The ASMFC's Atlantic Striped Bass Management Board met on October 30, and the following are the results of said meeting.
• Option 2 passed for equal percent reduction between recreational and commercial
• Sub-option 2-A2 passed, 1-fish slot of 28-35 inches passed for the ocean with conservation equivalency required to meet the 18% reduction
• Sub-option 2-B1 passed, 1 fish at 18-inch minimum for Chesapeake Bay with conservation equivalency required to meet the 18% reduction
• Option B passed, requirement for mandatory use of circle hooks when using bait for striped bass
• States must submit implementation plans for new regulations by November 30, 2019 with the Board taking action on implementation plans at the February meeting
• States must implement circle hook requirements by January 1, 2021
• All other provisions of Addendum VI must be implemented by April 1, 2020
It’s another big week of blackfishing reports up and down the New England coast. Starting off to the north in Buzzards Bay, Steve Moniz checked-ion this week as his son, Joey, boated his first double-digit tog at a hair over 10 pounds on the Nautigirl. Steve said the bite has been very good with lots of 4- to 6-pound fish as well as plenty of shorts for the future. He said the water temps remain in the high 50s so the bite should continue for some time.
Staying in Buzzards Bay, Greg Angell sent me an email with a photo of his wife, Lorraine, and the 9.5-pound tog that she landed off Westport, MA not too long ago. Several of my friends have been hitting that Westport area and doing quite well this fall.
I also received a few emails from friend and Fisherman subscriber, Alan Sharaf, as he got out several times recently in search of tog. While fishing of Cuttyhunk with Capt. Paul Devitt Alan landed several small keepers and a nice 8-pounder. Then while fishing with Capt. Jeff Viamari of Bad Influence charters off Newport he had fish to 9.5 pounds. One cool think of note on the trip with Capt. Jeff is that all fish over 8 pounds were released that day, something that a lot more anglers seem to be doing these days with the bigger tog.
Also in Rhode Island, Fisherman subscriber and current Dream Boat Fishing Challenge leader Garrett Weir was fishing recently with Capt. BJ Silvia of Flippin’ Out Charters and weighed a solid 10.96-pounder in at Crafty One Customs in Portsmouth, RI. Staying in the Bay, TJ Kopecky is back from vacation and has an update for us on what’s going on in the East Bay area.
Moving west but staying in Rhode Island, Lawrence Thompson with fishing off a Couth County beach for blackfish over the weekend in 15 to 18 feet of water. He reports landing 8 fish, including a pair of keepers and had a heavy fish take him into the rocks and cut him off.
Staying in Rhody, Dave Bogacz hit the SoCo surf over the weekend and sent me a video report.
Heading into Connecticut waters where there seems to be more quantity of blackfish than quality so far this fall, Jeff Nosal bucked the trend as he landed a massive 14.9-pound tog on Saturday. Jeff weighed the fish in at Fishin’ Factory 3 in Middletown and the fish currently holds down the top spot in the shop’s annual fall tog tourney.
And for one more salty report before hitting the fresh, Eddie An (Ahn) sent me an email with a rather surprising catch. He said that he was fishing over the weekend with his cousin, Erik, jigging Epoxy Jigs off Milford, CT when Erik hooked into a nice-sized cod, the first of which I have heard of that far into the Sound in several seasons. It just goes to show you that you never know what that next drop might produce!
And last up this week, I received an email from Bill Booth of Chicopee, MA, with a nice 10-plus-pound carp that he landed while fishing with pineapple flavored corn in the Oxbow section of the Connecticut River, an area that I know very well from my days living in Western Massachusetts.

September 7, 2017 New England Fishing Report with Toby Lapinski
I’d like to start off this week by mentioning a fundraiser event and fishing tournament of which I am involved in to benefit the son of RI Field Editor, John Hanecak. As I wrote about in my September editor’s log, John’s young son, Owen, was diagnosed with leukemia in early July. And while Owen is currently in remission, he will require at least 3.5 years of treatment to ensure that he beats the disease. While insurance will cover a lot of the medical expenses for Owen’s treatment, there will still be a lot of related expenses which the Hanecak family will incur. To help them out, a group of us have banded together to produce a month-long fishing tournament and fundraiser with all proceeds going directly to the family. Connecticut
• A shot of really big fluke were landed towards the end of last week and on into the weekend “off Montauk” with a flurry of 10-plus-pound fish being weighed-in at local shops. The biggest one that I got word of so far was a doormat of 14 pounds even landed by Fisherman subscriber Wayne Carney and weighed-in at AW Marina in New London and entered in our Dream Boat Challenge. Remember that you do not need to catch a fish in your home state in order to enter it in the Dream Boat Challenge, you just need to be a Fisherman subscriber!
Rhode Island
• The fishing in-between weather events recently has been excellent with some great cod fishing out at Coxes reported by Capt. Tony of Booked Off Charters. He said that he got into a steady bite of cod into the teens with several bigger fish up to 30 pounds before the winds and seas last week, but when we last spoke he wasn’t sure when he’d be able to get back on the bite. We’ll have to wait and see if the fish are still on those numbers
• And much like the CT report, some big fluke came to the scales in Rhody this week with a 13-pound fish getting top honors. The big fluke was landed on Monday aboard the Frances Fleet’s full-day boat amid a mixed-bag of fluke and sea bass.
Massachusetts
• With the opening of commercial tuna season just before the weather passed by, bluefin fishing was excellent off the Cape. Capt. John of Fish Chatham Charters got in on the bite bagging a 113-inch, 624-pound dressed fish on Monday. He ran back out on Tuesday with a charter and while they didn’t find any big girls, they did manage to boat three fish from 60 to 73 inches.
• And then kicking off this weekend running through October 14 we have the 2017 Martha’s Vineyard Striped Bass and Bluefish Derby as well as the Nantucket Inshore Classic. A frigate /ˈfrɪɡɨt/ is any of several types of warship, the term having been used for ships of various sizes and roles over the last few centuries.
In the 17th century, the term was used for any warship built for speed and maneuverability, the description often used being frigate-built. These could be warships carrying their principal battery of carriage-mounted guns on a single deck or on two decks (with further smaller carriage-mounted guns usually carried on the forecastle and quarterdeck of the vessel). The term was generally used for ships too small to stand in the line of battle, although early line-of-battle ships were frequently referred to as frigates when they were built for speed.
