Police and soldiers tried to coax the last 10-thousand surviving residents out of New Orleans on Wednesday, after the mayor ordered everyone remaining to be evacuated, by force if necessary, because of the risk of fires and disease.
He warned that the fetid water could spread disease and that natural gas was leaking all over town.

Widespread Power Outages after NJ Storm
(22 Mar 2018) Thousands of utility customers remain without power in New Jersey following the fourth major storm to hit the state in three weeks.
This is a crazy winter. I mean, these storms… the early part of the winter was fine, but this last month has been just crazy, said Sandra Napoleon, whose electricity went out overnight after a power pole fell in front of her home in New Egypt.
The storm dropped around a foot of snow in some parts before leaving the region early Thursday, with central Jersey seeing the highest amounts.
State offices were closed Wednesday due to the storm, but Democratic Gov. Phil Murphy said they would reopen Thursday.
Murphy had also declared a state of emergency Tuesday night ahead of the storm. But his office hasn't announced yet if that order has been lifted.
The severity storm took some homeowners by surprise.
We wound up with over a foot of snow. It just came down in buckets and it wouldn't let up, said Kathy Depietro, also from New Egypt, whose power went out just before Noon on Thursday.
Dozens of schools had cancelled classes for Thursday due to treacherous travel conditions in many areas, while others planned delayed openings.
The state's major utilities reported slightly more than 75,000 customers were still without service early Thursday.

The Pacific Electric Railway Company, nicknamed the Red Cars, was a privately owned mass transit system in Southern California consisting of electrically powered streetcars, interurban cars, and buses and was the largest electric railway system in the world in the 1920s. Organized around the city centers of Los Angeles and San Bernardino, it connected cities in Los Angeles County, Orange County, San Bernardino County and Riverside County.
The system shared dual gauge track with the 3 ft 6 in (1,067 mm) narrow gauge Los Angeles Railway, Yellow Car, or LARy system on Main Street in downtown Los Angeles (directly in front of the 6th and Main terminal), on 4th Street, and along Hawthorne Boulevard south of downtown Los Angeles toward the cities of Hawthorne, Gardena, and Torrance.
