Hanoi is the capital city and is head of Vietnam in terms of area and second in population to 6.472 million. Situated between the Red River Delta is rich, this place soon became a center of politics and religion since the beginning of Vietnam's history.
In 1010, Ly Cong Uan , the first king of the Ly , decided to build a new capital in this country by the name of Thang Long. During the reign of the Ly, Tran, Le, Mac, capital city of Thang Long is a marketplace, the center of culture, education of both the North. When the Tay Son and Nguyen came to power reign, the capital was moved to Hue and named Thang Long Hanoi began in 1831, under King Minh Mang.
In 1902, Hanoi became the capital of the Indochinese Federation and the French construction, planning again. Through two wars, Hanoi is the capital of North Vietnam and the unification and this role to this day.
After the expansion of administrative boundaries to August in 2008, Hanoi now has an area of 3324.92 km ², including a town, 10 districts and 18 districts suburbs.
Along with Ho Chi Minh, Hanoi is one of two economic centers of both countries. In 2009, after expansion, the GDP of the city increased by about 6.67% of total budget revenues of about 70,054 billion VND.
Hanoi is a center of culture and education with the theater, museums, the traditional villages, the media agencies and national universities.
But the rapid population growth along the process of urbanization has led lack of good planning becomes cramped Hanoi, pollution and traffic inner regular jams.
Many of architectural heritage are disappearing, instead of the messy house pipes located on the streets.
Hanoi is a city with the uneven development between regions and between the districts and suburban districts, where many people still do not have the necessary living conditions.

New Directions 2016 at a glance (8 minutes)
On 13 and 14 October, the 4th annual New Directions 2016 conference in East Asia saw the attendance of 412 policy makers and government officers, university and school leaders, teachers, researchers and assessment practitioners from Vietnam and 14 other countries. New Directions 2016 brought together UK and East Asia regional experts and showcased the current trends, research and insights in language assessment from the UK. It offered an opportunity for regional experts to learn about, discuss and share their own experiences with British Council and other UK experts. The three sub-themes of this year are: standardised testing, proficiency scales and performance-based testing. Thirty workshops and sessions have been delivered by more than 35 speakers from the UK, Vietnam and other eight countries.
New Directions in English Language Assessment is an annual conference organised by the British Council in East Asia, providing perspectives and insight on trends and approaches in English language assessment locally and internationally.
