ATLANTIC BEACH; EXCESSIVE NOISE; BIKEFEST 2016
Atlantic Beach, S.C. allowing excessive noise after 1A.M. during its annual Memorial Day Weekend BikeFest, a/k/a/ Black Bike Week.
Enabling Ordinance No. 01-2016, passed on Second Reading on 02-09-16, states:
Section 7.14.7 Restriction to Stationary Positions
All vendors shall be restricted to a stationary position, and the Town's Public Safety Official shall approve or disapprove all entertainment activity involving sound amplification. This includes stages, platforms, etc. used for entertainment purposes. All stages must be approved by and inspected by Town Management and entertainment must cease operation and broadcast by midnight each night.
So do these Town elected officials, who purportedly live in this 4 by 6 block Town, not hear this after-midnight noise, have forgotten the ordinance which they passed less than four months ago, or just cynically pass ordinances, without ever intending to enforce them?
And where was Atlantic Beach Police Chief Tim Taylor while this was going on, and why didn't the police enforce their own Town ordinance.
Atlantic Beach's behavior demonstrates contempt for the rule of law and disregard for those living outside of Town who had to endure this noise well past midnight.
UPDATE: A structure fire occurred within 100 feet of the stage area depicted in this video about 12 hours later. Too soon to tell if it was related to inadequate/unlawful electrical wiring, which is rampant in Atlantic Beach.

USA - Hurricane Florence - Satellite imagery captures massive size of Hurricane Florence / Florence
(17 Sep 2018) STORYLINE
Satellite imagery released by NASA TV shows the massive size of Hurricane Florence as it churns across the Atlantic Ocean on September 12th.
The image was taken from a high definition camera outside the International Space Station.
***
Hurricane Florence made landfall as a Category 1 hurricane, bringing a life-threatening storm surge and hurricane-strength winds to the North Carolina coast.
The center of the eye of the hurricane made landfall in Wrightsville, North Carolina, and was moving slowly westward just south of Wilmington.
Coastal and river communities on the north side of Florence are getting the worst of the flooding as the hurricane swirls onto land pushing a life-threatening storm surge.
More than 415,000 homes and businesses were without power Friday morning according to poweroutage.us, which tracks the nation's electrical grid.
Meanwhile, conditions in Myrtle Beach, South Carolina were relatively calm Septembe 14th.
The Myrtle Beach area is expected to be hit with significant rain and strong winds later in the day.

As floodwaters rose across southwest North Carolina, some residents were volunteering to carry out boat rescues in flooded neighbourhoods.
Leroy McGee, a resident of Jacksonville, decided to volunteer with members of his church to check on homes in his neighbourhood.
He and Matthew Drake, the pastor at Richlands United Pentecostal Church, came across two stranded dogs on an empty home's front porch and two cats, shivering and wet from the rain.
The men, along with another church member, brought all four animals into their boat and onto land before determining where to keep them as floodwaters remained high.

Flooding and storm damage could be seen from aerial footage shot on September 15th over New Bern and Nags Head in North Carolina.
Though weakened, Tropical Storm Florence remains a very large, slow and dangerous storm as it swirls over the Carolinas.
Forecasters say prolonged rainfall from Florence could produce catastrophic flash flooding and significant river flooding.
***
The Marines, the Coast Guard, civilian crews and volunteers used helicopters, boats and heavy-duty vehicles Saturday to rescue hundreds of people trapped by Florence's shoreline onslaught, even as North Carolina braced for what could be the next stage of the disaster: widespread, catastrophic flooding inland.
The death toll from the hurricane-turned-tropical storm climbed to 11.
Coast Guard crew members were rescuing stranded people from swamped cars on September 15th.
Coast Guard members said choppers had made about 50 rescues in and around New Bern and Jacksonville as of noon.
Marines rescued about 20 civilians from floodwaters near Camp Lejeune, using Humvees and amphibious assault vehicles, the base reported.

