Yugoslavia was admitted on Thursday into an international Balkans development program, opening the door to further multinational support for President Vojislav Kostunica's efforts to build democracy after Slobodan Milosevic stepped down.
The German head of the Stability Pact for Southeastern Europe, Bodo Hombach, announced Yugoslavia had been accepted into the program during a meeting of representatives of countries which either fund or benefit from the plan.
The Stability Pact was constituted by the European Union at a summit in Germany in June 1999, and formally launched at a conference in Sarajevo, Bosnia-Herzegovina about two months later, which was attended by President Bill Clinton and other world leaders.
It is aimed at providing economic support to countries of southeastern Europe and to promote democracy in the turbulent region, which has little democratic tradition.
Although Yugoslavia was not admitted, the United States and its allies which fund the program said Belgrade would be accepted as soon as democracy was restored.
Hombach handed pro-Kostunica ally Goran Svilanovic a large copper key symbolizing Yugoslavia's full membership.
Yugoslavia had been excluded from the organization due to the policies of Milosevic, widely blamed for the wars and bloodshed of the past decade in the region.
Svilanovic cautioned that Yugoslavia's membership to the Stability Pact had cost the country in lives because of the country's economic crisis.

We must cure all our people and all the people in the region, cure the virus of nationalism and the democratic changes that took place in Yugoslavia recently are a great challenge for all of us in our country and also a challenge for all our neighbors to work close together for peace and stability.

ROMANIA: ETHNIC TENSIONS GROWING WITH HUNGARIAN MINORITY

The rising influence of nationalist and xenophobic politicians in Romania is being blamed for growing ethnic tensions.
Members of Romania's large Hungarian minority say unscrupulous politicians are whipping up hatred against them in order to further their careers.
Romanian nationalists for their part accuse the ethnic Hungarians of plotting to annex part of Romania to Hungary.
Growing tensions between Romanians and ethnic Hungarians are most clearly felt in Cluj, the largest city in Romania's Transylvania province.
Almost a quarter of the half million inhabitants of Cluj are ethnic Hungarians.
The city was ruled by Hungary from 1867 to 1918 and occupied again during the Second World War.
Many Romanians have bad memories of Hungarian rule in Transylvania.
Since the fall of the communist regime in 1989 extreme nationalist parties have exploited such feelings.
In Cluj tensions have led to the rise to power of Gheorghe Funar of the Romanian National Unity Party.
To the dismay of ethnic Hungarians, Funar was recently reelected as city mayor.
Funar has set himself on a collision course with the Hungarians by curbing the use of their language in the city.
Hungarian leaders accuse Funar of crass xenophobia.

For Mr Funar, being a good Romanian means, among other things, that this country is a one-nation state, in this country there is only one master and that is the Romanians.

Earlier this month, ethnic Romanian Hungarians met political leaders in neighbouring Hungary where they called for greater autonomy for their community in Romania.
Romanian nationalists accused them of plotting to annex Transylvania to Hungary.
One of the ethnic Hungarians at the meeting was Peter Buchwald, a senator in the Romanian parliament.

After the changes in '89 those second and third rate politicians who came to power, in order to make themselves more credible, played the nationalist card, which had been successfully used quite often before. They created an enemy-image of those Hungarians who still remained in Romania.

Another extreme nationalist political organisation is the Great Romania party.
Its vice president says ethnic Hungarians have too long been pampered in Romania.

But ordinary ethnic Hungarians in Cluj say their culture is under threat.

Some people blame politicians for the growing tensions in the city.

Calls by ethnic Hungarians for self-determination have aroused powerful emotions in Romania.
Nationalists have presented such aspirations as the first step in Romania's break-up.
And they point to neighbouring Yugoslavia where ethnic fragmentation was accompanied by catastrophic violence.
