City of Owen Sound October 7, 2013 Council Meeting
Mindy Gill, Curator of Collections, Owen Sound Museums, provided Council with details of the 13th annual ceremony honouring the City's local veterans which will take place at the Royal Canadian Legion in Owen Sound on October 20th. Doors open at 1:00 p.m. and the ceremony begins at 1:30 p.m. This year's ceremony recognizes the 60th Anniversary of the Korean War Armistice. Honourees include Tony Gardner, Donald MacIssac, Charles Mann, Harold Martin, Fern McFadden, Alphonse Meyer, Jack Patterson, Jim Patton, Terrence Penton, Charles Stevens, John Stevens, Jack Thompson, William (Ward) Thompson and Lloyd Wilcox.
Richard Thomas, speaking on behalf of the Community Waterfront Centre Committee, addressed Council with a request that it consider keeping the Request for Proposal for the Marine and Rail Museum open and also that Council take a leadership role in discussions to ensure the protection and preservation of community assets. Tom Denholm, speaking on behalf of the Owen Sound Museums' Board, addressed Council to confirm that should Council decide to cancel the Request for Proposal, the Board will keep the museum and its collection in the old CN Train Station. If Council decides not to cancel the Request for Proposal, Mr. Denholm advised that the Board would look for an existing museum to take the Marine & Rail collection. Councillor Adair, who provided notice that he would be requesting that City Council cancel the Request for Proposal process for the CN Rail Station, withdrew his motion. Council recognized the passion and dedication of the volunteers of both the Community Waterfront Centre Committee and the Museums' Board and urged both groups to cooperate and present a unified approach for the future of the Marine and Rail Museum.
The Director of Operations provided a presentation respecting the Owen Sound Transit public consultation process for implementation of a 3-route system. A public meeting will be held on Monday, October 28, 2013 from 2:30 to 5:30 p.m. at the Bayshore Community Centre to gather information. A second public meeting will be held on Tuesday, November 12, 2013 from 2:30 to 5:30 p.m. with location to be determined to summarize comments received from the public, the service provider and to review route options and proposals for bus shelter locations and review next steps. City Council discussed the possibility of keeping the Transit Station open. City Council approved keeping the Terminal open with staff until the 3-route system is in place April 1, 2014 and directed staff to provide a report to Council respecting a Request for Proposal for the Terminal.
City Council directed staff to bring forward a by-law to adopt poll location optical scan tabulators for use in the 2014 municipal election.
Paulette Peirol, Tourism Marketing Coordinator, presented Council with information about the Owen Sound Salmon Tour, a new tourism initiative undertaken by Owen Sound Tourism in partnership with BruceGreySimcoe. More information can be found on the website at greatsalmontour.com

City of Owen Sound August 12th, 2013 Council Meeting
City Council welcomed Virginia Eichhorn, Director/Chief Curator who addressed Council with respect to the off-site Tom Thomson Art Gallery TTAG-You're It! programs, and specifically, this summer's project Window To The World mural being undertaken by local senior high school and university students who will paint a mural on the back wall of the Roxy Theatre. Heather Hughes, Assistant Curator, Tom Thomson Art Gallery introduced the students involved in the project. Bill Murphy, President of Little Theatre Owen Sound (Roxy Theatre) added that the Theatre proudly supports the project as did Morag Budgeon, representing the Owen Sound Artists' Co-op. Billy Goodkat spoke on behalf of the students and provided Council with a PowerPoint presentation of the concept for the mural. City Council approved the project and thanked everyone involved for undertaking and supporting the beautification of the City.
City Council welcomed Richard Thomas of the Community Waterfront Centre Committee (Marine and Rail Museum). Mr. Thomas provided City Council with an update of the group's activities respecting the Owen Sound Marine and Rail Museum including the names of the representatives on the committee, fundraising pledges to date of just under $20,000 and a generous donation by the Owen Sound Transportation Company in the amount of $5,000. The group is working on a website which will be launched shortly at oscwfc.ca.
City Council welcomed John Howard, Manager of Parks and Open Space. Mr. Howard updated Council on the level of infestation in the City of the Emerald Ash Borer which is destroying ash trees here and in various areas around the world. The Emerald Ash Borer arrived in North America from Asia and has no natural predators. Mr. Howard emphasized that the spread of the Ash Borer is a growing problem as humans transport the insect from place to place, usually when bringing in firewood from outside of the Municipality. An inventory of ash trees in the City is being undertaken so that they can be analyzed and prioritized to determine if they can be salvaged.
City Council approved the borrowing upon debenture of $182,892 towards the cost of solar panel installations and $1,258,597 towards the cost of various capital projects.
City Council authorized the execution of an Agreement by the City Manager with the Bluewater District School Board for the maintenance of tennis courts at West Hill Secondary School, pending confirmation of coverage from the City's Insurance Company. City staff will open the tennis courts in the morning and lock them at night.
City Council awarded Request for Proposal 13-15 for the supply, delivery, installation and training of asset management planning software to Public Sector Digest for its proposed solution, CityWide Tangible Assets and CityWide Capital Planning, at a cost of $49,450.00 plus HST.
City Council authorized the execution of an Agreement with the Department of National Defence for the use of the Owen Sound Billy Bishop Regional Airport lands for training exercises from August 19 to 24, 2013.

