Bike path construction a boon for cyclists
(23 Jun 2017) LEADIN:
South Korean officials are investing heavily in bicycle infrastructure to help clear the country's roads of congestion.
A controversial 20 billion US dollar cycling network will see the longest car-free paths in the world.
STORYLINE:
In a country where bikes are either a poor man's transportation or a weekend workout for spandex-clad racers, the longest and most highly engineered network of car-free paths in the world are being built.
The bike paths in South Korea are an legacy of the expensive, controversial Four Rivers Restoration Project under the former President Lee Myung-bak's administration.
That massive 20 billion US dollar bridge-river, levee-dam and wetland development drew widespread protests as a project approved without public input or adequate review to benefit the businessman-turned-politician's former construction industry cronies.
But it's hard to hate a bike path.
Especially one that provides peaceful passage through massive cities and snakes through bike-only mountain tunnels with smooth pavement, solar powered air pumps, bathrooms built in the shape of bicycles, and even London telephone booth-style certification centers every 20 kilometres (12 miles) where riders can stamp the location's logo in special-issue passbooks.
Owner of Bikely Bicycle Shop Duk Young Lee says the paths will attract people to cycling.
South Korean currently has 2700 kilometres of bike paths and there will be additional two-thousand kilometres. The country will have a very dense bike path across the country, but people are not so familiar with riding bikes yet, bicycles take only a slim part in transportation. It is expected that as bike paths extend, the bicycle will take larger part in transportation and in tourism, he says.
His shop's shelves are loaded with headlights and spare tubes, handle bar bags and cargo racks, tool kits and padded gloves.
He regularly ships high-end touring bikes to customers around the world. But for those who want a South Korean pedalling vacation, he also rents the entire kit - bikes, bags, lights and locks - for about 50 US dollars a day, sending scores of international riders down the Han River path that runs just blocks from his shop.
Lee believes that the bike paths will get more popular with more users. He has hosted riders from China, Europe, the U.S., Australia and New Zealand.
Some head for the coastal routes or want to loop around Jeju Island, while others pedal from Incheon to Busan.
Retired military man Choi Choong Hyun is already a convert. He is a customer of Lee's bike shop.
An early adopter and one of the country's biggest enthusiasts, the 62-year-old has crossed the United States and Europe, China and all of South Korea, where paths run north to south, east to west and along large segments of coastline.
The bicycle itself is very attractive. When I get on the saddle, I become the main character in my life. And it makes me happy. For this reason, I continuously ride a bicycle.
While fewer than two percent of people in South Korea get around on bikes (compared to 49 percent of European Union residents), the bike paths, that will eventually reach five thousand kilometres (3,106 miles) long, are gaining popularity.
They are popular with both with recreational riders in South Korea and among a growing number of foreigners who are choosing bicycle tourism as a holiday.
Independent businessman Park Jong-hoen says these paths are world class.
This bike paths can compete with any other bikes paths in the world. Convenient facilities like restrooms (along the bike paths) are very well built. But some parts of the paths are mismanaged and signposts are damaged, which disrupts a bikers' sense of direction.

The World Internet Conference held in Wuzhen, Zhejiang Province concluded today. The British Broadcasting Corporation (BBC) Chinese network reported that mainland and US officials held a closed-door discussion on network security.
However, nobody knows who attended, what was discussed and the result.
Network security is one of the crucial matters to impact Sino-US relations. China and one or two other countries are capable of mounting cyberattacks that would shut down the electric grid and other critical systems in parts of the United States, according to Adm. Michael Rogers, director of the National Security Agency and head of U.S. Cyber Command. (Quoted from above link)
The meeting also raised concerns in Taiwan. Taiwan Vice Minister of Defense Li Xiangzhou pointed out that the main purpose of this meeting is to explore, reserve hacker talent.
The Court Upheld the Earlier Decision on Ilham Case of Second Instance
The morning of the 21st, the court upheld the earlier decision on the well-known Uyghur scholar Ilham Tohti case of second instance, sentenced to life imprisonment on charges of secession.
Two solicitors of Ilham, LiFangPing and Liu Xiaoyuan, said it was in violation of the normal judicial process to sentence in a detention center in Urumqi.
Also, the short notice right before holding court lead two
lawyers unable to attend.
Lawyer LiFangPing said Ilham will continue to appeal because he thinks the careless second trial abused the law. However, because the final judgment has been issued, Ilham has to file a complaint after he begins serving.
