Esta plaza está situada en el centro de la ciudad y ocupa una cuarta parte de la arena del antiguo circo romano. La plaza está presidida por el edificio del Ayuntamiento de la ciudad, de estilo neoclásico.

Tarragona is a port city located in northeast Spain on the Costa Daurada by the Mediterranean Sea. It is the capital of the Province of Tarragona, and part of Tarragonès and Catalonia. Geographically, it is bordered on the north by the Province of Barcelona and the Province of Lleida. The city has a population of 132,199 (2014). Tarragona is home to a large port and the Rovira i Virgili University. Much of its economic activity comes from a large number of chemical industries located south of the city. The main living heritage is the Popular Retinue, a great parade of dances, bestiary and spoken dances- and the human towers. They specially participate in Santa Tecla Festival. They are so popular in Tarragona and also in all Catalonia that they have got their own home. It is called Casa de la Festa, Festivities House, where you can visit them all the year. A number of beaches, some awarded a Blue Flag designation, line the Mediterranean coast near the city. Tarragona is located near the resort of Salou and the amusement park PortAventura, one of the largest in Europe. The city is served by Tarragona railway station, and is located a few kilometres away from Reus Airport, which has many low-cost destinations and charter-flights (over a million passengers per year). Reus is the second city of Tarragona area (101,767 inhabitants in 2006), known by its commercial activity and for being the place where the architect Antoni Gaudí was born. The city is going to host the 2018 Mediterranean Games, one year later than planned, because of political and economical instability. The Roman ruins of Tarraco have been designated a World Heritage Site by UNESCO. Part of the bases of large Cyclopean walls near the Cuartel de Pilatos are thought to pre-date the Romans. The building just mentioned, a prison in the 19th century, is said to have been the palace of Augustus. The second century Tarragona Amphitheatre near the seashore was extensively used as a quarry after the fall of the Western Roman Empire, and but few vestiges of it now remain. A circus c. 450 metres (1,480 ft) long, was built over in the area now called Plaça de la Font, though portions of it are still to be traced. Throughout the town Latin, and even apparently Phoenician, inscriptions on the stones of the houses mark the material used for buildings in the town. Two ancient monuments, at some little distance from the town, have, however, fared rather better. The first of these is Les Ferreres Aqueduct, which spans a valley about 4 kilometres (2 miles) north of the city. It is 217 m (712 ft) in length, and the loftiest arches, of which there are two tiers, are 26 m (85 ft) high. There is a monument about 6 km (4 mi) along the coast road east of the city, commonly called the Tower of the Scipios; but there is no authority for assuming that they were buried here.

Des de 1997, Tarragona ve acollint regularment en el seu port vaixells militars de l'OTAN i de la VIa Flota dels EUA sense cap control sobre el seu tipus d'armament i amb la possibilitat que alguns siguin de propulsió nuclear.
Joan Miquel Nadal i Lluís Badia, en aquell moment alcalde de la ciutat i president de l'Autoritat Portuària, respectivament, van liderar una campanya que va incloure gestions amb autoritats militars a Washington i a Madrid perquè Tarragona esdevingués seu logística dels vaixells de la VIa Flota dels EUA. L’equip de govern de l’Ajuntament que va mostrar el seu suport a la campanya estava format aleshores per representants de CiU i del PSC.
Els arguments per impulsar la campanya es van basar en suposats beneficis econòmics per a la ciutat. Posteriorment, els arguments han donat pas a d'altres que ens presenten els vaixells de guerra com a garants de suposades operacions humanitàries. Més recentment, uns i altres fan referència a obligacions derivades de convenis bilaterals entre Estats. Abans que els atemptats de l’11-S justifiquessin l’adopció de “mesures de seguretat” i restriccions de les llibertats civils, els arguments esmentats es van barrejar amb l'espectacle de veure màquines flotants sofisticades o comèdies propagandístiques sobre voluntariosos marins que fan tasques socials. Finalment, l'experiència dramàtica de pobles oprimits com l'iraquià i l'afganès, convertits en víctimes de danys col·laterals, mostra la crua realitat i fa caure la disfressa: els vaixells i els seus tripulants no són més que eines de matar.
Les escales que fan les embarcacions estan considerades de rutina, utilitzant els serveis portuaris per aprovisionament i per fer les reparacions que consideren adients, a banda d'operacions més opaques que, és clar, no transcendeixen. En aquest sentit, i com a exemple, ens hem assabentat de transports de tropes utilitzant port i aeroport del Camp de Tarragona, maniobres militars amb instal·lació de campaments al port i transports militars en tren i, com no, de la visita constant de vaixells de guerra provinents d’Irak. La presència dels vaixells de la VI Flota dels EUA i de l'OTAN no ens agrada pel que suposa de militarització de la ciutat; per la nostra disposició a viure sense la protecció dels armaments; perquè no creiem en la força per vèncer sinó més aviat en el diàleg per convèncer, i per la manca d'informació i el secretisme inherent a la lògica militar que, a més, comporten riscos importants per a la població. Pensem que la Pau i la seguretat de les nostres famílies, amistats i veïns són massa importants per deixar-les en mans de polítics que sovint només es preocupen d'aconseguir quotes de poder per posar-les al servei dels seus interessos personals o de grup.
