MK Occupy Minnesota: Drugs & the DRE Program at Peavey Plaza
Video documentation by local activists and independent media shows that police officers and county deputies from across Minnesota have been picking up young people near Peavey Plaza for a training program to recognize drug-impaired drivers. Multiple participants say officers gave them illicit drugs and provided other incentives to take the drugs. The Occupy movement, present at Peavey Plaza since April 7th, appears to be targeted as impaired people are dropped off at the Plaza, and others say they've been rewarded for offering to snitch on the movement.

Local independent media activists and members of Communities United Against Police Brutality began investigating police conduct around the Plaza after witnessing police dropping off impaired people at the plaza and hearing rumors that they were offering people drugs. We videotaped police conduct and interviewed participants, learning some very disturbing information about the DRE program.
Officers stated on record the DRE program, run by the Minnesota State Patrol, has no Institutional Review Board or independent oversight. They agreed no ambulances or EMTs were on site at the Richfield MnDOT facility near the airport where most subjects were taken. Multiple times, participants left Peavey Plaza sober, returned intoxicated, and said they'd been given free drugs by law enforcement. We documented on more than one occasion, someone being told they were sober by one officer, and then picked up by a different officer, and returning intoxicated.
Given the dangers of impaired driving, there is value in training law enforcement officers to distinguish between the effects of various drugs and several common medical conditions. However, we have captured video footage of instances in which DRE trainees recruited subjects who are not already impaired, and those participants say they were given drugs by the officers.
Although program documents indicate that participants must sign a waiver, there was no indication from any of the participants interviewed that a waiver was offered or obtained. Further, video footage seems to validate the recollections of participants that no medical personnel or ambulance were on site during the observation and testing in Richfield. A DRE officer told one of our investigators that no Institutional Review Board assessment of the program has been made, a requirement of all experiments involving human subjects. Since it's unethical to encourage people to take drugs--whether by giving them drugs directly or enticing them with food, cigarettes, or other rewards (which participants say they were given)--it is unlikely such a program would pass IRB review as it endangers the test subjects.
According to the WCCO article from May 2011, officer trainees in the past have worked with various non-profit organizations to recruit drug users. It would appear now that they are no longer relying solely on this tactic, instead recruiting users directly and, participants say, providing them with drugs. After the sessions, these individuals are then dropped off in public areas without supportive care, creating a public safety hazard. In an example at Peavey Plaza caught on film, an individual who said he's been smoking courtesy of the police for an hour, crossed a line of Minneapolis police barricades, climbed to the top of a large sign and sat 15 feet above the sidewalk swinging his arms and legs in front of a police camera.
Our investigation points to particular efforts to target and recruit youth. Further, law enforcement officers have been taped recruiting people from the Peavey Plaza area of Nicollet Mall and have dropped off a number of impaired individuals at Peavey Plaza. In some instances, Minneapolis police squad cars were present while DRE trainees recruited people at Peavey Plaza. After receiving drugs, some subjects were asked to snitch on the Occupy movement or asked about various people and activities of Occupy, they said. Given efforts by the Minneapolis city council to pass an ordinance designed to restrict access to Peavey Plaza by the Occupy movement, the conduct of DRE trainees points to the possibility that they are working hand-in-glove with Minneapolis police to discredit and disrupt the Occupy movement.
I think most people would be very surprised to have our tax dollars used to get people high, states Michelle Gross, president of Communities United Against Police Brutality. These activities call into question the methods and motives of this DRE training.

Peavey Plaza Home For Occupy And Free Bradley Manning Protest
Occupy Minneapolis is now camped firmly on the patch of grass on the west side of Peavey Plaza. Toni: ?About 15 or 20 are here every night.? Minimum interference from Police, but the camera on the trailer keeps a watchful eye on them.
The occupants go about the business of living.
On the 11th street side of the Plaza, a group of peace activists pleaded for the release of PFC Bradley Manning, a United States Army soldier who was arrested in May 2010 in Iraq on suspicion of having passed classified material to the whistleblower website, WikiLeaks.
He was charged over the following months with a number of offenses, including communicating national defense information to an unauthorized source, and aiding the enemy, a capital offense, though prosecutors said they would not seek the death penalty. Motions for dismissal of one or more of the charges were denied by the judge on April 26.
The Peavey Plaza event is but the latest in a long series of local protests supporting the whistleblower.

