 2008 Skyscraper of the year award.

Shinjuku (新宿区 Shinjuku-ku, New Lodge) is one of the 23 special wards of Tokyo, Japan. It is a major commercial and administrative centre, housing the busiest train station in the world (Shinjuku Station) and the Tokyo Metropolitan Government Building, the administration centre for the government of Tokyo.
As of 2008, the ward has an estimated population of 312,418 and a population density of 17,140 persons per km². The total area is 18.23 km².

The Keiō Line (京王線 Keiō-sen) is a 37.9 km railway line in western Tokyo, Japan owned by the Keio Corporation. It runs from Shinjuku, Tokyo, to the suburban city of Hachiōji. The Keio Line is part of a network with interchanges and through running to other lines of the Keio Corporation: the Keiō New Line, Keiō Sagamihara Line, the Keibajō Line, the Dōbutsuen Line, the Takao Line and the 1,067 mm gauge Inokashira Line.
The Keiō Line concourse is located to the west of the Odakyu line concourse, two floors below ground level under Keio department store. It consists of three platforms stretching north to south. Approximately 720,000 passengers use this section daily, which makes it the busiest amongst the privately owned (i.e. non-JR Group) railways of Japan. This suburban commuter line links Shinjuku to Hachiōji city to the west.

Shinjuku (新宿区 Shinjuku-ku?, New Lodge) is a special ward located in Tokyo Metropolis, Japan. It is a major commercial and administrative centre, housing the busiest train station in the world (Shinjuku Station) and the Tokyo Metropolitan Government Building, the administration centre for the government of Tokyo. As of 2008, the ward has an estimated population of 312,418 and a population density of 17,140 people per km². The total area is 18.23 km².
Geography and neighborhoods
Shinjuku is surrounded by Chiyoda to the east; Bunkyo and Toshima to the north; Nakano to the west, and Shibuya and Minato to the south.
The current city of Shinjuku grew out of several separate towns and villages, which have retained some distinctions despite growing together as part of the Tokyo metropolis.
