Ellicott City Named Main Street Maryland Community
ELLICOTT CITY, MD – Howard County Executive Ken Ulman today announced that Ellicott City has been designated a Main Street Maryland Community, making it eligible for financial and planning resources from the State of Maryland. The designation was announced by Maryland Department of House and Community Development Acting Secretary Clarence Snuggs during a ceremony at the Howard County Welcome Center.
“The thriving business and residential community in Ellicott City will benefit from this new partnership with the state,” County Executive Ulman said. “Ellicott City is the finest downtown and historic district in Maryland, and the Main Street Maryland program dovetails with our plans to make it even better in the future.”
Ellicott City becomes the first Main Street Maryland community in Howard County, and the 28th in Maryland. Ellicott City will now receive priority consideration for state funding, orientation and training for a Main Street Manager, technical planning assistance and members in the National Main Street Trust Center.
“Ellicott City contains the best Maryland has to offer, and we are glad to welcome this community into the program,” said Secretary Snuggs.
In approving the designation, state officials noted Ellicott City’s architectural charm, illustrated by more than 200 18th- and 19th-century buildings and numerous historical attractions – including the B & O Railroad Museum Ellicott City Station – the oldest surviving railroad station in America.
The local Main Street effort will be administered by the nonprofit Ellicott City Partnership in partnership with Howard County Government, residents, business and property owners and funding support from the Howard County Economic Development Authority.
“This is one more tool that the Ellicott City Partnership will have available to help with the success of Main Street,” said Debra Korb, Ellicott City Partnership Executive Director.
County Executive Ulman and Secretary Snuggs also announced that Ellicott City would be participating in the “Make it To Main Street” initiative, in partnership with the Regional Manufacturing Initiative. The program is designed to raise awareness of Maryland made goods available in designated Main Street Maryland communities and facilitate the purchase of those goods from the businesses within those Main Streets.
The Main Street Maryland builds on progress in Ellicott City, including:
• $4 million in recent capital investments over two years, including the construction of terraced pedestrian access connecting the Howard County Circuit Court House to Main Street, major parking lot improvements and significantly upgraded stormwater treatment.
• The naming of Ellicott City as one of communities selected for the Benjamin Moore “Main Street Matters” competition, providing a new coat of paint for Main Street.
• Community Legacy funding for façade and streetscape improvements.
• The successful re-launch of a Saturday community market.
• The selection of Ellicott City by Parade Magazine as one of the top 16 Main Streets in the nation to compete in the magazine’s “America’s Best Main Street” tournament; Ellicott City made it to the Final Four round in online voting.

Howard County Office of Emergency Management Conducts First Test of Ellicott City Alert System
The Howard County Office of Emergency Management today conducted its first test of the new Ellicott City Public Alert System. As part of County Executive Calvin Ball’s EC Safe and Sound Plan, the county purchased two temporary speaker arrays. The arrays are located at the Visit Howard County Welcome Center, 8267 Main Street, and at the Ellicott City Colored School, Restored, 8683 Frederick Road in Ellicott City.
Making Ellicott City safer will continue to be a priority of mine and this new Public Alert System is one more measure to ensure we reach as many people as possible if flash flooding is imminent in Ellicott City,” said Howard County Executive Calvin Ball. “We know that when flash flooding occurs, seconds matter and we want to give as much warning as possible so people can move out of the flood plain to higher ground.”

