2 Nakuru police officers accused of freeing individual suspected to have stolen 260,000 shillings
Two police officers accused of freeing an individual suspected to have stolen 260,000 Kenya shillings from a Baringo County MCA Cynthia Jerotich have this morning taken a plea court. Hassan Chesebe and Kawa Lumangati who appeared before Nakuru magistrate Liz Gichecha denied the charges and were released on an 80,000 shilling bond.

Kenyan forces begin 'final showdown' against militants at Westgate Mall

Gunfire and explosions sounded on Monday from the Nairobi mall where militants from Somalia's al Qaeda-linked al Shabaab group threatened to kill hostages on the third day of a raid in which at least 68 have already died, Reuters reported.
Reuters journalists near the upmarket Westgate complex heard sporadic shots and also heavy bursts of rifle fire and muffled blasts on at least two occasions after daybreak, as Kenyan troops moved around outside the building. A Kenyan Red Cross official, Abbas Guled, said there had been clashes inside the building.
But there was no indication of the fate of people whom the authorities had said on Sunday were being held by 10 to 15 gunmen — at least one of them possibly a woman — in a large supermarket inside the mall.
An al Shabaab spokesman warned that the Islamists would kill hostages if Kenyan security forces, who are being assisted by Western and Israeli experts, tried to storm their position: Israelis and Kenyan forces have tried to enter Westgate by force but they could not, Sheikh Ali Mohamud Rage said in an audio statement posted online. The mujahideen will kill the hostages if the enemies use force.
Security forces had secured most of the complex by Sunday, freeing many people who had hidden in terror. Though they hoped for a quick solution, rescuing those held will be difficult.
Survivors' tales of Saturday's military-style lunchtime assault by squads of attackers hurling grenades and spraying automatic fire, have left little doubt the hostage-takers are willing to kill. Previous such raids around the world suggest they may also be ready to die with their captives.
In Somalia, Kenya's northern neighbour devastated by two decades of civil war, al Shabaab have demanded President Uhuru Kenyatta pull out Kenyan troops, who have pushed the militants on to the defensive over the past two years as part of an African Union-backed peacekeeping mission. Kenyatta refused.
It was unclear how many may be held hostage. Colonel Cyrus Oguna, a Kenyan military spokesman, told Reuters that most of those freed in a search and rescue operation on
Sunday had not been held by the gunmen but had found places of refuge.
He said a very small number were still captive, but gave no details.
We will not negotiate with terrorists, he added.
Asked at a news conference on Sunday about whether captives had been wired with explosives, Kenyatta declined comment.
The president, who lost a nephew in Saturday's killing, vowed to hold firm in the war on terror in Somalia and said, cautiously, that Kenyan forces could end the siege.
I assure Kenyans that we have as good a chance to successfully neutralise the terrorists as we can hope for, he said. We will punish the masterminds swiftly and painfully.
A military spokesman for al Shabaab told Reuters his group had nothing to fear. Where will Uhuru Kenyatta get the power with which he threatened us? said Sheikh Abdiasis Abu Musab.