Days after Hurricane Florence pounded eastern North Carolina with high winds and heavy rain, residents in Trenton, an hour’s drive from the coast, are still flooded out.
The murky, brown water didn’t keep residents Christopher Perry and John Holmes from visiting their homes on September 17th in a small boat.
“Looking at all this is depressing but only thing you can do is just take it day by day, see how it goes from there,” said Holmes as he stood in a bedroom inside his home, which is still surrounded by water.
Holmes and his family evacuated after waters rose, but other residents decided to stay.

Hurricane Matthew - Fayetteville NC - Hwy 301 South Flooding
I recorded this video as I was trying to drive home from work during hurricane Matthew. The namesake for my community Golden Creek overflows and blocks the highway 301 south.
FROM WIKIPEDIA:
Hurricane Matthew was a very powerful, long-lived and deadly tropical cyclone which became the first Category 5 Atlantic hurricane since Hurricane Felix in 2007. The thirteenth named storm, fifth hurricane and second major hurricane of the active 2016 Atlantic hurricane season.
Matthew wrought widespread destruction and catastrophic loss of life during its journey across the Western Atlantic, including parts of Haiti, Cuba, Dominican Republic and Lucayan Archipelago, the southeastern United States, and the Canadian Maritimes.
Over 1,600 estimated deaths have been attributed to the storm, including 546 to 1,600 in Haiti, 1 in Colombia, 4 in the Dominican Republic, 1 in Saint Vincent and the Grenadines, and 49 in the United States, making it the deadliest Atlantic hurricane since Hurricane Stan in 2005, which killed more than 1,600 in Central America and Mexico.
With the storm causing damages estimated in excess of US$8 billion, it was also the costliest Atlantic hurricane since Hurricane Sandy in 2012.
ATLANTIC BEACH; POLICE SURVEILLANCE; 03-09-19
The Town of Atlantic Beach (Horry County) S.C. Police keeping this videographer under surveillance.
Two days after Valentine's Day, 2016, I was arrested by (then) Atlantic Beach Police Chief Tim Taylor and charged with Harassment, 1st, designated a misdemeanor under S.C. law, but with a potential prison term of up to three years.
The Arrest Warrant states that on the eve of Valentine's Day, 2016, I took a picture of a dog in an outside enclosure, and posted it to the internet.
The facts are: the picture showed a dog in an enclosure, outside, when the air temperature was 29° F. The temperature remained below freezing for ten hours. An email was sent to Town of Atlantic Beach officials, including Chief Taylor, Town Judge Cheveron Terrell Scott and Councilwoman Josephine Isom, whose son Michael was the owner of the dog.
The Warrant was defective on its face -- harassment is a pattern of conduct, not just one event -- and it falsely stated that I posted the picture to the internet. In fact, I sent an email to Town officials asking for someone to intervene to prevent further cruelty to an animal.
There have been many twists and turns in the progress of the case. Three weeks short of three years after the arrest -- in late January, 2019 -- the Solicitor's Office dismissed the case, but with leave to restore. That means that, at any time, I could be re-arrested and tried on the same charge from February, 2016.
Shortly after midnight, on March 9, 2019, the complaining witness, Michael Isom, approached me while I sitting alone at a table in a nightclub in Atlantic Beach.
Among other things, Isom told me I had never done anything to him, claimed I had threatened his mother -- which apparently was the real reason for my arrest -- and admitted that he had followed me on New Years' Eve, videorecorded me and threatened to call the Solicitor, to have my Bond revoked.
Isom further stated that Atlantic Beach Police Chief Quentin Robinson wanted very badly to have me locked up, and that Isom had dissuaded him. Isom shook my hand several times while seated at my table.
Almost immediately after the conversation,, I left the club by the front door that faces U.S. Highway 17 S. I observed that a white Chevrolet Impala marked Atlantic Beach Police car was parked directly across the highway from my parked car, and was pointed in my direction.
Isom followed me out the door, crossed the highway in the middle of the block and went to the police car where, apparently, he had a thirty-eight second discussion with Atlantic Beach Police Officer Mathew L, Cox.
One has to wonder if this series of events was an attempt to entrap me, possibly even recorded with a hidden device on Isom and with the police car's dash cam.
