Mayor Bowser Delivers Second Term Outlook Address, 1/15/19
During her Second Term Outlook Address, Mayor Muriel Bowser announces a series of organizational changes within DC Government, including the establishment of the Office for East of the River Coordination, the Office of the Deputy Mayor of Operations and Infrastructure, a Thrive by Five Coordinating Council, Mayor’s Office of Policy, and an office focused on internal services within the Office of the City Administrator.
“In term two, we’re doubling down on our efforts to make DC Government work better for DC residents,” said Mayor Bowser. “We have some tough challenges ahead and the decisions we make as a community over the next four years will shape the future of DC for years to come. Let’s work together, bring more people to the table, and continue the work of giving every Washingtonian the fair shot they deserve.”
The Office of East of the River Coordination will be led by an executive director who will report to the City Administrator. The office will be responsible for elevating the work and progress begun by the Deputy Mayor for Greater Economic Opportunity.
The Office of the Deputy Mayor for Operations and Infrastructure will ensure there is a sustained focus on maintaining, strengthening, and investing in the District’s infrastructure (built and natural environment) and the delivery of high-quality core government services for existing and new residents and businesses. The Office’s portfolio will include the Department of Transportation, the Department of Public Works, the Department of For-Hire Vehicles, the Department of Consumer and Regulatory Affairs, the Department of Energy and the Environment, the Department of Motor Vehicles, and the Department of Insurance, Securities, and Banking.
Internal Services will oversee those agencies that provide services directly to District government and will be led by a senior administration official. Agencies in this cluster will include: the Department of General Services, the Office of the Chief Technology Officer, the Office of Contracting and Procurement, the Department of Human Resources, the Office of Risk Management, and the Office of Disability Rights, and the Office of Labor Relations and Collective Bargaining.
Mayor’s Office of Policy will be responsible for generating the fresh ideas that allow us to better serve our residents, create forward-thinking change, and support a city that is as innovative as it historic. This office will be located in the Executive Office of the Mayor.
The Thrive by Five Coordinating Council will be responsible for driving progress on initiatives that improve outcomes for mothers and babies in the District. The Council will be led by and executive director and report to the Deputy Mayor for Health and Human Services.
Impeachment Trial Day 9: Last day of questioning comes ahead of pivotal vote on witnesses
The Senate will reconvene Thursday afternoon for the final day of written questions to House managers and President Trump's defense team in his impeachment trial, setting the stage for a crucial vote on witnesses on Friday. Follow Live Updates:

Arlington National Cemetery
Arlington National Cemetery is an American military cemetery established during the American Civil War on the grounds of Confederate General Robert E. Lee's home, Arlington House (also known as the Custis-Lee Mansion). It is directly across the Potomac River from Washington, D.C., north of the Pentagon. With nearly 300,000 graves, Arlington National Cemetery is the second-largest national cemetery in the United States.
The Tomb of the Unknowns, also known as the Tomb of the Unknown Soldier, stands atop a hill overlooking Washington, DC. President John F. Kennedy is buried in Arlington National Cemetery with his wife and some of their children. His grave is marked with an Eternal Flame. His brothers, Senators Robert F. Kennedy and Edward M. Kennedy, are also buried nearby. William Howard Taft, who was also a Chief Justice of the U.S. Supreme Court, is the only other President buried at Arlington.
Other frequently visited sites near the cemetery are the U.S. Marine Corps War Memorial, commonly known as the Iwo Jima Memorial, the U.S. Air Force Memorial, the Women in Military Service for America Memorial, the Netherlands Carillon and the U.S. Army's Fort Myer.
The Pentagon
The Pentagon in Arlington is the headquarters of the United States Department of Defense. It was dedicated on January 15, 1943 and it is the world's largest office building. Although it is located in Arlington, the United States Postal Service requires that Washington, D.C. be used as the place name in mail addressed to the six ZIP codes assigned to The Pentagon.[94]
The building is pentagon-shaped in plan and houses about 23,000 military and civilian employees and about 3,000 non-defense support personnel. It has five floors and each floor has five ring corridors. The Pentagon's principal law enforcement arm is the United States Pentagon Police, the agency that protects the Pentagon and various other DoD jurisdictions throughout the National Capital Region.
Built during the early years of World War II, it is still thought of as one of the most efficient office buildings in the world. It has 17.5 miles (28 km) of corridors, yet it takes only seven minutes or so to walk between any two points in the building.

