'Superstorm' Sandy Batters US East Coast
Hurricane Sandy, now downgraded to a post-tropical cyclone, has made landfall on the U.S. East Coast, putting some 50 million people in the path of torrential rain, high winds and dangerous tidal surges from one of the biggest storms to hit the region in years.
Sandy came ashore on the coast of New Jersey Monday, about 10 kilometers south of Atlantic City, some 200 kilometers south of New York City, bringing storm surges of nearly three meters to lower Manhattan.
Major U.S. cities along the Eastern seaboard are at a standstill, with public transit systems suspended, airports closed and millions of people forced to stay home from work. New York's main utility has cut electricity to lower Manhattan in an effort to stave off damage to the subway system.
Forecasters say the storm is 65 kilometers south of Atlantic City, New Jersey, about 200 kilometers south of New York City, and traveling westward at 44 kilometers per hour.
President Barack Obama canceled election campaign events to monitor the storm from the White House. He urged those in the storm's path to heed warnings about the dangerous nature of it.
The most important message that I have for the public right now is please listen to what your state and local officials are saying. When they tell you to evacuate, you need to evacuate. Do not delay, don't pause, don't question the instructions that are being given because this is a serious storm and it could potentially have fatal consequences if people haven't acted quickly, he said.
Authorities in nine U.S. states and Washington, D.C. declared states of emergency, as the storm has already knocked out power to 1.5 million people on the U.S. east coast. U.S. federal government offices were closed Monday and will remain so on Tuesday.

RUSSIA/USA: REACTION TO IMF APPROVAL OF LOAN TO RUSSIA

Russian Prime Minister Sergei Kiriyenko has welcomed the International Monetary Fund's approval of the first tranche of an 11.2 billion (b) U-S dollar loan to stabilise the country's floundering economy.
And the Russian official who negotiated the deal told A-P-T-V that the package has saved Kiriyenko's government from financial disaster, and will allow it to dig itself out of its current difficulties and press ahead with economic reform.
Although the initial payment of 4.8 (b) billion U-S dollars is less than Moscow had expected, the financial markets welcomed the decision reached after a long and heated debate in Washington.
It has been a trying time for Russia's young Prime Minister Sergei Kiriyenko.
He has spent the past few months battling with Russia's mounting financial crisis. But on Tuesday Kiriyenko greeted the I-M-F's approval of a 11.2 (b) billion U-S dollar stabilisation package as a victory for his fledgling cabinet.
The loan staves off the threat of a Russian currency devaluation and the economic and social crisis which would have ensued.
And Kiriyenko shrugged off disappointment that the first tranche - 4.8 billion (b) U-S dollars - was less than expected when the I-M-F initially agreed to the loan last week.

We got several hundred million dollars less than we initially agreed upon with the IMF. But there'll be little effect on the market because we just managed to borrow an extra five hundred million dollars during our programme to convert government bonds from roubles to their dollar equivalent.

Russia's chief international loans negotiator Anatoly Chubais, the man who sealed the I-M-F deal, said the package would allow the government to press ahead with economic reform.

What do we get for this money? I think that we get time. And my strong belief is that the existing government, and the president of Russia are really able to use this time for getting the way out of the current financial difficulties, and for the restart of the economic growth in Russia.

The I-M-F decided to withhold some of the initial pay out after the Duma ignored pleas from the Prime Minister and refused to pass a series of budget-tightening measures which were contingent to the stabilisation loan.
Nevertheless the financial markets reacted with cautious optimism to the I-M-F decision. Trading was stable on Tuesday.
Financial operators like Charlie Ryan, who is president of the United Financial Group said the move has helped to restore investors' faith in Russia.

I think people were quite surprised last week when they found the IMF were actually going to disperse such a large sum of money so quickly and to the extent that they held a little bit back to try and induce the Duma to approve a few of the tax measures which they did not approve. It was generally greeted by the market as a positive sign.

