STORYLINE
Venezuelan President Hugo Chavez paid tribute to Russia's economic recovery during an address to the Russian Chamber for Commerce and Industry on Friday.
Speaking at the meeting Chavez said: you went from a kind of emptiness, as we saw (interpreted it) from afar, and in little time, such little time, you were able to bring the great homeland of Russia back up again.
Chairman of the Russian Trade and Industrial Chamber Evgeny Primakov said: I am sure that this meeting of enterprisers with the President of Venezuela will give a new impulse to mutual contacts and will allow for economic possibilities and interests of our countries.
Chavez arrived in Russia on Thursday where he met President Vladimir Putin for talks at the Russian presidential retreat outside Moscow, saying economic affairs and military-technical cooperation were on the agenda.
Amid media speculation that Chavez would sign a major weapons deal while in Russia, Putin said bilateral relations were developing and praised the opening Thursday of a Venezuelan cultural centre named for the South American revolutionary hero Simon Bolivar.
Meanwhile, the Duma, the lower house of parliament, unexpectedly denied Chavez permission to address a plenary session - limiting him to a chat with parliament leaders in a smaller room.
The Duma is dominated by United Russia, the party that serves as the chief vehicle for Putin's programmes.
The move to deny Chavez the chance to present a formal speech to lawmakers was widely seen as a Kremlin move to keep a tight leash on the exuberant and unpredictable Venezuelan populist in the days leading up to a summit between Putin and U.S. President George W. Bush.
Putin and Bush meet on Sunday and Monday at the Bush family compound in Kennebunkport, Maine, in a summit seen as a last chance for the two leaders to mend frayed U.S.-Russian relations before Putin's term expires next spring.
After Russia, Chavez travels to Tehran for talks aimed at deepening ties with Iran, one of Venezuela's closest allies outside Latin America.
Chavez is to travel later on Friday to Belarus for meetings and possible talks about an air defence system equipped with radar and anti-aircraft missiles. The former paratrooper commander said this week that Venezuela's current short-range system was insufficient.

Estate tax in the United States
The estate tax in the United States is a tax on the transfer of the estate of a deceased person. The tax applies to property that is transferred via a will or according to state laws of intestacy. Other transfers that are subject to the tax can include those made through an intestate estate or trust, or the payment of certain life insurance benefits or financial account sums to beneficiaries. The estate tax is one part of the Unified Gift and Estate Tax system in the United States. The other part of the system, the gift tax, applies to transfers of property during a person's life.
In addition to the federal estate tax, many states have enacted similar taxes. These taxes may be termed an inheritance tax. The tax is often the subject of political debate, and opponents of the estate tax call it the death tax.

SUMMARY
=======
Maine ( (listen)) is a U.S. state in the New England region of the northeastern United States. Maine is the 12th smallest by area, the 9th least populous, and the 38th most densely populated of the 50 U.S. states. It is bordered by New Hampshire to the west, the Atlantic Ocean to the southeast, and the Canadian provinces of New Brunswick and Quebec to the northeast and northwest respectively. Maine is the easternmost state in the contiguous United States, and the northernmost east of the Great Lakes. It is known for its jagged, rocky coastline; low, rolling mountains; heavily forested interior; and picturesque waterways, as well as its seafood cuisine, especially lobster and clams. There is a humid continental climate throughout the state, even in coastal areas such as its most populous city of Portland. The capital is Augusta.
For thousands of years, indigenous peoples were the only inhabitants of the territory that is now Maine. At the time of European arrival in what is now Maine, several Algonquian-speaking peoples inhabited the area. The first European settlement in the area was by the French in 1604 on Saint Croix Island, by Pierre Dugua, Sieur de Mons. The first English settlement was the short-lived Popham Colony, established by the Plymouth Company in 1607. A number of English settlements were established along the coast of Maine in the 1620s, although the rugged climate, deprivations, and conflict with the local peoples caused many to fail over the years.
As Maine entered the 18th century, only a half dozen European settlements had survived. Loyalist and Patriot forces contended for Maine's territory during the American Revolution and the War of 1812. At the close of the War of 1812, it was occupied by British forces, but the territory of Maine was returned to the United States as part of a peace treaty that was to include dedicated land on the Michigan peninsula for Native American peoples. Maine was part of the Commonwealth of Massachusetts until 1820, when it voted to secede from Massachusetts to become a separate state. On March 15, 1820, under the Missouri Compromise, it was admitted to the Union as the 23rd state.