Rep. Norton & Mayor Bowser Call For DC Voting Rights, 1/5/15
Congresswoman Eleanor Holmes Norton and Mayor Muriel Bowser call for the restoration of an equal citizenship right District of Columbia residents won, but had taken away by House Republicans in the 112th Congress.
Also speaking is Kerwin Miller, a DC veteran, graduate of the US Naval Academy, chair of Norton’s Service Academy Board, and former director of the DC Department of Veteran Affairs.
All call on the House Republican majority to restore the District’s vote on the House floor in the Committee of the Whole in the rules of the 114th Congress.
The Committee of the Whole vote allows Congresswoman Norton to vote on some amendments on the House floor. A revote would occur if such a vote was decisive, but that almost never occurs, and Norton has voted on important amendments, including some affecting the District.

Huge Bill for Marijuana Goes Forward. Should We Legalize All Drugs?
The House Judiciary Committee approved a bill Wednesday that legalizes marijuana on the federal level, removing it from schedule 1 of the Controlled Substances Act.
The legislation, which passed 24 to 10, has a high chance of approval in the House where Democrats control the chamber with 234 seats. It’s likely to face a tougher battle in the Republican-controlled Senate, where Majority Leader Mitch McConnell opposes marijuana legalization.
The legislation allows states to enact their own policies and gives them incentives to clear criminal records of people with low-level marijuana offenses. It also includes a 5% tax on cannabis products that would provide job training and legal assistance to those hit hardest by the war on drugs.
According to the American Civil Liberties Union, marijuana arrests account for more than half of all drug arrests in the United States. U.S. lawmakers on Wednesday repeatedly cited the disproportionate impact drug laws have had on communities of color, adding decriminalizing marijuana helps, in part, alleviate that issue.
“The criminalization of marijuana has been a mistake,” Chairman Rep. Jerrold Nadler, D-N.Y., said during the markup of the bill. “The racial disparity in marijuana enforcement laws only compounded this mistake with serious consequences, particularly for minority communities.”
Some Republican members expressed concerns that the bill went too far and that it was unlikely to be taken up in the GOP-controlled Senate.
I don’t think a majority of the Republicans will support this bill,” Rep. Ken Buck of Colorado said Wednesday. “It is even less likely that the Senate would take it up. Therefore, I would just suggest that we deal with other bills that we can get a much larger bipartisan support from.”
In response, Nadler said that House Democrats can “negotiate” with the Senate, acknowledging Republicans won’t take the bill “as is.”
“I don’t think it’s a good idea ... to say, ‘the Senate won’t take this bill,’” he said. “When the House passes a bill, it’s part of a continuing process. It’s not the end of a process.”
The National Organization for the Reform of Marijuana Laws, also known as NORML, has called the legislation the “biggest marijuana news of the year.”
The bill has more than 50 co-sponsors, according to Congress.gov. Backers of a Senate version of the legislation include, presidential contender Sen. Kamala Harris.
Only 11 states in the U.S. and the District of Columbia have legalized cannabis for recreational use. Medical marijuana, prescribed by physicians, is legal in 33 states and Washington, D.C.
The committee approval comes two months after the House passed legislation that would protect banks that serve marijuana businesses in states where the substance is legal.

