No. 49 Actualising the Dream becomes a reality
With two years to go until the PyeongChang 2018 Paralympic Winter Games get underway, the first legacy activities for increasing participation in winter Para sports were held.
‘Actualising the Dream’ was developed by the PyeongChang 2018 Organising Committee in partnership with the development arm of the International Paralympic Committee, the Agitos Foundation.
As part of the project, organisers developed 13 programmes under four different streams, all of which aim to raise public awareness of the Games, increase participation in Para sport, grow the profile of the Paralympic Movement and leave a lasting legacy. It takes in all sports on the programme - Para alpine skiing, Para snowboard, Para biathlon, Para cross-country skiing, ice sledge hockey and wheelchair curling,
In January more than 20 alpine skiers, snowboarders, their coaches and guides from seven countries participated in education and training workshops in Stara Planina, Serbia. The first workshop for sport managers also took place.
Each day athletes, experienced and new to the sports, were trained by experts including Serbia’s Jugoslav Milosevic, a Paralympian in alpine skiing who also works with the National Paralympic Committee.
Activities included an introduction to the Paralympic Movement and Paralympic Winter Games, the different kinds of alpine skiing and snowboarding competitions, classification and equipment.
Marko Lenchevsky, 17, an aspiring snowboarder from the Former Yugoslav Republic of Macedonia, said: “Practicing sports has been very important for my rehabilitation process after I lost the mobility of my right arm and leg due to a car accident. Before the accident I wanted to be a professional snowboarder and my goal is to participate in the next Winter Games in Korea 2018. This camp allowed me to get to know the Paralympic Movement in depth and it has been very encouraging to be able to receive instructions of established athletes.”
A month later in February, Austria, Finland, and a team of Belgian and Dutch players, alongside sport managers and coaches, travelled to Novi Sad, Serbia, for the 2016 IPC Ice Sledge Hockey World Championships C-Pool and training camp.
The training included seven players from the European women’s team, who practiced alongside the C-Pool teams and participated in education sessions throughout the week.
Several workshops for sport managers, and athlete and coaches lectures ran alongside the action, including how to develop ice sledge hockey and snow sports within countries.
Austria were promoted to the B-Pool after winning gold, beating Finland 1-0.
“This was great for all the teams because you can only learn and get better by competing,” Austria’s Stefan Eberdorfer said. “Training is one thing, but playing and competing is another.”
The last of the European sessions ran in Tallinn, Estonia, in March. Twenty-five wheelchair curlers and 10 coaches and 10 athletes were trained by the World Curling Federation on and off the ice.
The next sport managers’ workshops will take place in PyeongChang on 25-27 November and will gather 13 Asian countries plus Argentina, Brazil and Chile.
There will be a final session in PyeongChang in March 2017, where an ice sledge hockey technical officials’ course and training camps in cross-country skiing, biathlon and ice sledge hockey will be organised for participants from all over the world.
The Actualising the Dream workshops are the third time the Agitos Foundation has partnered with Games Organising Committees to improve the standard of Para sport around the world. They have also run development activities with the Toronto 2015 Parapan American Games and Rio 2016 Paralympic Games.

Estonia as a Digital Society: From Ideas to Reality
On June 18, Mr. Tanel Sepp, Deputy Chief of Mission at the Estonian Embassy in Washington, D.C., delivered a lecture titled Estonia as a Digital Society: From Ideas to Reality. The lecture focused on how Estonia has become a leader in the areas of cybersecurity and digitalization.
Mr. Sepp began with a brief overview of Estonia's digital history. Regaining independence in 1991 after the fall of the Soviet Union, the creation of Estonia was like building a country from scratch. In 1996, the Tiger Leap Foundation was created to support the teaching of ICT in schools as well as to create public internet access points all over Estonia. Since then, internet usage in the country has grown rapidly. Today, the World Economic Forum 2015 Report ranked Estonia as #2 globally in terms of accessibility to the internet. Approximately 98% of Estonia's transactions are conducted through the Internet.
Estonia became the world's first paperless government in 2001 and held its first online elections in 2005. Government-issued personal ID cards, first issued in January 2002, have presented a major transformation for Estonians: out of a population of 1.3 million, 1.2 million active ID cards exist. These cards contain a SIM card-like chip and can be used for functions ranging from providing personal medical records to filing tax returns. In fact, in 2013, over 95% of income tax declarations were done online.
The 2007 cyberattack carried out by Russia against Estonia took place in two phases, said Mr. Sepp, with the second phase, the main part of the attack, lasting almost three weeks. The attacks, using large botnets, were sophisticated and well-coordinated. The Distributed Denial of Service (DDoS) attacks targeted critical national information infrastructure such as governmental internet-based communications and government websites. The attacks also signaled significant economic loss for the private sector. Calling the attacks disruptive not destructive, Mr. Sepp said data was not stolen and the attack was actually positive for Estonia, as it made the country as a whole focus on cybersecurity and defense issues. As a result of the attack, the government and non-governmental entities worked together to improve Estonia's cybersecurity.
One of the lecture's goals was to illustrate that the 2007 attack was not the beginning of the Estonian government's and peoples' attention to digitalization. The incorporation of the digital into people's lives has been regarded as so successful in this country because of the general consensus among the main forces of society, political elites' commitment to its spread, the appropriate mix of public and private initiative, and the active role of the government. Although another factor in Estonia's success as a digital society is that it had little baggage of previous practices and thus could begin anew when it gained independence, Mr. Sepp maintains this country can be used as a positive example of success in this area for others, including the United States.
Mr. Sepp currently serves as the Deputy Chief of Mission at the Estonian Embassy in Washington, D.C. He has formerly served as the South-Asia Counselor for the 3rd Political Department at the Estonian Ministry of Foreign Affairs, the Chargé d'Affaires for the Special Mission of Estonia to Afghanistan, and the Second Secretary for Civilian Crisis Management for the Permanent Delegation of Estonia to the EU. He holds a Master of Arts degree in International Relations from the Audentes University (currently Tallinn Technical University) and a B.A. from EuroUniversity, Tallinn.

As soon as “Game of Thrones” premiered on HBO back in 2011, it instantly became one of the most popular shows on TV. The series takes place in various fictional locations in the continents of Westeros and Essos, and fans have discovered that many of these places actually exist in real life! If you’ve ever dreamed of taking a trip to these real-life settings, why not take a trip with us instead? We’ll be showing you the real-life King’s Landing, Dorne, the Haunted Forest, and more. This is: 10 Game of Thrones Locations That Exist In Real Life.
One of the most eye-catching scenes in the television show is Daenerys throne room. It includes a massive staircase and a bench for the powerful woman to sit on. While the stairs were built by the show’s production crew, the actual location is called Diocletians Palace in the city of Split, Croatia. And above the city of Split is a place called Fortress of Klis. But “Game of Thrones” fans may recognize it as the shows city-state of Meereen.
