Miami-Dade County Department of Cultural Affairs
Michael Spring serves as director of the Miami-Dade County Department of Cultural Affairs, where he is responsible for supervision of a public arts agency with an annual budget of more than $53 million and a staff of 100. He represents the Department on numerous cultural and civic organizations including service as chairman of the board of the Florida Cultural Alliance, secretary of the board of directors of Americans for the Arts, a founding board member and officer of Americans for the Arts Action Fund, member and past President of the United States Urban Arts Federation, chairman of the 5-county regional arts alliance, the South Florida Cultural Consortium, and director of the Miami-Dade County Tourist Development Council. In 2014, Miami-Dade County Mayor Carlos Gimenez expanded his responsibilities by appointing him to serve as a Senior Advisor for the County’s Cultural Affairs and Recreation portfolio, including oversight of the arts, parks and library departments.
In 2004, he helped lead the work to pass a referendum for the Building Better Communities bond program, dedicating more than $450 million for building the next generation of Miami-Dade’s cultural facilities, ranging from major new art and science museums to theaters and neighborhood arts centers. In 2007, he assumed the additional responsibility of leading Miami-Dade County’s outstanding Art in Public Places program, commissioning new work and caring for a collection of more than seven-hundred art works. In 2011, the Department of Cultural Affairs opened the new Arquitectonica-designed, South Miami-Dade Cultural Arts Center in Cutler Bay, a campus that includes a 966-seat theater, an activities and classroom building, and outdoor concert lawn.
In conjunction with a major re-organization of Miami-Dade County government, the Department also assumed responsibility in 2011 for operating three cultural facilities, formerly managed by the Parks Department: Miami-Dade County Auditorium; Caleb Auditorium; and African Heritage Cultural Arts Center. Operating and programming cultural facilities constitutes a major expansion of the Department’s role in the community.
Over the thirty-six years he has served the Department of Cultural Affairs, Michael Spring has helped build Miami-Dade County’s cultural community into a more than a $1.4 billion annual industry comprised of more than 1,000 non-profit cultural groups and thousands of artists. He has a B.A. degree from the University of Miami and earned an M.A. in painting from New York University, involving studies in Venice, Italy. He continues to paint and pursue his interests as a visual artist.

And Coral Gables opened a new firehouse! This mid-century modern structure is no doubt familiar to you if you've ever headed south on US-1. Here's a look at it the day ot opened.
And we may be pushing it to locate Coral Gables in South Miami-Dade County, but back in 1961 it was very nearly so, if only psychologically.

For more than 30 years, Colonel Brodes H. Hartley Jr. has been the President and CEO of Community Health of South Florida Inc. (CHI), a network of Federally Qualified Health Centers. Under his leadership, CHI has grown to include 10 health centers and 42 school-based centers.
Col. Hartley believes in an integrated approach to health care: primary care, pediatrics, behavioral health, dental, pharmacy, radiology and more, all under one roof. Patients in Coconut Grove all the way down to Marathon in the Keys have access to convenient, quality health care, even for the uninsured.
He is a founding member of the Health Choice Network and serves as chairman of the boards of Health Choice Network Inc. and Health Choice Network of Florida.
Col. Hartley received his bachelor’s degree from Florida A&M University and his master’s degree in hospital administration from Baylor University. He served 26 years in the Army Medical Services Corps, including assignments as Executive Officer, 93rd Evacuation Hospital, Republic Vietnam; U.S. Army Hospital, Camp Zama, Japan; U.S. Army Hospital, Aberdeen Proving Ground, Maryland; and Nurnberg Army Hospital, West Germany.

Hartley Jr. has provided leadership toward the accomplishment of the mission of Community Health of South Florida Inc., which has evolved into a large network of 10 state-of-the-art community health centers and 42 school-based programs providing integrated primary and behavioral health care services to the residents of South Miami-Dade and Monroe counties, especially for the uninsured and underinsured. He is a founding member of Health Choice Network (HCN) and serves as chairman of the boards of Health Choice Network Inc. and Health Choice Network of Florida.
Col. Hartley received his bachelor's degree from Florida A&M University (FAMU). While attending FAMU, he played clarinet in the marching and concert bands, was elected president of the freshman and sophomore classes, joined Beta Nu Chapter of Alpha Phi Alpha Fraternity and was subsequently elected president. He also served as assistant vice president of the Southern Region of Alpha Phi Alpha. Further, he was elected president of the Student Government Association, and led the students to initiate the Tallahassee Bus Boycott in 1956. After graduation, Col. Hartley was commissioned through the ROTC Program as a 2nd Lieutenant in the Army Medical Service Corps. He received a master's of hospital administration degree from Baylor University in 1968, and was recognized with an Honorary Doctor of Humane Letters from FAMU in 2001.
While serving 26 years in the Army Medical Services Corps, his assignments included: Executive Officer, 93rd Evacuation Hospital, Republic Vietnam; U.S. Army Hospital, Camp Zama, Japan; U.S. Army Hospital, Aberdeen Proving Ground, Maryland; and Nuermberg Army Hospital, West Germany. He was elected to The Order of Military Medical Merit and his military awards include the Vietnam Campaign Medal with Silver Star, the Army Commendation Medal with 3rd Oak Leaf Cluster, The Meritorious Service Medal with 1st Oak Leaf Cluster, the Bronze Star Medal, and the Legion of Merit. Hartley retired from the U.S. Army on Jan. 1, 1983 with the rank of Colonel (0-6).
Col. Hartley serves as preceptor of students in Health Care Management from FAMU, the Masters in Public Health Program at Florida International University and the Masters in Health Services Administration at Barry University.
Col. Hartley is a Past Sire Archon of Alpha Rho Boule and current Rhetoricos, a life member of Alpha Phi Alpha Fraternity (past president Delta Rho Lambda Chapter, and Lambda Chapter). He is a Rotarian, Chairman Emeritus, FAMU Foundation; President, Alpha Rho Boule Foundation; member, Deering Estate Foundation; Vice Chair, South Florida Boys and Girls Choir; Trustee and Past Chair, Chamber South; Member, Palmetto Bay Business Association; Board Member of the Florida Sterling Council; and member, Christ Fellowship Church.
He has received numerous awards including FAMU Distinguished Alumni Award, Congressional, the Hero in the Fight award from the South Florida Mental Health Association, the Luis Garcia Migrant/Community Health Award from the National Association of Community Health Centers, and the Distinguished Citizen Award from the Dade County Medical Association.
Col. Hartley is a widow after 54 years of marriage to the former Jacquelyn Thomas of Madison, Florida. He has a son Brodes III; a daughter Jacquelyn Kha; six grandchildren and one great grandchild.
