This district is a very inspiring example of planning for a large-scale low-carbon district. Between 2000 and 2030, the SPL Lyon Confluence, a local public redevelopment company, will have developed or rehabilitated an area of 150 ha, half on an existing district, half via new buildings and public spaces. In 2019, 500,000 m2 of new high environmental performance buildings (passive and positive energy) have already been built and an additional 70,000 m2 is planned for renovation in the short term.
30 photovoltaic installations supply more than 2 MW of electricity, equivalent to the annual consumption of 1,000 households, and a smart grid is under development.
Beyond the carbon footprint and energy considerations, this district is a model of urban and social mix. It offers offices and many facilities and shops, but also a wide variety of housing for all ages (student and senior residences, social housing, intergenerational housing).
Lyon-Confluence, a real laboratory for urban innovation, represents a new way of conceiving the city by developing a wide variety of solutions, whether in terms of mobility, digital technology or health and well-being of its inhabitants.

The district of Confluence is limited to the north by the historic district of Perrache and the current district Sainte-Blandine which leaves the railway (soon renovated), to the east by the A7 motorway on the banks of the Rhone, to the west by the Saone to the Sonny Anderson stadium, and to the south by the confluence of the Rhone and Saone rivers.
It is structured around a major axis, the Cours Charlemagne which runs from north to south.
Until 2009, the district is mainly occupied by the national market, known as the Perrache train station, and by wasteland on the site of a former marshalling yard, all these lands being then released to make way for Confluence project. There is also an old industrial port, the port Rambaud, along the Saone and former warehouses including the Sugar, building that regularly hosts events such as the Biennale of Contemporary Art.
To the north is the Sainte-Blandine residential area, as well as various amenities, including the Charlemagne skating rink and the former Saint-Paul-Saint-Joseph prisons, now rehabilitated to accommodate the Catholic University of Lyon.

Dans cette interview quelques jours après le rachat de Landis & Gyr, Alain Kergoat, Smart Community Division Europe de Toshiba explique rapidement pourquoi la compagnie était présente au salon SG Paris 2011 sans que ce rachat ait joué un rôle quelconque la dedans; l'activité historique du géant industriel y est évidemment pour quelque chose.
Toutefois, ce qui ressort le plus, c'est l'implication de Toshiba dans le projet Lyon Confluence; le projet Smart Grid - voire Smart Cities - de la communauté urbaine de Lyon est financé par le Nedo Japonais (équivalent de l'Ademe française) et touche au batiment à surproduction d'énergie ainsi qu'à la voiture électrique...
