Recent changes made by the Florida Legislature have taken a carrot and stick approach to transportation concurrency. On one hand, they have provided local governments throughout Florida the opportunity to plan for a land use and transportation system best suited to meet the needs of their community. On the other, they have substantially clamped down on the ability of local government to time, regulate and impose mitigation requirements on new development. Further, in many urban areas, adding roadway capacity is no longer feasible or desirable.
Thus, local governments throughout Florida are exploring Mobility Plans and Mobility Fees as an alternative to concurrency and road impact fees and exploring creative 21st Century ways to provide mobility through means other than adding road capacity. Learn how autonomous vehicles, car, ride and bicycle sharing, golf carts, kayaks, cycle tracks and multi-use trails that accommodate walking, bicycling and other 21st Century approaches are being integrated into Mobility Plans and how Mobility Fees can be used to assist with funding these alternative approaches to Mobility.

Debbie Love, AICP has 25+ years of experience in transportation planning, mobility fee studies, capital projects planning, community visioning, comprehensive plans and more. Deb has authored city-wide, neighborhood and transit-oriented redevelopment plans for urban and rural communities throughout Florida. She has served as Project Manager for the Osceola County Mobility Fee, City of Maitland Mobility Fee and Plan, Dade City Multimodal transportation impact fee, and the City of Miami Beach mobility fee projects. Deb also contributes her time as a national ambassador to APA National, mentoring new planners to advance professional planning careers.
Jonathan B. Paul, AICP has over 17 years of land use and transportation planning experience. Mr. Paul founded NUE Urban Concepts, LLC to work with local governments to develop innovative land use concepts and mobility plans, implement complete streets and establish creative financing techniques to fund mobility. He worked as the Concurrency & Impact Fee Manager for Alachua County where he led the County’s Mobility Plan effort, the 1st Mobility Plan adopted in Florida. Jonathan is the lead planner the Celebration Pointe Transit Oriented Development. He has served as an adjust professor at the University of Florida and Interim Transportation Director for Sarasota County. Jonathan has led Mobility and Multimodal Fee efforts for Alachua, Sarasota and Osceola Counties and the Cities of Maitland, Dade City and Altamonte Springs. This year, NUE Urban Concepts will be undertaking Mobility and Multimodal efforts for the City of Palm Coast, City of Miami Beach, City of Palm Beach Gardens and the City of West Palm Beach.
