Reeling to Rebuilding: Success for West Coast Groundfish Fisheries
Collaborative research between NOAA Fisheries and the commercial/sport fishing community has proven a recipe for success in the West Coast groundfish fishery. Nine of 10 overfished stocks have been rebuilt since 2000, and the future looks bright.

We follow her working on a fisheries science partnership, with fisherman Mark Cornwell and his crew, out of West Bay, (Bridport) looking at an issue - the discard ban, which could seriously impact the livelihoods of many small fisherman -especially those in mixed fisheries like Mark. It's a fascinating story and as Liseve, Ruth's co worker says ‘there's a lot fishermen can teach us and working together we get the best blend of information and knowledge and sharing.’ In this case if, the scientific data proves what the fishermen are saying anecdotally -then there's a chance for a win all round - including the fish!

Have you ever tried talking a fisherman into changing his hooks? It can be difficult, but if they scientifically know that they can actually increase tuna fish catches by 26 per cent and increase swordfish catch in size by up to 30 per cent, they are going to try it.

Because our domestic fisheries are a mere fraction of global sea-turtle interactions, it was critical that our research concentrate on practical and transferable solutions that can hopefully be accepted by foreign fleets. The successful combination of large circle-styled hooks baited with fin fish for directed swordfish fishing has demonstrated a 90 per cent reduction in loggerhead sea-turtle interactions as compared to the control. This is huge.

But everywhere we look today we see important turtle populations disappearing. As I said before we are especially concerned about leatherback populations and it is estimated that in about 1980 there were over 90-thousand leatherback turtles in the eastern Pacific Ocean, today some experts tell us that they estimate that less than three-thousand adult turtles remain in this region, a decline of roughly 95 per cent.

We've been concentrating on the swordfish fishery for the last three years and the largest fishery in the world is the tuna fishery and we really have to begin shifting our effort and look at resolving some of the problems in the tuna fleet. We believe that the circle hook is appropriate in that fishery, the size is a question. The size of that hook, what that impact may be on the target species catch.

STORYLINE:
In the United State the National Marine Fisheries Service announced on Monday that a change in fishing technology, including hooks and bait, could sharply reduce the accidental catch of sea turtles.
After a three year study of long line fishing, the agency said introducing new fishing practices could cut the catch of endangered loggerhead and leatherback turtles by between 65 percent and 90 percent.
At the moment longline fishing boats deploy long cables lined with baited hooks to attract popular fish such as swordfish, tuna and mahi mahi.
The cables are periodically reeled in and the fish removed, but sea turtles also get caught on the lines, and often drown before they can be recovered and released.
But Nelson Beideman, executive director of Bluewater Fisherman's Association, a commercial longline group with 13 vessels participating in the project, said he anticipated some resistance from fisherman to using the new technology.
However Beideman said the study had found that the new system not only benefitted turtles but also increased the catch of intended fish.

YOU ARE INVITED!
On Thursday, December 29th. We will be releasing our beloved resident leatherback sea turtle, “Little Girl” back into the ocean. We have raised her for the past 10 years and everyone has loved seeing her. The release will take place at 3pm at Bald Point State Park, located near Alligator Point, in Franklin County.
Our friends at the Florida Wildlife Conservation commission are approving of the release because she is considered a sub-adult sea turtle and is approaching reproduction age.
Originally we received her as part of the National Marine Fishery Service’s “Captive Rearing Program” located in Galveston, Texas, where loggerhead hatchlings are loved and pampered for 2 years and then released.
So please schedule a trip down to the beach and be a part of Little Girl’s send-off back into her mother ocean, we hope to see you there!

Byrne Wants Feds Out of Red Snapper Management
MOBILE, Ala. (WPMI) Representative Bradley Byrne says he's working on legislation that would turn managing the red snapper catch over to the states. This comes just one day before a vote likely to give Alabama it's shortest recreational red snapper season ever at only 11 days.
June of last year, after a red snapper season of just 27 days, local fishermen found out they'd get a few days more.
It's incredible that we would have 27 days, said fisherman Tom Steber that day in June, and now they throw us a bone and we get seven more days which is great I'm not arguing about it.
Compared to this year, those were the good old days. Now, local anglers, charter captains and crews are facing a new reality for 2014, 11 days to catch red snapper.

Why?
The super short season is a direct result of a federal lawsuit won by commercial fishermen, who successfully argued recreational anglers have exceeded their federal limit of red snapper catch for six of the past seven years.
The move comes at a time when marine experts along the Gulf Coast say the species is more than plentiful, and federal guidelines are antiquated and just plain wrong.
And now, U.S. Congressman Bradley Byrne is backing them up.
So I'm going to take NOAA and the federal government completely out of it, said the representative from Mobile and Baldwin Counties, because they've completely messed it up.
Byrne of says he is working on legislation that would give control of red snapper management to local marine experts and state governments. And not just catch limits, but even the way red snapper is monitored and evaluated.
The people that provide the data and monitor the fish stock have testified before our committee, said Byrne, the Natural Resources Committee, that while the snapper is a reef fish, they don't sample on reefs... which means they've wildly under sampled the amount of fish out there. And anybody who's been fishing can tell you there are tons of red snapper out there.
And who would finance this new regulatory structure? Byrne says he'll ask for funding from the federal government.
The red snapper limits are guided by something called The Magnuson Act, and renewal of that act is coming up soon. So Byrne says he and fellow congressman hope to have new legislation in place before that happens.
But none of this, he says, will come in time to affect what looks to be the shortest red snapper season ever.
