SIBERIA: VLADIMIR PUTIN VISITS CITY OF IRKUTSK
Russian/Nat
Russia's acting president Vladimir Putin has visited the Siberian city of Irkutsk for a meeting with influential regional governors aimed at improving the region's economic performance.
The tour of an orphanage and memorial, however, had all the hallmarks of an election campaign in the run-up to the Presidential ballot in March.
Putin and Communist party chief Gennady Zyuganov are considered the top two contenders to the country's highest executive post.
Officially, Putin is visiting Siberia as prime minister and acting president, but the trip has all the features characteristics of a campaign stop in the run up to the March 26 Presidential ballot.
After a brief tour of the city, complete with the breathtaking view of Lake Baikal, Putin visited the city's Orphanage No. 1 to hand out gifts to children.
Two children with birthdays received special presents - a coveted Barbie doll for the girl and a radio-controlled toy car for the boy.
Addressing a gathering of Siberian governors and other top executives in the Siberian Agreement Group, Putin said the region is rich in mineral resources and has skilled labour, and yet its economic achievements are still very modest.

The lag is in the quality of life. According to statistics, about four million people live in dire poverty. Their income is below one half of the subsistence level.
SUPER CAPTION: Vladimir Putin, Acting President of Russia
He expressed hope Siberia will be able to turn out high-tech machines and enough farming produce in the near future.
Putin then paid his respects to those who died when a cargo plane crashed in a residential suburb of Irkutsk.
He laid a wreath at the memorial and attended a brief ceremony carried out in keeping with Russian Orthodox Church tradition.

MOSCOW: Scaffolding surrounds the vast clay sculpture-in-progress inside a warehouse on Moscow's outskirts, yet already the statue of Vladimir the Great has caused an outcry as big as the monument itself.
The 24-metre (78-feet) high likeness of the man who brought Christianity to Kievan Rus - the forerunner of modern Russia and Ukraine - is set to tower over the capital, the latest potent symbol in a surge of patriotism taking hold in Russia.
Prince Vladimir is revered as a saint by the Russian Orthodox Church and a hero by others, including the noted sculptor of the work, Salavat Shcherbakov. But not all Moscow agrees.
Vladimir is our founding father Shcherbakov told AFP, comparing the 10th-century leader to America's George Washington or Abraham Lincoln.
He's a figure whom the people, the country, can rely on. And he is important right now he said, working on the ornate robes as Vladimir looms above, right hand raised high ready to hold a cross.

(V) RUSSIA: STATUE UNVEILED
Russian/Nat
VOICED BY: RICHARD VAUGHAN
Russian nationalists, monarchists and fascist right wing supporters gathered at the unveiling of a monument to the country's last Tsar, Nicholas II, near Moscow on Saturday.
An orthodox priest led the diverse grouping of worshippers in a ceremony before unveiling the seven metre high statue.
The new monument will be guarded around the clock after similar stautes of the Tsar were recently blown up by left wing activists.
00:01
In a peaceful setting outside a church near Moscow, the latest statue of the imperal Tsar Nicholas the II ia about to be unveiled.
00:10
On Saturday, those faithful to the Tsar's memory, gathered for a Russian orthodox ceremony to mark the occasion.
00:17
Despite its communist past, there are many in Russia who remain devoted to the Imperial family. The family was murdered by Bolshevik revolutionaries in July 1918.
00:27
But nostalgia for the days of the Tsar is not popular with left wing activists, who have been blamed in recent times for blowing up two statues.
00:36
The new statue will be guarded by cossacks and members of the neo-fascist Russian National Unity movement.
Cast in bronze, it stands seven metres high.
00:44
Supporters are determined this should be a lasting monument to Tsar Nicholas, whose image was banned from display under communist rule.
00:53
UPSOUND (Russian)
The Tsar is power itself - he says, Order, Orthodox belief. For any Russian person the Tsar is a symbol of freedom and power.
01:03
Monarchist groups hope the statue will attract many visitors to the Church of Nicholas the Martyr and help their campaign to make Nicholas a saint.

SUMMARY
=======
The Russian Orthodox Church (ROC; Russian: Ру́сская правосла́вная це́рковь, tr. Rússkaya pravoslávnaya tsérkov), alternatively legally known as the Moscow Patriarchate (Russian: Моско́вский патриарха́т, tr. Moskóvskiy patriarkhát), is one of the autocephalous Eastern Orthodox Christian churches, since 15 October 2018 not in communion with the Ecumenical Patriarch of Constantinople. The Primate of the ROC is the Patriarch of Moscow and all Rus'. The ROC, as well as the primate thereof, officially ranks fifth in the Orthodox order of precedence, immediately below the four ancient Patriarchates of the Greek Orthodox Church, those of Constantinople, Alexandria, Antioch, and Jerusalem. The official Christianization of Kievan Rus' widely seen as the birth of the ROC is believed to have occurred in 988 through the baptism of the Kievan prince Vladimir and his people by the clergy of the Ecumenical Patriarchate whose constituent part the ROC remained for the next six centuries, while the Kievan see remained in the jurisdiction of the Ecumenical Patriarchate until 1686.
The ROC currently claims its exclusive jurisdiction over the Orthodox Christians, irrespective of their ethnic background, who reside in the former member republics of the Soviet Union, excluding Georgia and Armenia, although this claim is disputed in such countries as Estonia, Moldova and Ukraine and consequently parallel canonical Orthodox jurisdictions exist in those: Estonian Apostolic Orthodox Church and Metropolis of Bessarabia, respectively. It also exercises ecclesiastical jurisdiction over the autonomous Church of Japan and the Orthodox Christians resident in the People's Republic of China. The ROC branches in Belarus, Estonia, Latvia, Moldova and Ukraine since the 1990s enjoy various degrees of self-government, albeit short of the status of formal ecclesiastical autonomy. In Ukraine, ROC (represented by the Ukrainian Orthodox Church) has tensions with schismatic groups supported by the current government. The debate over recognition of the Orthodox church in Ukraine as autocephalous has caused tension between the Russian Church and the Ecumenical Patriarchate of Constantinople. The ROC should not be confused with the Orthodox Church in America (OCA), another autocephalous Orthodox Church (since 1970, albeit not universally recognised in this status), that traces its existence in North America to the time of the Russian missionaries in Alaska (then part of the Russian Empire) in the late 18th century, and still adheres to the ROC liturgical tradition.
The ROC should also not be confused with the Russian Orthodox Church Outside Russia (also known as the Russian Orthodox Church Abroad, or ROCOR), headquartered in New York, New York, U.S.A. The ROCOR was instituted in the 1920s by Russian communities outside then Communist Russia, which refused to recognize the authority of the Moscow Patriarchate then de facto headed by Metropolitan Sergius Stragorodsky. The two Churches reconciled on May 17, 2007; the ROCOR is now a self-governing part of the Russian Orthodox Church.
