    Philpott Dam is a concrete, gravity dam on the Smith River in Franklin and Henry counties in the U.S. state of Virginia. It impounds Philpott Lake. Philpott Dam is located about 44 miles above the mouth of the Smith River. It is about 7 miles upstream from Bassett, Virginia. The Dam and Philpott Lake were created to control flooding along the Smith River, to generate hydroelectric power, and to provide recreational activities in a series of parks around the lake: Philpott Park, Bowens Creek Park, Goose Point Park, Ryans Park, Jamison Mill Park, Horseshoe Point Park, Twin Ridge Park, Salthouse Branch Park, and Tailrace Park .     Martinsville is an independent city near the southern border of the Commonwealth of Virginia. As of the 2010 census, the population was 13,821. It is the county seat of Henry County, although the two are separate jurisdictions. The Bureau of Economic Analysis combines the city of Martinsville with Henry County for statistical purposes. Martinsville is the principal city of the Martinsville Micropolitan Statistical Area, with a population of 73,346 as of the 2000 census. The paper clip-shaped Martinsville Speedway, the shortest track in the NASCAR Monster Energy Cup Series at 0.526 miles and one of the first paved speedways, is located just outside the city near the town of Ridgeway.
