Korea's Provisional Government established in 1919 in Shanghai
And now we're going to take a look back at a critical chapter in Korea's history... that unfolded in a foreign land.
Our Cha Sang-mi tells us about Korea's Provisional Government,... established 99 years ago in Shanghai when Korea was under Japanese colonial rule.
Its goal was to one day leading an independent nation.
On March first 1919, after months of nationwide protests against Japan's ruthless colonial rule, Koreans declared their country free and independent.
With the March first movement as a catalyst, Korean independence activists in Shanghai established a provisional government in April the same year, nine years after Japan forcefully annexed Korea in 1910.
There were at least eight provisional Korean governments in various regions, both domestically and abroad. Among which there were three main ones, namely the government in Shanghai, the Hanseong Government based in Seoul, and the National Council of Korea based in Vladivostok, Russia.
The provisional governments in Korea and Russia were watched closely by Japan, which worked to limit their activity.
That prompted the decision in September 1919... to join the three main ones together... in Shanghai.
Experts say the Chinese city was chosen for geopolitical reasons.
Shanghai was an ideal place for the establishment of the Provisional Government because it was an international city, a commercial and diplomatic hub. Also, it was governed by France at the time, which helped the independence activists carry on their movement out of Japan's immediate sight.
Thirteen years passed in Shanghai, but the Provisional Government had to keep moving to different Chinese cities like Changsha and Guangzhou to evade the constant threat of discovery and the Sino-Japanese war.
The final destination was Chongqing, where they stayed 'til November 1945.
The Provisional Government elected Rhee Syngman as its first president in 1919. An independence activist with a PhD from the United States, he later became the first president of South Korea in 1948.
The last president of the Provisional Government was nationalist Kim Koo, who thought the only way to take back Korea was through armed force.
After independence was won, Kim Koo fought against the country's looming division, until he was assassinated in 1949.
Experts say the legacy of the Provisional Government is the liberal democracy South Korea has today.
It paved the way to self-rule for Korea and its people.
Nine years after the fall of the Korean Empire and its monarchy in August 1910, the Provisional Government was proclaimed. And in 1948, the South Korean Constitutional Assembly held on to the principles of the Provisional Government, which remain in place to this day.
South Korea also owes its official name to the Provisional Government -- the Republic of Korea. It's national anthem, Aegukga, also comes from the same period.

The Korean provisional government was relocated multiple times across China over 27 years since its establishment in Shanghai in 1919. It also joined hands with the U.S. forces to prepare an operation to expel the Japanese from Seoul shortly before Korea's liberation from Japan. Here's a look at the tumultuous 27-year history of the Korean provisional government.
[Pkg]
Korea's first democratic government established in Shanghai… The very first head of state was Doctor Rhee Syng-man, while the post of police minister was taken by politician Kim Koo. Following a heroic deed of independence activist Yoon Bong-gil, the provisional government widely publicized Korea's resolve to achieve independence. To avoid retaliation from Japanese colonists, the provisional government was relocated to Hangzhou, where it trained military personnel to build a foundation for an armed struggle against Japan. That is also when Kim Koo, who was in exile outside of Hangzhou at the time, devised his plan for anti-Japanese resistance.
[Soundbite] Su Meijuan(Kim Koo's Guide) : Kim Koo drafted many documents here. He devised a plan for the future of the Korean provisional government.
Afterwards, the provisional government was relocated to Changsha, Guangzhou and then again to Liuzhou. It finally reached its prime when it was based in Chongqing. Then, the Korean Liberation Army headed by General Ji Cheong-cheon was founded. In 1942, independence activist Kim Won-bong founded the Korean Volunteers Unit. By 1945 it had more than one thousand troops.
[Soundbite] Prof. Sun Kezi(Fudan University, Shanghai, China) : The Liberation Army made the provisional government a government in exile in the true sense of the word, and contributed greatly to the fight against imperialism.
The only thing that was left was the Seoul operation, but just then the Japanese surrendered all of a sudden. Kim Koo was frustrated that his long-time preparation to crush the Japanese had been in vain.
Park celebrates reopening of ex-provisional gov't building in Shanghai / YTN
Following a hectic day to become South Korea's first head of state to attend a mass Chinese military parade in Beijing, President Park Geun-Hye today (Friday) attended a ceremony to reopen Korea's former provisional government building in Shanghai.
The historic building was used by Korea's provisional government for more than a dozen years from 1919 during Japan's colonial rule of the Korean Peninsula.
The reopening of the building was designed to mark this year's 70th anniversary of the Korean liberation from Japanese colonialists.
Park is scheduled to wrap up her three-day visit to China, meeting with the Korean community and attending a Korea-China business forum before her return to Seoul later in the day.
Park has been accompanied by more than 150 South Korean businessmen and leaders of key economic organizations during the current Chinese trip, the largest-ever business delegation for a presidential trip abroad.

President Park marks re-opening of Korean provisional government offices in Shan
Our top story this afternoon,...
President Park Geun-hye, who′s in Shanghai on the final leg of her three-day trip to China, attended a ceremony this morning to mark the re-opening of what used to be the headquarters of Korea′s provisional government during Japan′s colonial rule.
We have our presidential office correspondent Choi You-sun on the line for details.
You-sun.
Mark.
On her final day in China, President Park commemorated Korea′s fight for independence from Japan′s colonial rule, by participating in a ribbon-cutting ceremony at the old offices here in Shanghai, that were occupied by Korea′s government in-exile between 1926 and 1932.
In an address, the Korean president emphasized the significance of witnessing the re-opening of the old headquarters on the 70th anniversary of Korea′s liberation from Japan′s colonization.
She also thanked the Chinese government and the city of Shanghai for their support, including the almost 600-thousand U.S. dollars, that went into renovating the offices.
President Park also had a chance to meet the descendents of Korea′s independence fighters of the colonial period like Rhee Syngman, the first head of the provisional government who would later become Korea′s first president, and Kim Koo, the last head of the government in-exile.
You-sun, President Park talked about emphasizing the need to make right... misunderstandings about the past?
Yeah,... in an interview with the Chinese ruling party′s mouthpiece, People′s Daily, President Park said Korea and China share painful experiences from Japan′s imperialistic aggressions.
She then highlighted the need for countries in the region to work together to move forward based on a correct understanding of history, so that wounds from the past can be healed.
The Korean leader added history is something that lasts eternally and cannot be denied.
Before returning home later today, President Park is scheduled to meet Koreans residing here, and to attend a business forum where investors from both Korea and China will seek new opportunities to expand cooperation.
This was Choi You-sun reporting on President Park′s final day in China.

Building of tile roof which is located between building and apartment forest. This is the last provisional government of the Republic of Korea. Here in Chongqing the provisional government was able to launch the first edition. It was a will to actively oppose Japan without dodging anymore. The Chongqing Provisional Government acted as vigorously as the Shanghai Provisional Government. Through active diplomatic activities, Korea expanded its support for independence and revised the Constitution in preparation for the liberation. The greatest achievement is the creation of the Kwangbok army. I finally got an army with a Taegeukgi in my heart. It is a brilliant achievement of the interim government against Japan against tireless end. The moment of independence of the motherland was approaching one step like that. The phone rang. The annotation rose surprisingly from the seat and jumped into the telephone room and said, 'Outside surrenders.' Ah! I was able to understand how the anti - Japanese struggle was going on. I felt how hard it was to develop an independence movement in it. There will be respect and reverence for history. It makes me think that I should value the present peaceful life. The long exile period of the interim government finally came to an end.
