SAN LUIS — Law enforcement officers from around the Valley are helping patrol Costilla Sheriff Gilbert Martinez after two deputies were fired and two others walked off in protest.
According to Amos Medina, one of the fired deputies, problems came to a head in the sheriffs office on Feb. 1 when four deputies presented Martinez with a letter protesting the firing of deputy Jacob Vigil. In the letter they asked Martinez to reinstate Vigil and to get rid of Sgt. James Chavez. The other two deputies involved were Steve Lowrance and Andy Espinoza.
According to a copy of the letter given to the Valley Courier, the four deputies wrote that the difficulty of doing their job is compounded by this constant harassment created by James Chavez due to his failure to show reasonable restraint in his actions and decisions.
Medina, who has been in law enforcement over 20-years and, before his firing, was Undersheriff for Martinez, made the decision to run against Martinez in November after he was fired.
Medina said the way things are being done at the sheriffs office is not right, and he wants to get back to serving the people, not threatening them.
As an example, Medina alleged that Chavez had roughed up and pulled a gun on a couple of prisoners, in defiance of departmental policy.
Its just not how it should be done, Medina said.
Antonio Mondragon has also announced he will be running against Martinez.
A newcomer in the area, Carl Young, is also considering running for sheriff. Young is also motivated by a run-in with Chavez. A retired law enforcement officer from Florida, he and his wife have settled in the Ft. Garland area. I am planning to file complaints with the Federal Bureau of Investigation and the Colorado Bureau of Investigation, he said. I plan to see the district attorney and file assault charges against Chavez.
Young alleges Chavez pulled his taser and threatened to tase him.
I know what it is like to be tased, Young said. That was part of my law enforcement training in Florida. But now I have had open heart surgery, with multiple by-passes. It would kill me if I was tased, but he was threatening to tase me with no probable cause to do so.
Young said he went to see Sheriff Martinez but the sheriff refused to write a report on his complaint against Chavez.
Any time you pull a weapon, whether a primary weapon like a gun or a secondary weapon like a taser, the officer is supposed to write up a report, Young said. That is standard procedure for law enforcement agencies everywhere. But Chavez hadnt even told the sheriff he had threatened me with the taser and it was clear the sheriff was going to take his word over mine.
Alamosa Police Chief John Jackson verified that the APD and other law enforcement agencies around the Valley are sending officers to cover Costilla County.
Their purpose is not to get involved in the politics of the situation but to provide assistance in keeping the peace in the county.
The Valley agencies got together and decided we had to do what we could to keep Costilla County citizens safe, Jackson said.
Crestina Martinez, Costilla County Commissioner from District 3 and past chair of the SLV Board of Commissioners, said the county board does not have any firing or hiring authority over an elected official such as the sheriff. This is an internal personnel matter being handled by the sheriff, Martinez said. We appreciate the support law enforcement agencies across the San Luis Valley have demonstrated.
Phone calls to Sheriff Martinez and Sgt. Chavez have not been answered.
I'd also like to mention that Sgt. Chavez has fabricated evidence in a recent case and was in the paper about that as well.

Medina and Mr. Young, I have known for a while and respect both of these men. The sheriff, on the other hand, someone ought to look into the handwriting to see if the handwriting on the jail test the Sheriff took to become Sheriff, actually matches the Sheriff's handwriting. Rumor has it, he had someone else take that test for him, because he couldn't pass it. I do not know if this is in fact, true, but it is the rumor that is going around among those close to him.
How would that even be possible?
If there is corruption in your area, and you do not act, and get the word out, then you, too, are to blame and when you ask for help and nobody comes to your rescue, it's probably because you let things go on without trying to do the right thing! Take a stand, Believe in something and Get the truth out!

