International postal regulations require that every item passing an international border is subject to border inspection in the destination country.
Postal items coming into New Zealand are inspected by the New Zealand Customs Service (Customs) or the Ministry for Primary Industries for a number of reasons. These include but are not limited to inspecting the item to identify:
- Customs Charges, Duty, and Taxes
- Prohibited and restricted items
- Bio-security risks and risks to New Zealand’s environment
If you're importing goods into New Zealand, it's important that you're aware your goods may attract charges or be delayed by a border inspection.
If your item is stopped for a border inspection, it won't affect the target delivery period of 1-3 working days once your item has been released by Customs. If your item is 'held for clearance', your item may require further inspection by another Ministry of Primary Industries (MPI) branch, or for you to pay Customs charges before it is released for delivery.
If your parcel is stopped by New Zealand Customs for the payment of duties or GST, New Zealand Post will send you a letter with the details of the payment required once it has been processed by Customs.
Postal items leaving New Zealand valued at over NZD$1000 must have an export entry issued by Customs. For more information about export entries, see the Customs website. If your parcel does not have an export entry, New Zealand Post will hold your item and contact you to arrange it.
To avoid delay, you should arrange the export entry before you post your item. You can either arrange this via your own customs broker (if you have one). There is an administration charge for this service.
It is also possible that your parcel may be delayed by the customs service in the destination country. If this happens, generally the postal organisation in the destination country will contact the person you have addressed the parcel to, and arrange for them to pay the duties and taxes. You will not necessarily be informed of the delay, although if you have used a tracked service, the tracking may indicate Held for clearance.
If your item is detained by a customs authority in another country, please be aware that New Zealand Post is not able to 'speed up' the clearance process on your behalf.
As the sender of the parcel, you may be able to speak directly with the customs service in the destination country to expedite the process, or you can contact the postal organisation in the destination country.

Cargo ship carrying 4,000 Hyundai cars capsizes off Georgia coast
A South Korean cargo vessel carrying about 4,000 cars bound for the Middle East was listing heavily on Sept. 8 off the coast of the southern U.S. state of Georgia, an official of operator Hyundai Glovis said.
The U.S. Coast Guard said a pilot and 23 crew were aboard the Golden Ray when it overturned in St. Simons Sound and 20 people had been rescued.
Rescue teams were searching for four crew members believed to be inside the engine room of the vessel, the company and South Korea's foreign ministry said.
The rescued included six South Koreans, 13 Philippines nationals and the American pilot, the foreign ministry said.
The cars on the ship represented marques such as Hyundai Motor and Kia Motors, the company official, who asked not to be identified because of the sensitivity of the matter, said on Sept. 9.
The Vessel Finder website said the ship had recently called at the Port of Brunswick and was headed to Baltimore. The carrier was built in 2017 and was sailing under the flag of the Marshall Islands, according to the website.
The Golden Ray has a capacity to carry 6,933 vehicles according to the Glovis website.

Hurricane Sandy blows into New York state
The United States eastern seaboard is battening down the hatches as Hurricane Sandy is set to slam into the area.
It's expected to reach the city of New York on Monday with forecasters predicting it could be the biggest storm to strike the mainland.
The Mayor of New York, Michael Bloomberg has ordered around 375,000 people to be evacuated from low lying areas.
Let me stress that if you don't evacuate, you are not just putting your own life in danger, your are also endangering the lives of the first responders who may have to come in and rescue you. We hope you don't face those kind of dire situations, but you could, he said.
Other major cities in the hurricane's path include Boston, Washington, Baltimore and Philadelphia.
As people made preparations New York's transport hub - the subway, bus and train services was suspended for only the second time. Schools have also been shut.
Winds of 120 kilometres per hour are expected to create a surge leading to flooding of the coast. Hundreds of transatlantic flights have been cancelled while the US presidential contest has also been affected. Barack Obama and Republican challenger Mitt Romney were forced to call off events.

