One of the most important secrets of Soviet government was kept hidden in Samara until 1990. A dug-out for Joseph Stalin known as Stalin's Bunker was constructed there but never used.

Samara Stalin's bunker
The Stalin's Bunker (Russian: Бункер Сталина) is an air raid shelter located near Samara State University of Culture in Samara (former Kuybyshev), Russia. It is a subterranean bunker complex constructed between February and October 1942. It was the alternative Supreme High Command General Headquarters of the Soviet Armed Forces intended for Joseph Stalin during World War II. The Stalin's Bunker is located 37 metres beneath the Kuybyshev CPSU oblast Committee building (now Samara State University of Culture occupies it), 100 metres south-east of the Samara Academy Theater. The Stalin's Bunker was declassified in 1990. Now the civil defence museum occupies the former air raid shelter. The air-raid shelters for the Soviet High Command was built also in Yaroslavl, Gorky (now Nizhny Novgorod), Kazan, Ulyanovsk, Saratov and Stalingrad (now Volgograd).

Interest in history unites Russians, Costa Ricans, Serbs at Stalin bunker
(17 Jun 2018) Football fans in Russia took a moment to explore Samara's history and took a tour of Josef Stalin's bunker on Saturday, ahead of Costa Rica's match against Serbia the day after.
During WWII, the Soviet government was evacuated to Samara (then Kuibyshev) and the bunker was built in 1942.
It was one of many alternative headquarters for Soviet leader and Supreme Commander-in-Chief Stalin.
Constructed by Moscow metro workers, it is a 37-metre deep multi-storey building with elevators that was supposed to stay fully autonomous for five days.
It could withstand a direct hit of the biggest air bomb of that time.
A conference room for 115 people and a personal room for Stalin were built in the lower floor.
Rooms for Stalin's security people, storage and technical equipment were on higher floors.
The bunker was declassified in 1991 and has been among Samara's popular sights since then.
It is located under the Academy of Culture and Arts which used to be local government building during Soviet times.
