Townsend is a city in Blount County, Tennessee, in the southeastern United States. The population was 244 at the 2000 census and 448 at the 2010 census. For thousands of years a site of Native American occupation by varying cultures, Townsend is one of three gateways to the Great Smoky Mountains National Park. It has several museums and attractions relating to the natural and human history of the Great Smokies.     The Savannah National Wildlife Refuge is a 31,551 acre National Wildlife Refuge located in Chatham and Effingham counties in Georgia and Jasper County in South Carolina. Of the total area, 15,395 acres is in Georgia and 15,263 acres is in South Carolina. The refuge was established to provide sanctuary for migratory waterfowl and other birds and as a nature and forest preserve for aesthetic and conservation purposes. The refuge is one of seven refuges administered by the Savannah Coastal Refuges Complex in Hardeeville, South Carolina. The complex has a combined staff of 25 with a fiscal year 2018 budget of roughly $3,000,000.