West Pokot Governor Lonyang'apuo storms a roadblock to free a boda-boda rider
West Pokot Governor Prof. John Lonyang'apuo yesterday evening stormed the Safari Hotel roadblock along the Kitale-Lodwar highway to free a boda-boda rider who was confronted and beaten by police officers manning the road in the ongoing PSV operator’s crackdown.
The rider Mr. Leonard Powen who was carrying onions from Ortum Market to Kapenguria was stopped by the police who started harassing him and tied him with handcuffs on the motorbike.
Earlier during the day the boda-boda and vehicle operators had a conflict with the police at Marich on the same road whereby the operators were clobbered leading to youths to barricade the road and burned tires protest over police harassment.
The furious embattled governor removed the metal devices from the roadblocks telling the police officers on the road to leave the place.
Journalists were also got up in the mess as police officers harassed them for taking photos.
This comes after area leaders led by Kapenguria member of Parliament Mr. Samuel Moroto and area members of County assembly protested over protested over alleged police harassment, brutality, and corruption in the ongoing PSV operator’s crackdown in the area.
They faulted the police for taking advantage of the crackdown to take bribes and harass youths in the area.
Governor Lonyangapuo moved to Chepareria , Ortum ,Chepareria roadblocks and Ortum police station where operators and vehicles and motorbikes and vehicles had been nabbed accused the security team working in the County for putting up many roadblocks on roads in the area.
The drama attracted a huge crowd at the police station.
“We want the Police Commander Mr. Mathew Kuto to remove all illegal road blocks in this area and leave only two at Tartar and Marich. This is a peculiar county. There are more than twenty roadblocks in the area. This is not Somalia. How can the police make a governor useless in his home ground? he asked.
The County expressed fear that the crackdown has affected revenue collection `in the County leading to many youths who were engaged in the transport business to go back to cattle rustling and banditry activities.
“The government is making the police to and youths to suffer because the traffic rules are being enforced badly. The police take Ksh 1000 from each rider”, he said.
He said that police officers have been clobbering the riders and also impounding their motorcycles which are thereafter taken to police stations and others to the general store despite the Interior Cabinet Secretary Dr. Fred Matiang’i allowed boda-boda riders to comply with the traffic rules known as Michuki rules by January next year but the police are still harassing them.
“Matiang’i and Boinett should come and train the youths first and take the police to Apuke and Kamlogon where police there is insecurity challenge. They are reviving dead wounds. Am reading malice in the crackdown because it seems there is someone who is not happy about peace in this area,” he said.
Mr. Moroto said that 80% of vehicles plying roads in the area belong to police officers.
“The youths have turned back to regressive practices and crimes in the area. The Government should understand the history of West Pokot. This was a closed district. We want the police who took the key of a vehicle carrying female students who had finished exams to be investigated. This is a dangerous time for young girls who are at risk of early pregnancies.W e want the County commander, County commissioner and Base commander to intervene in the matter,” said Moroto.
Moroto accused the Traffic police, administration police and National police Reservists for mistreating boda-boda, vehicle drivers and conductors operating on roads in the area.
He called on the government to extend the period for boda-boda riders to comply with the traffic rules.
Mr. Moroto promised to allocate funds from the CDF Kitty to offer training and pay for driving licenses for drivers.
“We as leaders and the County government will cooperate to help the youths,” he said.
He accused the security team for using National Police Reservists[NPR] on roadblock who have not been trained.
“Theft has started and we want the government to review the Michuki rules,” said Moroto.
However, Speaking to the Nation, West Pokot Traffic Base commander Mr. Elijah Teeka dismissed the allegations saying those yapping have not been following the road rules

• Every month the Kenyan government spends 13billion shillings to pay teachers. Bringing it to a total of 150 billion shillings per year.
• 125billion would pay teachers for 11 and a half months
County budgets
• The total budgetary allocation to counties currently stands at 210 billion shillings; a 125billion would cover more than half of Kenya's county funding.
• Nairobi as a county has the highest budgetary allocation with the new law set to see it receive 11.3 billion shillings; 125 billion would run Nairobi County for 11 years.
Infrastructure projects
• The Kenyan government has set aside at least 150 billion shillings every year for infrastructure projects like roads and water.
• 125billion would see half of these projects covered freeing the much needed revenue.

In the men category Suleiman Kangangi came in second after 6min:56:28 while Josphat Githambo came in third. Davidson Kamau emerged victorious in the veteran category after clocking a total of 7:12:45 while Jesper Fielder came in second after 8:26:17. Lady winner Joyce Nyarurii clocked 8:33:10 in the four day event that covered 279.7 kilometers to take home the sh250,000. Nancy Akinyi came in second after 9min:16:55 while Tabitha Ndungu clocked 9:20:30 to finish the race at position three.

The Kenya Publishers Association clarifies issues on book price increase
The Kenya Publishers Association is this in hour expected to clarify their 15% increase in text book prices. Publishers announced the increase in textbook prices, attributing it to rising inflation, a weak shilling and increased cost of production.