Del Monte Gun Club Shot Gun Shooting Sports Facility
In this video, I interview a few of the Del Monte Gun Club, Board of Directors, a youth member shooter. The Shot Gun, Shooting Sport Club is approaching its 62nd year as a non profit club.
The Del Monte Gun Club was classified as a non-profit corporation on May 28th, 1948 by the Colorado Secretary of state, beginning as a trap shooting facility. The club found it's current location in the late 1960's. In 2002 the sporting clay course was added with the addition of an added building facility for restrooms and eating in 2004. The location is on Alamosa County property which is called the Alamosa Community park.
Presently the shotgun club hosts many shoots during the year which are open to the public. The club also holds shooting and training programs for many groups such as the Green Wings, 4-H groups, Ducks Unlimited and agencies such as the Colorado Division of Wildlife.
The entire operation of the project is manned by volunteer labor from various club members. The membership has multiplied many times over with the new facility and the added shooting clay course and the new tractor pull track. It has opened a window of opportunity to host many state sanctioned shoots with many shooters coming from all areas of the San Luis Valley, the State, and neighboring States, to participate. Many of the shooting locations in the state wait to find out when Del Monte Gun Club sets their annual shooting schedule before they set their own schedule because of the popularity of this course and facility.
The Del Monte Gun Club is now able to accommodate dry camping visitors and those with large RV vehicles with power plug-in capabilities.

Recently supporters of Denver Mountain Parks, Jefferson County Open Space (JCOS) and Great Outdoors Colorado (GOCO) gathered at Red Rocks Amphitheatre Visitor Center to celebrate a century of protected places to play. Denver voters approved the creation of Denver Mountain Parks 100 years ago. Popular votes also created JCOS, celebrating its 40th year as a pioneering open space program, and GOCO, in its 20th year of preserving, protecting and enhancing habitat, parks, trails, rivers and open spaces through a portion of state lottery proceeds.
The foresight of voters and grassroots volunteers has resulted in magnificent parks and places in Jefferson County that residents across the Denver Metro area and visitors from around the world enjoy. GOCO investments are visible statewide, and nearly $30 million in GOCO/Lottery funds have been awarded in Jefferson County since the program's inception.

For years, the Foundation, doing business as the Jeffco Open Space Foundation, has funded field trips for students to enjoy parks in Jefferson County and participate in nature and history programs. Now the Foundation is taking on a larger role as part of a metro initiative to promote the health benefits of enjoying the outdoors.
Parks and health go hand in hand, said Mark B. Johnson, MD, Executive Director, Jefferson County Public Health.
It's a natural conclusion, backed by research. While any exercise is better than none, a growing body of evidence suggests outdoor exercise is the best variety.
An analysis of 11 different studies in the journal Environmental Science and Technology associated outdoor exercise, as compared with indoor exercise, with greater feelings of revitalization, increased energy and positive engagement, together with decreases in tension, confusion, anger and depression. We could all use more of those benefits, especially our young people.
Childhood obesity and diabetes rates are skyrocketing, and unfortunately, Colorado kids are not bucking the trends. According to the Colorado Health Foundation, obesity among the state's youth is growing at the second-fastest rate in the nation.
Nationwide, studies show that children are spending less time outside than ever before. Richard Louv chronicled the growing divide between children and nature in Last Child in the Woods: Saving our Children from Nature Deficit Disorder.
With 62,000 acres preserved by Denver Mountain Parks, JCOS and GOCO in Jefferson County alone, there is no deficit of nature here. And the last child in the woods is more mythical in Colorado than in most states. Yet we have a long way to go to get more children and their families to enjoy all the healthy benefits of the outdoors.
Jeffco Parks is comprised of Boettcher Mansion, CSU Extension, the Fairgrounds, Weed and Pest, and Open Space. Jefferson County Open Space, the largest division, was founded as a land conservation organization in 1972 and preserves natural and cultural resources, provides quality outdoor recreation experiences and promotes sound environmental stewardship. Funded through a one-half of one percent sales tax, the program has protected over 52,000 acres and created 28 regional parks and 227 miles of trails in Jefferson County.