Mayor Muriel Bowser released a final report from the DC Housing Preservation Strike Force detailing a proactive, multi-pronged strategy for the District to use in preserving its existing supply of affordable housing. The Mayor also announced the selection of 13 projects that will produce or preserve more than 1,200 affordable housing units across Washington, DC as part of DC’s Housing Production Trust Fund (HPTF).
Mayor Bowser Celebrates 'Made In DC' Store & Café, 10/16/17
As part of #ObviouslyDC Week, Mayor Muriel Bowser celebrates Shop Made In DC, a new brick and mortar store and café stocked exclusively with DC brands and concepts.
The new storefront operation is a collaborative retail extension of the Made in DC program and is made possible through a partnership with the DC Department of Small and Local Business Development (DSLBD), Golden Triangle Business Improvement District (BID), Boston Properties, People Make Place, and Neighborhood Restaurant Group (NRG). Just a few days away from Shop Made in DC’s grand opening, the Mayor made the first purchase in the store.
“Those of us who live and work in DC already know that Washingtonians make tremendous products. Now, Shop Made in DC is giving more DC entrepreneurs the opportunity to sell and promote their brands while growing their customer base,” said Mayor Bowser. “When Washingtonians share their talents and creativity with our city, we want to make sure we are doing all we can to support them. Shop Made in DC just made that a little bit easier to do.”
The unique store features a rotating selection of products designed, crafted, built and made in DC, including jewelry, clothing, paper goods, accessories, furniture, and food products. Starting Thursday, customers can shop DC-made items from brands like DISTRICT of CLOTHING, Hollow Work Ceramics, Milks Letterpress, and Mallory Shelter Jewelry. The in-store cafe features a menu of bagels, bialys, and breakfast sandwiches from Bullfrog Bagels, alongside a coffee program by Small Planes Coffee. Shop Made in DC is the first location for the local coffee roaster and the café will offer a full menu of espresso beverages and cold brew. New concepts Dorjee Momo, nomadic Tibetan cuisine from Chef Dorjee Tsering, and Tortilladora, southwestern tacos and sides by Chef Ed McIntosh, will also share space in the Shop Made in DC café, with their own menus available for lunch and dinner. In addition, a selection of RunningByrd Tea, Misfit cold-pressed juices, Thunder Beast craft root beer, and craft kombucha will be available.
In keeping with the store’s commitment to Washington, DC’s creative community, a soundtrack of DC bands and artists will play in-store. The store will also sell vinyl records from DC artists.
Made in DC is a DSBLD program that aims to support and promote businesses that design, make, produce, and/or assemble products in the District of Columbia. While at Shop Made in DC, Mayor Bowser announced Kristi Whitfield as the Acting Director of DSLBD. Whitfield is an executive, entrepreneur, and urban planner with extensive experience growing and advocating for small businesses. She most recently served as the Director of Public Space Operations at the Downtown DC Business Improvement District where she oversaw operations, homeless services, and public safety. As a former small business owner, Whitfield understands the critical role DSLBD plays in helping to sustain a thriving small business community.
“Under Kristi’s leadership, DSLBD will continue to strengthen our city’s business enterprise and help entrepreneurs in all eight wards uncover new opportunities,” continued Mayor Bowser. “I want to thank Tene Dolphin for her service as interim director and for her continued leadership at DSLBD.”
Whitfield received her bachelor’s degree in sociology/anthropology with a concentration in Black studies from Swarthmore College and her Master of City Planning with a concentration in housing and community development from the Massachusetts Institute of Technology. She lives in Ward 6 with her husband and their two boys.

Mayor Bowser Signs Green Finance Authority Establishment Act, 7/10/18
Mayor Muriel Bowser signs the District of Columbia Green Finance Authority Establishment Act of 2018, officially making Washington, DC the first city in the United States to establish a green bank, an innovative policy tool that seeks to expand renewable energy, lower energy costs, reduce greenhouse gas emissions, and create green jobs.
“Washington, DC is a global leader on environmental issues and by establishing a Green Bank, we will continue to build on the progress that helped us become the first LEED Platinum city in the world,” said Mayor Bowser. “I look forward to working with all of the businesses, non-profit organizations, and residents that will benefit directly from this new tool. Together, we will continue to meet our ambitious sustainability goals while creating high-paying, clean energy jobs for residents in all eight wards.”
Green Banks are capitalized with public funds which are then used to offer loans, leases, credit enhancements, and other financing services to close funding gaps for clean energy projects. Typically, Green Banks invest in mature clean energy projects, including commercially viable technologies, such as solar energy systems, energy efficiency measures, water management systems, and clean transportation infrastructure and equipment.
Green Bank financing enables private capital to fill gaps by reducing real and perceived risk, absorbing transaction costs, and providing private investors the chance to learn about new market opportunities with the security of government partnership. By creating a Green Bank, DC will be able to accelerate the deployment of clean energy technology by removing upfront costs, leveraging private investment, and increasing the efficiency of public dollars.
Establishing a Green Bank is the latest action the Bowser Administration has taken to prepare for climate change and ensure Washington, DC is sustainable and resilient for future generations. In December, the Mayor pledged to make Washington, DC carbon-neutral and climate resilient by 2050. Additionally, since coming into office, the Administration has pledged to uphold the goals of the Paris Climate Accord; launched Climate Ready DC; finalized the largest municipal wind power purchase agreement deal of its kind in the United States; and launched one of the largest municipal on-site solar projects in the country.