The most significant effect was on the rouble itself which rose against all the major currencies on Tuesday, meaning that the government may be able to stop ploughing much-needed reserves into propping it up against speculators.
During the economic crisis which has hit Russia in recent months, the government has been unable to pay millions of state workers, like the miners who have been picketing the White House in Moscow for more than a month.
They remain unconvinced that the I-M-F deal will bring about a radical change to their situation.

The Secrets Donald Trump Doesn't Want You to Know About: Business, Finance, Marketing
David Cay Boyle Johnston (born December 24, 1948) is an American investigative journalist and author, a specialist in economics and tax issues, and winner of the 2001 Pulitzer Prize for Beat Reporting. More on the book:
The Making of Donald Trump is a 2016 biography of the American businessman, property developer and politician Donald Trump by the American investigative journalist David Cay Johnston. It was published by Melville House Publishing.
Johnston first met Trump as a reporter for The Philadelphia Inquirer in June 1988 and likened him to P. T. Barnum. He subsequently reported on Trump for almost 30 years, and wrote the book in 27 days. In an interview with The New York Times Johnston said that Trump had ...seriously damaged his brand with his presidential campaign and would follow him for the rest of his life. Johnston also felt that Trump was masterful at understanding the conventions of journalism and remarkably agile at doing as he chooses and getting away with it.
The book entered the New York Times hardcover nonfiction list in fifteenth position and spent four weeks there.
The book consists of 24 chapters, with an introduction and an epilogue. The book details Trump's family history, personal biography and an account of his business career and marriages.
David M. Shribman, writing for The Boston Globe, felt that the book was a chronicle of mobsters and mistresses, shady construction deals and financial shenanigans, monumental projects and miserable (and possibly illegal) business practices and that Much of this slender volume's contents are already part of the public record; some of it is new. Shribman noted that the book focuses on Trump's personal and business life rather than his political career and that More than a dozen Republican candidates and the entire Democratic Party have made the very same argument Johnston puts forward here. It is an important critique, yet an ignored one. Trump may, and probably does, have all these flaws. He also possesses perhaps the most important, and in some quarters surely the most appealing, message in this year of fear and discontent. The book that explains that is the one worth writing, and waiting for.
The book was reviewed by Michael Russell for the Herald Scotland who wrote that the 24 short chapters of the very readable book contain substantial detail regarding Trump's activities since that time. They also dig into his earlier years and some of his family background. As to the truth of these claims, readers will need to make up their own minds. Russell felt that Johnston sometimes comes across as being almost as self-satisfied and assertive as Trump but concluded that Inauguration, unlike baptism, does not wash away sins nor confer wisdom. If even a 10th of David Cay Johnston’s stories are true, then Trump is morally, intellectually, culturally, economically, legally and politically unfit for office of any sort. No wonder so much of the world is shaking its head but also holding its breath.
David J. Lynch reviewed the book for The Financial Times and wrote that Johnston has done voters a service with this unblinking portrait. He makes a compelling case that Trump has the attributes of both dictator and deceiver and would be a disaster in the Oval Office. ...Yet, ultimately this is a dispiriting read. If Johnston's rendering of Trump is at all accurate, it is not just the New York businessman who deserves rebuke. So too does an entire American political system that has put him within reach of the White House despite his manifest flaws. Lynch was also critical of Johnston's prose style, feeling that This slim 210-page volume feels a bit rushed: the transitions can be choppy and, like his subject, Johnston has a healthy regard for his own abilities. ...Tip: when you are taking down one of the world’s great narcissists, go easy on self-promotion but that it is a minor flaw in a work that delivers so much insight.

Couple Stunned After They’re Charged With Murder in Death of 10-Month-Old
A Michigan couple has been charged with murder for allegedly starving their 10-month-old daughter to death. Seth Welch and his wife, Tatiana, both 27, stand accused of starving their infant daughter, Mary. She was found dead in their home near Grand Rapids on August 2. Seth’s jaw dropped when the judge read off the charges and Tatiana sobbed uncontrollably during the hearing. An autopsy revealed the cause of Mary’s death was malnutrition and dehydration due to neglect by adult caregivers.