MN Occupy Wall Street: Don't Foreclose on the American Dream
Hundreds of Minnesotans marched Friday afternoon from Peavey Plaza on the Nicolet Mall in downtown Minneapolis to tell Wells Fargo and the big banks, ?Don?t Foreclose on the American Dream.? They also presented big banks with a mock bill for $150 billion ? due immediately ? to compensate for federal bailout money the banks received.
?Minnesotans from all walks of life are asking that major banks like Wells Fargo pay their fair share of taxes to protect public services, invest in good jobs and health care for all, and take positive steps to fix the foreclosure crisis,? said the Rev. Grant Stevensen, the Pastor of St. Matthew?s Lutheran Church, President of ISAIAH and spokesperson for Friday?s march.
Since the march was first announced by Minnesotans for a Fair Economy and a coalition of faith, labor and community groups, the Occupy Wall Street movement has galvanized attention to inequality and the excessive political clout of Wall Street and the super-rich.
The march enjoyed the support of a diverse coalition, including OccupyMN, the Minnesota AFL-CIO, Centro de Trabajadores Unidos en Lucha (CTUL), the International Brotherhood of Electrician Workers Minnesota State Council (IBEW), ISAIAH, Jobs Now Coalition, Minneapolis Regional Labor Federation, Merriam Park Neighbors for Peace, Minnesota Public Interest Research Group (MPIRG), Neighborhoods Organizing for Change (NOC), Saint Paul Regional Labor Federation, Service Employees International Union (SEIU), TakeAction Minnesota, United Food Commercial Workers Local (UFCW) 1189, and the Welfare Rights Committee.
The marchers demanded that Wells Fargo fix the loans of two families who are facing foreclosure or struggling with unaffordable home loans: Malcolm LeFever and his wife Cheryl Downey. The marchers asked that Wells Fargo meet with the LeFever/Downey family and Sheronda Orridge, a Saint Paul homeowner, to reach an agreement to that will allow them pay their mortgages at a fair rate and keep their homes.

Occupy Minneapolis Plans to Reoccupy on Saturday
Six months after their campout in front of City Hall began, Occupy Minneapolis protestors plan to reoccupy the city on Saturday, April 7. This time, they'll pitch tents at two locations ? Peavey Plaza on Nicolet Mall in downtown Minneapolis, and in Loring Park south of downtown. After they set camp, the demonstrators will march to the home of U.S. Bank CEO Richard Davis.
Occupy Minneapolis activists Ben Egerman and Sam Richards held a press conference at Peavey Plaza Wednesday to outline their plans. They insisted that the re-occupation of Minneapolis is necessary because things are much as they were in the fall. In the last six months the need for a more equitable and just society hasn't disappeared. People are still being foreclosed upon and thrown out of their homes.
They hope that over 100 occupiers will join them at the two locations this spring and summer and that the Minneapolis Police Department will not kick them out. A city ordinance currently states that Loring Park is closed between midnight and 6 a.m.
We've seen government and police use extreme force against occupy protests in the past, said Egerman. They're gearing up to do the exact same ? preemptively citing park hours as a way to infringe upon our free speech rights. We know that the right to free assembly does not end at midnight, and we plan on exercising those free speech rights just as we would anywhere else. We're talking about public parks: they should be for people to use.
Egerman added that the mild weather this spring should offer the Occupy movement an advantage.
Unlike in the fall, when it was clear that it would become uncomfortable to be outside, there's no real short-term expiration date on this protest. Hopefully we'll be able to set up, camp and throughout the spring and summer, people can come down and we can build from there.
