CHINA: NEW FINANCIAL CITY TO BE BUILT WITHIN SHANGHAI: UPDATE

A new hi-tech financial centre is being built in Shanghai, in the hope that it will one day rival the business districts of Hong Kong, London or New York.
Once known as the Pearl of the Orient, Shanghai in the 1920s and 30s was vibrant and wealthy - until communist rule led to its decline.
But now, with massive Chinese and foreign investment, the city is booming again.
Shanghai's famous riverfront - the Bund.
The grand buildings along the Huangpo are testimony to Shanghai's grand colonial past.
Now 40 years after the stagnation that followed communist rule, a new city is rising on the opposite shores.
The glass and steel high rises will become a new financial district and free trade zone.
Once a vast farmland, Pudong, meaning East of the River, is the brainchild of the late leader Deng Xiao Ping whose economic reforms started the economic boom in the 80s.
Pudong's new area was among the first in China to be granted the status of Special Economic Zone, allowing foreign business to help China's development.
The government has ordered it should one day overshadow Hong Kong and other Asian capitals in a demonstration of China's power.
One man who is witnessing this transformation is 100-year-old Zhu Boquan.
He experienced China's last dynasty, Japanese occupation and the foundation of the People's Republic.
As a former banker, Zhu moved in Shanghai's financial circles for more than half of the century.
He doesn't believe Shanghai's rebirth is a product of the politics in command, as described by Mao Tse Tung.

Dust fills the air from the five thousand construction sites, which employ more than a (m) million migrant workers.
Offices are going up at double the speed of London during its post World War II re-building.
An international airport and a deep water harbour together with extra subway lines will also be constructed.
More than one point seven (m) million square metres of office space has been created, double what is available in Hong Kong's central business district - and far more than demand in Shanghai can justify.
And rents will be twice the levels of Bangkok, Jakarta or Kuala Lumpur.
But to ensure investment, foreign banks were told they must have their headquarters in Pudong if they want to do local currency-business in the city.
It seems to have worked - Shanghai has pulled more foreign investment into China than any of its other cities in the last five years - a total last year of seven point four (b) billion U-S dollars.
Eight foreign banks, so far, have been licensed to carry out transactions on a trial basis after fulfilling the condition to move their headquarters to Pudong.
Among them, the Hong Kong Bank, the Citibank, Industrial bank of Japan, Standard Chartered Bank, International Bank of Paris and Shanghai.
To accommodate them, Shanghai is being equipped with a new telephone system.
The last bait was the move of the Shanghai Stock Exchange to Pudong, to be followed by the Commodity exchanges and key government departments handling foreign investment.
But there is concern about restrictions on trading - and that there is a lack of adequate regulation in some sectors.

Pearl of the Orient is a short film from International Film Distributors, Inc. (likely from the 1950s) that gives viewers a quick tour of the Hong Kong Island. The film opens with a shot of a ferry in Hong Kong’s Victoria Harbor. Viewers see junks with Hong Kong’s sky scrapers in the background. Cars drive past the pier where commuters leave the ferry and walk to the high-rise towers for work. The film shows Victoria City, dubbed the Wall Street of Hong Kong (01:54), a municipal parking lot, a small park, and women watching a newlywed couple be photographed (02:42). Buses drive through the narrow streets. A rickshaw driver pulls his rickshaw next to narrow double-decker trolley cars. People explore a Chinese shopping arcade (04:02). The film shows a great view of Victoria City from the top of Victoria Peak (04:29). From the vantage point, there is a panoramic shot of the island and the harbor. Viewers see North Point (an urban area) and its Happy Valley Racetrack (05:12), as well as a Japanese department store (05:58). A woman steers a sampan on the water (06:14). Footage shows a number of sampans on the water. There are more shots of streets lined with apartment buildings (07:05), and on the slopes rising above the city are dozens of shanties. One of the island’s highlights for visitors is the ornate Tiger Balm Garden, which is now a theme park of sorts (08:01). Next, viewers see Aberdeen, located on the Port of Hong Kong (09:07). Junks and sampans move on the water. Viewers see the lit-up floating restaurants of Aberdeen at night. A boat woman ferries passengers to one of the floating restaurants. The film concludes with footage of Hong Kong’s streets lit up at night (10:45), including one shot of an illuminated fountain.
Hong Kong, officially the Hong Kong Special Administrative Region of the People's Republic of China and commonly abbreviated as HK, is a special administrative region on the eastern side of the Pearl River estuary in southern China. With over 7.4 million people of various nationalities in a 1,104-square-kilometre (426 sq mi) territory, Hong Kong is the world's fourth most densely populated region.
Hong Kong became a colony of the British Empire after Qing Empire ceded Hong Kong Island at the end of the First Opium War in 1842. The colony expanded to the Kowloon Peninsula in 1860 after the Second Opium War, and was further extended when Britain obtained a 99-year lease of the New Territories in 1898. The entire territory was transferred to China in 1997. As a special administrative region, Hong Kong's system of government is separate from that of mainland China and its people overwhelmingly identify as Hongkongers rather than Chinese.

Shanghai (上海;) is one of the four direct-controlled municipalities of China and the most populous city in the world, with a population of more than 24 million as of 2017. It is a global financial centre and transport hub, with the world's busiest container port. Located in the Yangtze River Delta, it sits on the south edge of the estuary of the Yangtze in the middle portion of the East China coast. The municipality borders the provinces of Jiangsu and Zhejiang to the north, south and west, and is bounded to the east by the East China Sea.
As a major administrative, shipping and trading city, Shanghai grew in importance in the 19th century due to trade and recognition of its favourable port location and economic potential. The city was one of five treaty ports forced open to foreign trade following the British victory over China in the First Opium War. The subsequent 1842 Treaty of Nanking and 1844 Treaty of Whampoa allowed the establishment of the Shanghai International Settlement and the French Concession. The city then flourished as a centre of commerce between China and other parts of the world (predominantly the Occident), and became the primary financial hub of the Asia-Pacific region in the 1930s. However, with the Communist Party takeover of the mainland in 1949, trade was limited to other socialist countries, and the city's global influence declined. In the 1990s, the economic reforms introduced by Deng Xiaoping resulted in an intense re-development of the city, aiding the return of finance and foreign investment to the city. It has since re-emerged as a hub for international trade and finance; it is the home of the Shanghai Stock Exchange, one of the world's largest by market capitalization.
Shanghai has been described as the showpiece of the booming economy of mainland China; renowned for its Lujiazui skyline, and museums and historic buildings, such as those along The Bund, as well as the City God Temple and the Yu Garden.

De cette époque coloniale sont restés les nombreux bâtiments néo-classique ou art déco qui jalonnent le boulevard et qui continuent d'abriter banques et administrations... comme l'emblématique bâtiment des douanes, avec son horloge trônant à son sommet.