The third floor assembly hall at the old Owen Sound Collegiate and Vocational Institute was condemned as a fire hazard in 1951, and as it turned out they were right. In May of 1952 the upper floor and other parts of the school were destroyed by fire. Famous students of this school include World War One flying ace Billy Bishop; Agnes Macphail, the first woman elected to the Canadian Parliament; and Dr. Norman Bethune.

In the late 1980's, CN Rail announced that because there wasn't enough business, they would apply to abandon its railways in Grey, Bruce and Owen Sound. This report details a consultants study of the losses the City of Owen Sound would suffer if CN was allowed to abandon its lines.

Built in 1884 by the Canadian Pacific Railway, the Grain Elevators have been a vibrant part of the booming industry in Owen Sound!
In 1911, the Grain Elevators were destroyed by fire and weren't rebuilt again until 1925!
While the Owen Sound Grain Elevators are still in operation today, they are so at a very limited capacity due to the lack of required dredging. It is said that only 2% of the freight ships are able to dock at the grain elevators due to the shallow harbour.

City of Owen Sound October 21, 2013 Council Meeting
Mayor Haswell and Councillor Ian Boddy, Chair of the Community Planning and Heritage Advisory Committee, presented a Facade Grant to Everett Hall of Hallridge Holdings Ltd. for facade improvements to 832-840 2nd Avenue East (Owen Sound Community Living) and to Neil Milne, Hewett & Milne/Owen Sound Academy of Performing Arts for facade improvements to 1049 2nd Avenue East.
Colin Dobell, Founder and Executive Director of the Stop the Drop Campaign provided City Council with an update on the activities and outcomes of the campaign to increase awareness of the low water levels in Georgian Bay. Members of the Georgian Yacht Club were in attendance to support Mr. Dobell's request for Council to take an active role in promoting awareness.
City Council received a presentation respecting the Owen Sound Museums' upcoming Trivia Night fundraiser. The event is taking place on Friday, November 8th at the Owen Sound Royal Canadian Legion Branch #6. Doors open at 6:00 p.m., with the first question at 7:00 p.m. sharp. City Council discussed a legal opinion obtained from the City's Solicitor respecting the integrity of the Request for Proposal process and ownership of the assets forming the collection of the Owen Sound Marine and Rail Museum. The legal opinion was tabled and will be discussed at the next Council meeting on November 4th;
A Public Meeting will be held on Monday, November 4th at 7:00 p.m. (during the Regular Council meeting) under Section 34 of the Planning Act, R.S.O. 990 to consider the Official Plan Amendment and Zoning By-law Amendment applications for 3195 East Bayshore Road.
City Council supports the City's submission of an Expression of Interest for an application under the Small, Rural and Northern Municipal Infrastructure Fund regarding 3rd Avenue East/Grey County Road 15 Reconstruction from 18th Street East to East Bayshore Road, and an application for funding of 50% of the total of the tax funded portion of the project of approximately $1,100,000;
A public meeting, hosted by the City's Operations Advisory Committee, will be held on Thursday, October 24th, at 6:30 p.m. in the Council Chambers at City Hall to discuss 2013-2014 winter maintenance for sidewalks. Maps will be available at the meeting.
The City has started the budget process for 2014. A public meeting to discuss the operating budget will be held on Wednesday, October 30th, starting at 9:00 a.m. at the Bayshore Community Centre. A second meeting will be held on Friday, November 29th starting at 9:00 a.m. to discuss the capital budget and other issues.
City Council was advised that a Welcoming Communities Forum will be held in the Shoreline Room at the Bayshore Community Centre on Friday, November 8th from 9:00 a.m. to 12:00 noon to discuss opportunities for welcoming newcomers and others to the City. There will be free workshops and presentations from other municipalities.
A second public meeting to discuss the City's proposed new Sign By-law will be held in the Council Chambers at City Hall on Thursday, November 7th at 5:00 p.m.
Mayor Haswell invited Council, staff and the public to attend a 'Coffee Break' on Wednesday, November 6th from 8:30 to 10:00 am. hosted by the Mayor at the River Cafe, 986 2nd Avenue East. This is an opportunity for the public to ask questions of the Mayor and Council.