For decades homeless people in New York have sought shelter in the maze of railway and subway tunnels that run beneath the city.
Their underground existence - one of almost total isolation from the outside world - has become a legend among New Yorkers.
Over the years, many have built subterranean homes where they cook, care for pets and work hard to keep out the bitter cold. And they've ignored attempts to shift them.
But now, the Amtrack railway company which owns the tunnels has decided it wants the tunnel dwellers out once and for all.
Few passers-by ever notice the tunnel dwellers slipping through these gates and descending to their underworld community.
New Yorkers know they're there, but few spare them a thought and even fewer have ever encountered them or seen how they live.
Down below, the tunnel dwellers have collected the trappings of everyday life.
Once underground, a tunnel dweller's biggest worry is watching out for the trains that speed by at 70 miles an hour. (110 kilometres per hour)
But that danger aside, some say they prefer living here, away from the chaos of modern society.
SOUNDBITE:
I basically simplified this existence. One has to be resourceful and that's the key to it all. Boiling water are the few necessities in this existence. I had ten, 12 people dwelling here for about a two-year time period.

There's a rigorous routine to life underground; although the tunnels provide shelter, they are not warm.
Bernard's biggest priority is collecting enough wood each day to keep the fire going.
He also gets up in the early hours each day to go out to collect bottles and cans for recycling.
That's how he makes money for food and other necessities.
The hard grind means there's no time for drugs and alcohol.
Bernard and his neighbors are strictly anti-substance abuse and wouldn't welcome addicts into their midst.
Many people would find it hard to comprehend why anyone would chose to live underground.
But Margaret Morton, a photojournalist who has recently published a book about life in tunnels, has come to understand it.

Homeless people, interestingly enough, have created their own housing, they've created a place for themselves along the street, and they found that, ironically, it creates a situation that's much closer to what one could have in an apartment because they can have their own possessions, they can have their own furniture - a table, a chair, a desk, a bed. They can have pets, which they can't have in a shelter, and they can have a sense of community.

Bernard has been in the tunnel for about ten years.
But soon he will be leaving, not only because Amtrak is asking him to, but because he feels ready for a new challenge.
His former neighboUr, Bob Kalinski, moved out two months ago into housing provided by the city for former homeless people like the tunnel dwellers.
He's enjoying his life above ground, but it's been a big adjustment.

Our average was zero to ten below. We were built, we were bundled for it and used to it and so I never had a cold. You know, it's just the idea, it wore on me after a while. The constant getting up... times I didn't want to go out... wasn't feeling good. Then after I had a heart attack it was kind of hard for me, even though we still did it.

The city has started a programme to get homeless people out of shelters and off the streets and into decent, affordable housing.
Bob got moved quickly, but Bernard, one of the first to sign up, is still waiting.

Music is essential to many of our lives. We listen to it when waking up, while in transit, at work, and with our friends. For many, music is like a constant companion. It can bring us joy and motivate us, accompany us through difficult times, and alleviate our worries.
Music is much more than mere entertainment. It has been a feature of every known human society—anthropologists and sociologists have yet to find a single culture throughout the course of human history that has not had music. In fact, many evolutionary psychologists today make the argument that music predated language. Primitive tribes and religious practices have used music to reach enlightened states for thousands of years, and Pythagoras used music to heal different psychological and physical ailments. Currently, cutting-edge scientific research has shown the effect that music has on the brain, the individual, and society.
Not only does music reach us on intellectual, social, and emotional levels, but many describe it as spiritual or mystical. The use of melodic, harmonic, and rhythmic devices in music can induce a psychological state in both the musicians and the listener that is beyond words to describe. Music can bring us back to ourselves, be our mirror, and show us a side of us we may have long forgotten or never knew existed.
Even though we are constantly exposed music in our daily lives, we rarely stop to actually think about what it is. After all, what exactly is music?
Fundamentally, music is a combination of sounds, and sound is vibration. One of the most succinct definitions of music comes from the Italian composer Ferruccio Busoni, who said that, “Music is sonorous air.” It's extraordinary to think that a simple vibration unseen by the human eye can facilitate a deeply rich emotional experience, alter perception and consciousness, and induce ecstatic states of being. What is the process by which these sonic vibratory frequencies are heard by the listener, creating a profound psychological experience for them? How does something as fleeting as sonorous air have such a healing and therapeutic effect on people? And how does it facilitate personal growth?
In this series, titled The Power of Music, we will explore these questions in detail by reporting on the latest cutting edge research on music, interviewing musicians, scientists, therapists, and spiritual leaders about their work with music, and digging up ancient texts and musical practices.
