Joanne McNabb became Director of Privacy Education & Policy in the newly created Privacy Enforcement and Protection Unit in the California Department of Justice in 2012. The Unit protects Californians’ constitutionally guaranteed right to privacy through civil enforcement of state and federal privacy laws, educates consumers and businesses, and makes recommendations to the Attorney General on privacy matters.
McNabb is a Certified Information Privacy Professional, with specializations in Government and Information Technology. She serves on the Privacy Advisory Committee to the U.S. Department of Homeland Security and is a Fellow of the Ponemon Institute, a research center on privacy, data protection and information security policy.
From 2001 until 2012, McNabb was chief of the California Office of Privacy Protection, which was a resource and advocate on privacy issues. Before that she worked in public affairs and marketing, in both the public and private sectors, including five years with an international marketing company in France. She attended Occidental College and holds a master’s degree in Medieval Literature from the University of California, Davis.

Keith Tresh is the Chief Information Security Officer for the State of California, and the Director of the Office of Information Security (OIS) at the California Technology Agency. As the director of OIS, Keith oversees California’s statewide information security program to protect state assets and systems against intrusion. He also serves as a liaison to federal, state, and local government entities on cyber security-related matters.
Prior to his appointment with the OIS, Keith served in the California National Guard (CNG) for more than 31 years, including a combat tour in Iraq as the brigade signal officer for the 49th Military Police Brigade in 2005. Among his many assignments at the CNG, he was the chief information officer and director of information management from November 2006 to June 2011. Keith continues to serve his country as a traditional drilling National Guard Officer. He is currently assigned as the Commander of the 115th Regional Support Group in Roseville, California.
Keith holds a Bachelor of Arts degree in Liberal Arts, a Master of Science degree in Computer Information Systems from the University of Phoenix , and a Master of Science degree in Strategic Studies from the United States Army War College.

While walking through the territory of a factory, located in the industrial area of the city, I noticed a weird concrete block with a metal gate on the side of it. I opened it and a ladder climb later I was in a dark, small tunnel leading to an underground bomb shelter/safe house.

The Camp Fire is a Capitalist-Created Disaster
The Chico chapter of the Democratic Socialists of America calls for democratic control of power utilities and an end to the barbarous practices exploiting unhoused and incarcerated communities.The Camp Fire currently decimating a large swath of Northern California started under conditions of critically high wind, low humidity, and dry fuel, but the response to this fire and its aftermath point to a different but equally disastrous situation being fueled by destructive capitalist enterprises at the expense of unhoused and other exploited communities.
Northern California’s energy is supplied by Pacific Gas & Electric, a government-regulated monopoly. They maintain the power plants, and lines that provide electricity to over 5 million Californians, and the pipelines that supply natural gas to over 4 million. But PG&E’s history of poor maintenance and resistance to life-saving infrastructure improvements has forced Californians to pay a steep price for their utilities:
- 1999 Pendola Fire: PG&E caused. Burned 12,000 acres of National Forest, including habitat for endangered species. 76 structures destroyed.
- 2010 San Bruno Gas Explosion: Defective welds cause the failure of a 55-year old pipeline under the city of San Bruno. 8 people are killed.
- 2017 North Bay Fires: PG&E equipment and infrastructure sparked numerous fires across 8 Northern California Counties, burning over 8,000 structures and killing 44 people.
- 2018 Camp Fire: Indications so far point to PG&E infrastructure as the cause of the Camp Fire. So far the town of Paradise has been wiped out, with over 10,000 structures destroyed. The death toll is currently 71 with officials still searching cars and homes for human remains. Over 1200 are missing. It is both the deadliest and the most destructive wildfire in California history.
While this ecological calamity unfolds, the human toll of this disaster has yet to be fully discovered. PG&E has proven it cannot or will not provide Northern Californians with energy safely. The time has come for the state to take over energy utilities and end fossil fuel exploration and development while retooling our infrastructure for green energy.
Just days prior to the start of the Camp Fire, Chico City Council reinstated the anti-homeless Sit/Lie ordinance. Now Chico is flooded with refugees from the Camp Fire disaster and shelters all over town are overwhelmed while night temperatures are dipping into the 30s and 40s, and unhealthy air quality has become a daily concern. Housing is a human right, not a commodity. Regardless of the cause of one’s displacement, all people deserve a safe place to stay every night.
This also comes on the heels of Enloe Medical Center -- a huge complex of medical facilities in Chico -- issuing notices terminating their contract with Anthem Blue Cross. Chico residents insured with Anthem were directed to the nearest medical facility that accepted their insurance: Feather River Hospital in Paradise. In the wake of the complete annihilation of Paradise, Enloe was forced to temporarily accept Anthem Blue Cross policies. This again shows the inhumanity of the for-profit medical insurance industry and the desperate need for Medicare for All.
Lastly, as in all California fires, CALFIRE has deployed thousands of inmate firefighters, paid mere dollars per day. These volunteers leave the confines of prison cells to live in “Conservation Camps” throughout the state. They work year-round on projects of all kinds, and in the summer they are the backbone of CALFIRE’s manual fire labor force. These incarcerated workers face a brutal choice -- work for next to nothing or sit in prison. Upon release they are often blocked from employment by the same agencies that utilized them because of their criminal records. We must end mass incarceration, and the brutal forms of exploitation it perpetuates throughout our society.
The destructive nature of capitalism and the inhumanity of the institutions it perpetuates have been placed in stark relief against the flames of the Camp Fire. The deteriorating infrastructure of private utility companies which may spark the fires, the insurance industry profiting from them, and the mass incarceration complex using incarcerated workers to put them out are elemental to the capitalist system that exists at the expense of all of us. Chico DSA stands in solidarity with all of the exploited communities that the Camp Fire has impacted and resolutely against the few who choose profit over humanity.