County Executive Kittleman Expands Transportation Options in Howard County
ELLICOTT CITY, MD – Howard County Executive Allan H. Kittleman today announced steps the County will take during coming months to provide improved transportation options for residents.
Kittleman introduced the Bicycle Master Plan to the Howard County Planning Board, which will hold a hearing on it January 7. After the Planning Board evaluates the plan, it will proceed to the Howard County Council for review.
The Bicycle Master Plan, also known as BikeHoward, provides a framework for Howard County to become a bicycle friendly community, where people of all ages and abilities can easily use bicycles for transportation and recreation.
Kittleman also announced a Complete Streets policy to include in the Howard County Design Manual. This policy will guide road design to make it safe and convenient for residents to travel by foot, bicycle, public transportation or automobile. A Complete Streets Implementation Team, consisting of government officials and representatives from the Columbia Association (CA) and Howard County Public School System, will evaluate and update the design manual as its first task during the coming year.
“Bicycling, walking and taking the bus are all important modes of travel, in addition to driving a car,” said Kittleman. “If we make it easier and safer for people to get around by biking or walking, more people will choose to do so. This brings health and economic benefits to the entire community. Our Complete Streets policy provides the guidance and represents a big step forward in creating a more sustainable community in Howard County.”
The County also will work with CA and other members of the community to seek a Bicycle-Friendly Community Designation from the League of American Bicyclists for Columbia and Howard County. The County and CA will submit an application for Columbia in February and an application for Howard County in August.
BikeHoward was developed with extensive public outreach, including input from more than 750 individuals over 18 months. This input was incorporated into the plan, with oversight from the Howard County Office of Transportation, a multi-disciplinary technical advisory group and Toole Design Group, consultants with extensive experience drafting similar plans around the country.
The Bicycle Master Plan provides guidance and recommendations in these categories:
• Policy updates
• Programs for education, encouragement and enforcement
• Infrastructure improvements to create a connected bike network
“This plan provides the shared vision that is critical for coordination between county and state agencies, developers, community groups and the public,” said Chris Eatough, Howard County Bicycle and Pedestrian Coordinator. “When we are all referencing the same plan, we are working together and moving in the same direction.”
Bicycling has been on the rise in recent years, as more people seek healthy and sustainable transportation options. According to the U.S. Census Bureau American Community Survey, there was a 62 percent increase in bicycle commuting nationwide between 2000 and 2014.

December 22, 2010 - A group of several hundred amateur performers descended on The Mall In Columbia tonight, entertaining mall guests by singing and dancing to Brenda Lee's Rockin' Around The Christmas Tree in an effort to spread holiday cheer.
Organized by Pam Land, Lead Theatre Art teacher for Howard County Public Schools and Theatre Arts Director at River Hill High School, Sally Livingston, Theatre Arts Director at Marriotts Ridge High School, and Ilana and Dave Bittner of HoCoMoJo, the flash mob took shape over the past few weeks as the team picked music and location, recruited performers, and choreographed the dance. Pam texted me a few weeks ago and said 'I have an idea only you could love.' explained Ilana Bittner. Who knew hundred of others would love the idea as much as we did. Land continued I have been struck for while a by the magical and joyous aspects of flashmobs. The idea that a group of people can come together to create a moment of fun that adds a smile and brightens a day is just lovely to me. This to me, is the bedrock of good Theatre. We need more reasons to share good times as a community. I am so excited at the prospect of something that requires human interface and that can be shared by all generations right in our back yard.
Alumni of both high school theater programs were invited to participate along with members of the community at large. I think between the 5 of us we sent out a few hundred invites and it ended up spreading to over 2000 people! confided Land.
Most participants joined in for a fun diversion during the busy holiday season. We're looking forward to it and have been practicing but we decided not to learn too much ahead of time so the the choreographer doesn't have to undo everything we've learned joked Laurie Reuben of Laurel while Jodi Finkelstein waxed a little more
philosophic I'm looking forward to celebrating the holiday season in a completely different way.
Performers met to learn the dance routine earlier in the day, then traveled by caravan to the mall to perform. During rehearsal, students collected non-perishable foods for the Howard County Food Bank. Mickey Gomez, Executive Director of Howard County's Volunteer Center was struck by this collaboration. Like a seasonal flash mob isn't exciting enough, we're also supporting the Howard County Food Bank. This is exactly the kind of partnership that makes our community so unique, she remarked.
