Leggett's Recommended $5.3 Billion Operating Budget Includes a Property Tax Hike
Montgomery County Executive Isiah Leggett unveiled his proposed fiscal year 2017 operating budget today, and it includes a property tax hike. Leggett said the additional funding is needed for Montgomery County Public Schools and because of the Wynne court case, which, he said, may cost the county up to $50 million in the coming year.
The recommended $5.3 billion operating budget increases spending for public schools by almost $136 million. This is $90 million over the state required funding amount known as Maintenance of Effort.
The Montgomery County Council is scheduled to hold public hearings on the Executive's recommended budget on April 5 - 7.
US Court Rejects Argentine Appeal Related to Long-standing Debt Fight With Holdout Creditors
A U.S. appeals court in New York has thrown out an appeal by the Argentine government in the long-running legal fight over the South American country's debt. Circuit Court of Appeals in New York on Tuesday dismissed the appeal of a contempt ruling by Judge Thomas Griesa. According to the court, the appeal was premature because Griesa has yet to issue final orders on the matter. It's the latest development in a long legal fight between Argentina and a group of U.S. creditors that refused to accept debt swaps in 2005 and 2010. Griesa has ruled that Argentina can't pay holders of its restructured debt without also paying the holdout funds and that the country is in contempt for continuing to make payments on the restructured debt.

Finding Good Crappie Fishing Spots
Jason made a point in the fall and winter to look for new crappie fishing spots with his electronics. He started in some productive arms of the lake and idled along break lines looking for brush piles with fish.
These creek channel edges are often where fishermen like to drop their brush piles. So Jason scanned with Lowrance HDS 3D Structure Scan for likely looking spots and brush piles until he found schools of crappie holding on them.
Once he saw a good school of fish on a brush pile, he stopped and fished it. He would cast a jig over the top, when they quit biting that, he would pitch to the piles from a closer distance, and finally he would get right on top of them and fish vertically on the pile.
He had one of the best fall/winter periods for crappie fishing in recent years by getting out and hunting for fish more with his electronics.
